Therefore, the attached plan (revised 10-10-08) shows a 6' high opaque wooden fence around the outdoor storage area for this building section. Additionally, should future sections request outdoor storage, then provisions are made to provide additional future fencing/landscape screening to accommodate this request. Keep in mind these future screening improvements are not intended to be initially constructed per this plan, but only if additional outdoor storage is requested. All revisions are clouded and denoted as revision #5. We have previously submitted a copy of the approval letter from the Inspections Dept., which is all we needed for final approval. The site plan is for revisions to the Arbor Warehousing site located on Arbor Court, which was originally approved with Site Plan # 15-99 and revised with #27-01. Revisions to the Airport Warehousing site include the addition of loading docks at the rear of the four units as well as screening for outdoor storage. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Outdoor storage needs to be completely enclosed so that if someone were to drive around the site they wouldn't be seeing it, much less driving through it. Areas that are already screened with a berm located on h is property can be incorporated into the new screening element, but all outdoor storage must be completely enclosed. You don't need Public Works. I have discussed the comments with the owner, and he wanted me to approach you with a slightly different option than using the opaque fence for screening. He'd prefer to keep the landscaping we had proposed along the entrance from Arbor Court and in the island between the loading area and parking aisle, and add additional landscaping for screening along the southern property lines abutting James River Equipment. The existing earthen berm for the SWMB in turn provides screening to the Dearing Beverage parcel. He is concerned about the longevity of using the fence in the traffic areas, hence this request. The dumpster pad areas would still need to be screened with fencing. We would revise the landscape schedule to show all evergreens for the screen. Also, we had previously submitted plans to the Planning & Inspections Departments, but not Public Works. If our changes do not effect grading, E&S, or storm -water management, do we still need to submit to Engineering? Please review the above and let me know what you think. Thanks, Dennie Dennie D. Review comments are shown in bold italics. We are responding on a point -by -point basis to correlate with your comments. 1. Relocate the property owner's name as indicated on the plan. The owner information is moved as shown (see sheet C-1). 2. Revise the FAR as indicated on the plan. The FAR is revised to correctly show 0.279 (see sheet C-1) 3. The outdoor storage for Phase / needs to consist of a completely enclosed area. The fencing and landscaping shown is not adequate to screen the area, and the existing vegetation located on the adjacent property cannot be utilized to screen this site. Per my email, dated 9/11/08 (see attached), the outdoor storage element of the plan has been eliminated. Therefore, screening is no longer required (see sheets C-1 & C-2). 4. Screening elements for the outdoor storage can consist of the following: six foot board on board fence, wall, or double row of six foot tall evergreen trees. Per previous response, screening is no longer required (see sheets C-1 & C-2). Also, there was a question regarding where the 75' front setback exists as indicated in our site statistics table on sheet C-1. The 75' setback distance exists at the SW corner of the building (see sheet C-1). I have attached approval letters from the Inspections Dept., which is all we needed for final approval. Since our last submittal, the Owner has re-evaluated the need for outdoor storage. The lease for the tenant with the existing outdoor storage has expired, and that company is moving to a different location. One of the existing tenants in the warehouse is going to utilize that space, and they have no need for outdoor storage. Therefore, rather than installing a barrier fence and additional landscaping, the Owner is going to require all product be stored inside the building. If a need to utilize the outdoor dock area for storage arises in the future, then it will be addressed at that time with a plan. Therefore, the only site modification will be the addition of loading ramps for the dock doors in the rear of the building. These were previously shown on the plan submittal for your review. I have contacted the Building Inspections Dept. regarding their review, but they have not provided any comments/approval yet. I will resubmit the plan (omitting the outdoor storage requirements) to you for your approval. Planning did not provide any comments previously on the ramps specifically, so I'm assuming what was previously shown fulfills your requirements ... please let me know if that is not the case. The approved site plan for the development did not include ranips or outdoor storage and, therefore, if the intent is to have those items or uses on the properly, the site plan would need to be revised. Specifically, in regards to the addition of the ramps to the site, §165-147A of the Frederick County Zoning Ordinance states "all improvements and construction on the site shall conform with the approved site plan and the requirements of the Frederick County Code". Since the ramp was not depicted on the approved site plan, it cannot be constructed on the site without revising the site plan for the property. Currently the site contains illegal outdoor storage located on the property. I understand that you were specifically told that if your tenant wished to keep the outdoor storage, the site plan would need to be revised to show the storage area as well as provicle screening around the entire storage area. In regards to outdoor storage, § I65-33A of the Frederick County Zoning Ordinance states that w}len outdoor storage is allowed, it shall "be completely screened front the view of road and street rights -of -way and fr0111 surrouncling properties by a fence, wall or other screening''. Therefore, if the site plan is updated to include outdoor storage areas, the areas must be screened by a wooden fence, wall, berm or by evergreen trees. We have added the dock ramps for each building phase, and also added landscaping and fencing for screening purposes. The berm for the existing stormwater management basin and the existing vegetation along the southern portion of the site provides a 6' high barrier to the southern adjoining properties.
