We have completed our review of the revised site plan submitted May 5, 2008, and offer
no comments at this time. Therefore, we recommend approval of the subject site plan. The plan
indicates that less than 10,000square feet will be disturbed during construction of the subject
project; consequently, a land disturbance permit will not be required. However, perimeter
erosion and sediment control measures shall be installed and maintained during all site work.

The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on July 8, 2008. The site plan is for a parking lot addition at the existing Valley
Proteins facility located at 151 Valpro Drive in the Gainesboro Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with six (6)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

Route 679, the VDOT facility which would provide access to the property. Present entrance is
adequate for proposed improvements. Should business ever expand in the future, entrance

Dear Jeremy:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staff s comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Scale: On sheet 3, correct the graphic scale and notation (it should read: 1" = 20',
not 10'). Also show tree locations to scale as they will be at the time of planting.
2. Acreage: Include the acreages of the adjoining parcels.
3. Impervious Surfaces: The project site's impervious surface square footage should
include the lanes serving the proposed parking spaces.
4. Curbing: Curbing is not necessary in areas located outside the Sewer and Water
Service Area; however, concrete bumpers should be placed along the perimeter of the
parking area.
5. Landscaping: In addition to the interior landscaping requirements of one shade tree
for every ten parking spaces (three trees for 22 spaces), the Code calls for one
perimeter tree per every 2,000 sq ft of impervious surface on the site (nine trees).
6. Traffic Movement: Include a stop sign as indicated on sheet 2.
7. Handicap spaces: The addition of 22 parking spaces to the site results in a total of
76 spaces overall, four of which would need to be handicap accessible. Due to the
distance of the new parking lot area to the building, it may be more appropriate to
locate all four spaces in the existing parking lot.
