Following up on our e-mail exchanges on Friday where I understood you were seeking greater information pertaining to the AT&T site — specifically setbacks for the HVAC systems and a generator in respect to Mr. Helsley's property/house, and any safety procedures that AT&T has in effect - I have gleamed the following: The backup -power generator on the AT&T site adjacent to the Helsley property is not a new addition to the site. The generator site was approved by a site plan in 1986, and also shows up on a site plan in 1996. While upgrades to the generator may have occurred over the years, the generator's placement on the property has been consistent for 20+ years. The generator continues to honor the same setbacks as the original building : 15+ feet from the Helsley property. (Zoning Ordinance setback minimum is 15ft). There are no new HVAC units adjacent to the Helsley property. The HVAC units adjacent to the Helsley property are affixed to the side of the original 1986 building. This building is setback 15+ ft from the Helsley property. (Zoning Ordinance setback minimum is 15ft). There are new HVAC units associated with the new building addition, but these are not adjacent to the Helsley property. The AT&T buildings are unmanned utility facilities, containing extensive computer systems and electronics . It is a location that houses servers, routers, ATM switches and digital/analog call aggregators. As such, the facilities are provided with a waterless fire suppression system which is designed to extinguish any fires without damaging the computers/electronics. For Fire and Rescue purposes, the facility does contain posted notices to advise emergency personnel of the present of waterless suppression systems, to advise against the use of water to extinguish any fires. I understand that the waterless Halon/CO2 systems remove oxygen from the building, which results in the suffocation of the fire without excessive damages to the equipment. These fire suppression systems are common in heavy computer/electronic environments. • The site is a POP (point of presence) for various AT&T services — wireless, internet, and traditional telephone services. Expansion of opportunities for commercial users was the purpose of the recent building expansion. I've attached some photos of the site, as well as a snippet from the latest site plan. • On the site plan image, I've identified the original structures in yellow (date back to 1986), and the most recent 2009 building addition in pink. You'll note that the Helsley house is adjacent to the original structure not the more recent addition. It is noteworthy to recognize that Mr. Helsley acquired his property in 2005, almost 20 years after the AT&T facility adjacent to his property was constructed. In 1996 AT&T did a boundary line adjustment with the prior owners of the Helsley property in an effort to increase the setback for the existing AT&T building. So the structure setbacks against his property were established prior to his ownership. If you desire more information beyond that offered above, I have already drafted a letter to AT&T requesting details on their safety protocol for the site. I felt that I should seek you guidance prior to sending the letter to AT&T in the event the content of this email satisfied your concerns. Please let me know if I should send the letter to AT&T.
