GENERAL
1. THE CONTRACTOR SHALL FURNISH ALL MATERIALS, LABOR AND EQUIPMENT AND PERFORM ALL WORK INCLUDING RESTORATION
FOR THE COMPLETED INSTALLATION OF THE UTILITY SYSTEMS AND ALL OTHER IMPROVEMENTS SHOWN OR IMPLIED AS
NECESSARY FOR THE COMPLETED FACILITY READY FOR USE. UNLESS OTHERWISE NOTED, SPECIFICATIONS FOR ALL WORK TO
BE IN ACCORDANCE WITH APPLICABLE STANDARDS AND CONSTRUCTION SPECIFICATIONS OF THE VIRGINIA DEPARTMENT OF
TRANSPORTATION, VIRGINIA DEPARTMENT OF HEALTH, FREDERICK COUNTY SANITATION AUTHORITY AND THE CONTRACT
DOCUMENTS.
2- THE ENGINEER HAS ATTEMPTED TO LOCATE EXISTING SUBSURFACE UTILITIES; HOWEVER, SUCH MAY EXIST THAT ARE NOT
SHOWN. THE CONTRACTOR SHALL EXERCISE CARE IN THIS WORK SO AS TO AVOID DAMAGE TO ANY UTILITIES. ANY DAMAGE
SHALL BE THE CONTRACTOR'S RESPONSIBILITY. THE CONTRACTOR SHALL NOTIFY ALLu-nuTy COMPANIES 72 HOURS PRIOR TO
CONSTRUCTION. CALL "MISS UTILITY' 1-800-552-7001.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CONSTRUCTION STAKEOUT. ALL DIMENSIONS, ELEVATIONS AND LOCATIONS
SHALL BE VERIFIED IN THE FIELD BY EACH CONTRACTOR PRIOR TO BEGINNING THE WORK. THE ENGINEER ELL APPROVE ALL
CUT SHEETS.
4. ANY UNUSUAL SUBSURFACE CONDITIONS ENCOUNTERED DURING THE COURSE OF THE WORK SHALL BE IMMEDIATELY BROUGHT
TO THE ATTENTION OF THE ENGINEER AND/OR THE OWNER.
5. CONTRACTOR TO OBTAIN, AT HIS EXPENSE, ALL PERMITS REQUIRED OF THIS WORK AND SHALL FAITHFULLY ADHERE TO THE
PERMIT CONDITIONS IMPOSED.
6. ALL GRADING FOR IMPROVEMENTS TO BE CONFINED TO THE PROJECT AREA. ANY WORK PERFORMED OFF&TE is THE
CONTRACTOR'S RESPONSIBILITY.
7. CUTSHEETS SHALL BE SUBMITTED TO THE ENGINEER FOR APPROVAL PRIOR TO ORDERING STRUCTURES AND START OF
CONSTRUCTION. ALL CUTSHEETS SHOULD SHOW EXISTING GROUND ELEVATIONS AT CENTERLINE OF UTILITY, STRUCTURE OR
ROAD, AND OFFSET HUB ELEVATION.
FREDERICK COUNTY SANITATION AUTHORITY
1. THE AUTHORITY'S WATER AND SEWER STANDARDS AND SPECIFICATIONS ARE AVAILABLE AT WWW,FCSA-WATER.COM
2. THE WATER AND SANITARY SEWER PORTION OF THESE PLANS ARE VAUD FOR TWO YEARS FROM DATE OF FCSA
APPROVAL
3. THE CONTRACTOR SHALL ADHERE TO THE STANDARDS AND SPECIFICATIONS IN EFFECT AT THE TIME OF CONSTRUCTION.
4. THE CONTRACTOR SHALL COORDINATE WITH AND ARRANGE FOR INSPECTION BY THE AUTHORITY.
5. THE CONTRACTOR SHALL TIE-IN A NEW SEWER LINE TO AN EXISTING MANHOLE 13Y CORE DRILLING THE MANHOLE.
6. WHEN AN EXISTING WATER (OR FORCED SEWER) MAIN IS TAPPED FOR THE INSTALLATION OF A NEW LINE:
6.a. THE AUTHORITY SHALL FURNISH ALL LABOR AND MATERIAL
6.b. THE CONTRACTOR MUST:
6.b.1. MAKE APPLICATION AND PAY DEPOSIT
6.b.2. MARK THE TAP LOCAT10N
6.b.3. COORDINATE INSTALLATION WITH THE ENGINEERING -ASSISTANT.
7. EXACT LOCATIONS OF WATER AND SEWER SERVICES ON NEW LINES ARE TO BE COORDINATED WITH THE AUTHORITY'S
INSPECTOR.
8. THE AUTHORITY'S MAINTENANCE DIVISION SHALL FURNISH AND INSTALL ALL WATER METERS THROUGH 2" IN SIZE. IT IS
THE CONTRACTOR'S RESPONSIBILITY TO HAVE THE METER BOX ASSEMBLY INSTALLED CORRECTLY. BEFORE A
PERMANENT METER IS INSTALLED:
8.o. THE METER BOX, WITH ITS FRAME AND COVER, MUST BE PROPERLY ALIGNED WITH THE COPPERSETTER.
8.b. THE FRAME AND COVER SHALL BE SET TO FINAL GRADE
8.C. THE DISTANCE BETWEEN THE TOP OF THE COVER AND THE COPPERSETTER SHALL TO BE BETWEEN 18 AND 21
INCHES.
8.d. ALL COMPONENTS OF THE METER BOX ASSEMBLY SHALL BE IN PROPER WORKING ORDER.
9. FOR WATER AND SEWER SERVICES THAT CONNECT TO EXISTING LINES:
9.o. THE LOCATION OF THE SERVICE LATERAL IS TO BE COORDINATED WITH THE AUTHORITY'S ENGINEERING ASSISTANT.
9.b. AN APPLICATION FOR SERVICE MUST BE MADE AND FEES PAID BEFORE WORK WILL BEGIN.
9.c. THE AUTHORITY SHALL FURNISH AND INSTALL ALL 5/8", 3/4' AND 1" WATER SERVICES.
9.d. FOR ALL 1 1/2- AND 2- WATER SERVICES, THE AUTHORITY SHALL MAKE THE TAP AND BRING THE PIPING TO THE
PROPERTY LINE. THE CONTRACTOR SHALL FURNISH AND INSTALL THE METER VAULT ASSEMBLY. THE AUTHORITY
WILL INSTALL THE METER.
9.e. THE AUTHORITY WILL INSTALL ALL SEWER LATERALS.
10. ANY WATER SERVICE LINE MUST HAVE A BACKFLOW PREVENTION ASSEMBLY (DETECTOR DOUBLE CHECK VALVE OR RPZ,
AS REQUIRED). THE ASSEMBLY MUST MEET ASSE STANDARD NO. 1015 OR 1013.
11. ALL FIRE LINES SHALL HAVE A BACKIFLOW PREVENTION ASSEMBLY (DETECTOR DOUBLE CHECK VALVE OR RPZ, AS
REQUIRED). THE ASSEMBLY SHALL MEET ASSE STANDARD NO. 1048 OR 1047. ANY EXTERIOR, PRIVATELY OWNED FIRE
LINE SHALL ALSO HAVE A FIRE SERVICE METER. THIS ASSEMBLY SHALL BE INSTALLED IMMEDIATELY BEFORE THE
BACKIFLOW PREVENTION UNI[T. RADIO READ REMOTES ARE REQUIRED.
12. FCSA TO REVIEW THE MECHANICAL PLAN(S) FOR DESIGN AND MATERIAL APPROVAL OF. 1) THE DOMESTIC WATER
METER AND ITS BACKIFLOW PREVENTION DEVICE, AND/OR 2) THE FIRE SERVICE LINE'S BACKFILOW PREVENTION DEVICE
FIRE AND RESCUE
1. BURNING OF LAND CLEARING DEBRIS REQUIRES A PERMIT FROM THE ARE MARSHAL BURNING OF CONSTRUCTION DEBRIS ON SITE IS
PROHIBITED.
2. ACCESS FOR EMERGENCY VEHICLES MUST BE MAINTAINED AT ALL TIMES DURING CONSTRUCTION. TEMPORARY STREET SIGNS AND
ADDRESSES MUST BE POSTED AS CONSTRUCTION BEGINS. PARKED VEHICLES AND STAGING OF CONSTRUC11ON MATERIALS ARE
PROHIBITED WITHIN 20' OF FIRE HYDRANTS. FIRE HYDRANTS ARE NOT TO BE OBSTRUCTED AT ANY TIME.
VIRGINIA DEPARTMENT OF TRANSPORTATION
1. ALL WORK ON THIS PROJECT SHALL CONFORM TO THE CURRENT EDITIONS OF AND LATEST
REVISIONS TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) ROAD AND BRIDGE
SPECIFICATIONS AND STANDARDS. THE VIRGINIA EROSION AND SEDIMENT CONTROL REGULATIONS,
AND ANY OTHER APPLICABLE STATE, FEDERAL OR LOCAL REGULATIONS. IN CASE OF A
DISCREPANCY OR CONFLICT BETWEEN THE STANDARDS OR SPECIFICATIONS AND REGULATIONS, THE
MOST STRINGENT SHALL GOVERN,
2. ALL CONSTRUCTION SHALL COMPLY NTH THE LATEST U.S. DEPARTMENT OF LABOR, OCCUPATIONAL
SAFETY AND HEALTH ADMINISTRATION (OSHA), AND VIRGINIA OCCUPATIONAL SAFETY & HEALTH
(VOSH) RULES AND REGULATIONS.
3. WHEN WORKING WITHIN VDOT RIGHT-OF-WAY, ALL TRAFFIC CONTROL, WHETHER PERMANENT OR
TEMPORARY, SHALL BE IN ACCORDANCE NTH THE CURRENT EDITION OF VDOTS WORK AREA
PROTECTION MANUAL FURTHERMORE, ALL TRAFFIC CONTROL FLAGGERS MUST BE CERTIFIED IN
ACCORDANCE NTH SECTION 104.04(C) OF THE VDOT ROAD AND BRIDGE SPECIFICATIONS.
4. THE DEVELOPER SHALL BE RESPONSIBLE FOR RELOCATING, AT HIS EXPENSE, ANY AND ALL
UTILITIES, INCLUDING TRAFFIC SIGNAL POLES, JUNC11ON BOXES, CONTROLLERS, ETC., OWNED BY
VDOT OR PRIVATE / PUBLIC UTILITY COMPANIES. IT IS THE SOLE RESPONSIBILITY OF THE
DEVELOPER TO LOCATE AND IDENTIFY UTILITY FACILITIES OR ITEMS THAT MAY BE IN CONFLICT
WITH THE PROPOSED CONSTRUCTION ACTIVITY. VDOT APPROVAL OF THESE PLANS DOES NOT
INDEMNIFY THE DEVELOPER FROM THIS RESPONSIBILITY.
5. DESIGN FEATURES RELATING TO FIELD CONSTRUCTION, REGULATIONS, AND CONTROL OR SAFETY OF
TRAFFIC MAY BE SUBJECT TO CHANGE AS DEEMED NECESSARY BY VDOT. ANY ADDITIONAL
EXPENSE INCURRED AS A RESULT OF ANY FIELD REVISION SHALL BE THE RESPONSIBILITY OF THE
DEVELOPER.
6. PRIOR TO INITIATION OF WORK, THE CONTRACTOR SHALL BE RESPONSIBLE FOR ACQUIRING ALL
NECESSARY VDOT LAND USE PERMITS FOR ANY WORK WITHIN VDOT RIGHT-OF-WAY.
7. IF REQUIRED BY THE LOCAL VDOT RESIDENCY OFFICE, A PRE -CONSTRUCTION CONFERENCE SHALL
BE ARRANGED AND HELD BY THE ENGINEER AND/OR DEVELOPER NTH THE ATTENDANCE OF THE
CONTRACTOR, VARIOUS COUNTY AGENCIES, UTILITY COMPANIES AND VDOT PRIOR TO INITIATION OF
WORK.
8. THE CONTRACTOR SHALL NOTIFY THE LOCAL VIDOT RESIDENCY OFFICE WHEN WORK IS TO BEGIN
OR CEASE FOR ANY UNDETERMINED LENGTH OF TIME. VDOT REQUIRES AND SHALL RECEIVE 48
HOURS ADVANCE NOTICE PRIOR TO ANY REQUIRED OR REQUESTED INSPECTION.
9. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING ADEQUATE ACCESS TO THE PROJECT
FROM THE ADJACENT PUBLIC ROADWAY VIA A CONSTRUCTION ENTRANCE THAT IS CONSTRUCTED
AND MAINTAINED IN ACCORDANCE NTH SECTION 3.02 OF THE VIRGINIA EROSION AND SEDIMENT
CONTROL HANDBOOK. FURTHERMORE, ACCESS TO OTHER PROPERTIES AFFECTED BY THIS PROJECT
SHALL BE MAINTAINED THROUGH CONSTRUCTION. THE DEVELOPER SHALL HAVE, WITHIN THE LIMITS
OF THE PROJECT, AN EMPLOYEE CERTIFIED BY THE VIRGINIA DEPARTMENT OF CONSERVATION AND
RECREATION (VDCR) IN EROSION AND SEDIMENT CONTROL WHO SHALL INSPECT EROSION AND
SILTATION CONTROL DEVICES AND MEASURES ON A CONTINUOUS BASIS FOR PROPER INSTALLATION
AND OPERATION. DEFICIENCIES SHALL BE PROMPTLY RECTIFIED.
10. CONTRACTOR SHALL ENSURE ADEQUATE DRAINAGE IS ACHIEVED AND MAINTAINED ON THE SITE
DURING AND AT THE END OF CONSTRUCTION.
11. ALL WATER AND SEWER LINES WITHIN EXISTING OR PROPOSED VDOT RIGHT-OF-WAY SHALL HAVE
A MINIMUM THIRTY-SIX (36) INCHES COVER AND MEN POSSIBLE SHALL BE INSTALLED UNDER
ROADWAY DRAINAGE FACILITIES AT CONFLICT POINTS.
12. ANY UNUSUAL SUBSURFACE CONDITIONS (E.G., UNSUITABLE SOILS, SPRINGS, SINKHOLES, VOIDS,
CAVES, ETC.) ENCOUNTERED DURING THE COURSE OF CONSTRUCTION SHALL BE IMMEDIATELY
BROUGHT TO THE ATTENTION OF THE ENGINEER AND VDOT. WORK SHALL CEASE IN THAT VICINITY
UNTIL AN ADEQUATE DESIGN CAN BE DETERMINED BY THE ENGINEER AND APPROVED BY VDOT.
13. ALL FILL AREAS, BORROW MATERIAL AND UNDERCUT AREAS SHALL BE INSPECTED AND APPROVED
BY A VDOT REPRESENTATIVE PRIOR TO PLACEMENT AND FILL- WHERE CBR TESTING IS REQUIRED,
A VDOT REPRESENTATIVE SHALL BE PRESENT TO INSURE THE SAMPLE OBTAINED IS
REPRESENTATIVE OF THE LOCATION. WHEN SOIL SAMPLES ARE SUBMITTED TO PRIVATE
LABORATORIES FOR TESTING, THE SAMPLES SHALL BE CLEARLY IDENTIFIED AND LABELED AS
BELONGING TO A PROJECT TO BE ACCEPTED BY VIDOT AND THAT TESTING SHALL BE PERFORMED
IN ACCORDANCE WITH ALL APPLICABLE VDOT STANDARDS AND PROCEDURES.
14. ALL ROADWAY FILL, BASE, SUBGRADE MATERIAL, AND BACKFILL IN UTILITY/STORM SEWER
TRENCHES SHALL BE COMPACTED IN SIX (6) INCH LIFTS TO 95% OF THEORETICAL MAXIMUM
DENSITY AS DETERMINED BY AASHTO T-99 METHOD A, WITHIN PLUS OR MINUS 2= OF OPTIMUM
MOISTURE FOR THE FULL WIDTH OF ANY DEDICATED STREET RIGHT-OF-WAY. AT THE DIRECTION
OF VDOT, DENSITY TESTS SHALL BE PERFORMED BY A QUALIFIED INDEPENDENT AGENCY IN
ACCORDANCE WITH VIDOT ROAD AND BRIDGE SPECIFICATIONS. CERTIFIED COPIES OF TEST
REPORTS SHALL BE SUBMITTED TO VDOT DAILY, UNLESS SPECIFIED OTHERWISE
15. VDOT STANDARD CID AND LID UNDERDRAINS SHAH BE INSTALLED WHERE INDICATED ON THESE
PLANS AND/OR AS SPECIFIED BY VDOT.
16. THE INSTALLATION OF ANY ENTRANCES AND MAILBOXES WITHIN ANY DEDICATED STREET
RIGHT-OF-WAY SHALL MEET VDOT MINIMUM DESIGN STANDARDS AND IS THE RESPONSIBILITY OF
THE DEVELOPER.
17. PRIOR TO VIDOT ACCEPTANCE OF ANY STREETS, ALL REQUIRED STREET SIGNAGE AND/OR
PAVEMENT MARKINGS SHALL BE INSTALLED BY THE DEVELOPER OR, AT VDOT`S DISCRETION, BY
VDOT ON AN ACCOUNT RECEIVABLE BASIS FOLLOWING THE MANUAL ON UNIFORM TRAFFIC
CONTROL DEVICES.
18. THE DEVELOPER SHALL PROVIDE THE VDOT RESIDENCY OFFICE WITH A LIST OF AH MATERIAL
SOURCES PRIOR TO THE START OF CONSTRUCTION. COPIES OF ALL INVOICES FOR MATERIALS
UTILIZED WITHIN ANY DEDICATED STREET RIGHT-OF-WAY MUST BE PROVIDED TO THE LOCAL VDOT
RESIDENCY OFFICE PRIOR TO ACCEPTANCE OF THE WORK. UNIT AND TOTAL PRICES MAY BE
OBSCURED.
19. AGGREGATE BASE AND SUBBASE MATERIALS SHALL BE PLACED ON SUBGRADE BY MEANS OF A
MECHANICAL SPREADER. DENSITY WILL BE DETERMINED USING THE DENSITY CONTROL STRIP IN
ACCORDANCE WITH SECTION 304 OF THE VDOT ROAD AND BRIDGE SPECIFICATIONS AND VTM-10.
A CERTIFIED COMPACTION TECHNICIAN SHALL PERFORM THESE TESTS. CERTIFIED COPIES OF TEST
REPORTS SHALL BE SUBMITTED TO VDOT DAILY, UNLESS SPECIFIED OTHERWISE. IN ADDITION TO
CHECKING STONE DEPTHS, A VDOT REPRESENTATIVE SHALL BE NOTIFIED AND GIVEN THE
OPPORTUNITY TO BE PRESENT DURING THE CONSTRUCTION AND TESTING OF THE DENSITY
CONTROL STRIP.
20. ASPHALT CONCRETE PAVEMENTS SHALL BE PLACED IN ACCORDANCE WITH SECTION 315 OF THE
VIDOT ROAD AND BRIDGE SPECIFICATIONS. DENSITY SHALL BE DETERMINED USING THE DENSITY
CONTROL STRIP AS SPECIFIED IN SECTION 315 AND VTM-76. A CERTIFIED COMPACTION
TECHNICIAN SHALL PERFORM THESE TESTS. CERTIFIED COPIES OF TEST REPORTS SHALL BE
SUBMITTED TO VDOT DAILY, UNLESS SPECIFIED OTHERWISE A VIDOT REPRESENTATIVE SHALL BE
NOTIFIED AND GI'vEN THE OPPORTUNITY TO BE PRESENT DURING THE CONSTRUCTION AND TESTING
OF THE CONTROL STRIP.
21. IN ACCORDANCE WITH SECTION 302.03, THE FOUNDATIONS FOR PIPE CULVERTS THIRTY-SIX (36)
INCHES AND LARGER SHALL BE EXPLORED BELOW THE BOTTOM OF THE EXCAVATION TO
DETERMINE THE TYPE AND CONDIT10N OF THE FOUNDATION. THE CONTRACTOR SHALL REPORT
FINDINGS OF FOUNDATION EXPLORATION TO THE ENGINEER AND VIDOT FOR APPROVAL PRIOR TO
PLACING PIPE. FOUNDATION DESIGNS SHALL COMPLY NTH VIDOT ROAD AND BRIDGE STANDARD
PB-1. WHERE SCIFT, YIELDING, OR OTHERWISE UNSUITABLE FOUNDATION IS ENCOUNTERED, THE
FOUNDATION DESIGN AND/OR NEED FOR FOUNDATION STABILIZATION SHALL BE DETERMINED BY
THE ENGINEER AND APPROVED BY VDOT.
22. THE FOUNDA11ONS FOR ALL BOX CULVERTS SHALL BE INVESTIGATED BY MEANS OF EXPLORATORY
BORINGS ADVANCED BELOW PROPOSED FOUNDATION ELEVATION TO DETERMINE THE TYPE AND
CON0111ON OF THE FOUNDATION. THE CONTRACTOR SHALL SUBMIT COPIES OF BOREHOLE LOGS
AND REPORT FINDINGS OF FOUNDATION EXPLORA11ON TO THE ENGINEER AND VDOT FOR APPROVAL
PRIOR TO CONSTRUCTING BOX. FOUNDATION DESIGNS SHALL COMPLY WITH VIDOT ROAD AND
BRIDGE STANDARD PS-1. CONTRARY TO THE STANDARD, WHERE ROCK IS ENCOUNTERED AND
CAST -IN -PLACE BOX IS PROPOSED, THE THICKNESS OF BEDDING SHALL BE SIX (6) INCHES.
WHERE SOFT YIELDING, OR OTHERWISE UNSUITABLE FOUNDATION IS ENCOUNTERED, THE
FOUNDATION DESIGN AND/OR NEED FOR FOUNDATION STABILIZATION SHALL BE DETERMINED BY
THE ENGINEER AND APPROVED BY VDOT.
23. APPROVAL OF THESE PLANS SHALL EXPIRE T'HREE (3) YEARS FROM THE DATE OF THE APPROVAL
LETTER.
24. VDOT STANDARD CG-12 CURB RAMPS SHALL BE INSTALLED WHERE INDICATED ON THESE PLANS
AND/OR AS SPECIFIED BY VDOT.
25. VDOT STANDARD GUARDRAIL SHALL BE INSTALLED WHERE WARRANTED AND/OR AS PROPOSED ON
THESE PLANS IN ACCORDANCE WITH VDO_rS INSTALLATION CRITERIA- FINAL APPROVAL OF THE
GUARDRAIL LAYOUT TO BE GIVEN BY VDOT AFTER GRADING IS MOSTLY COMPLETE.

EROSION AND SEDIMENT CONTROL MEASURES INSPECTIONS AS INDICATED BY THE
PROGRAM ADMINISTRATOR. IF THE EROSION AND SEDIMENT CONTROL MEASURERS HAVE
BEEN INSTALLED IN ACCORDANCE WITH THE APPROVED PLAN, THE DEPARTMENT OF PUBLIC

3. PRIOR TO RELEASE OF BUILDING PERMITS, THE FOLLOWING ITEMS SHALL BE COMPLETED:
3.1. SITE SHALL BE STABILIZED IN ACCORDANCE NTH THE APPROVED PLAN (I.E., ROAD
SURFACE, STORMWATER CONVEYANCE SYSTEM, CURB AND GUTTER, SIDEWALKS,
CHANNEL LININGS, VEGETATIVE COVER, ETC.)
3.2. SUBMITTAL OF CERTIFIED AS -BUILT OF THE SITE WHICH CONTAINS THE FOLLOWING
ITEMS: STORMWATER CONVEYANCE SYSTEM, CURB AND GUTTER, DRAINAGE CHANNELS
AND DITCHES, STORMWATER POND. A LETTER FROM THE ENGINEER- OF -RECORD SHALL
BE INCLUDED WITH THE AS -BUILT WHICH STATES THAT THE SITE HAS BEEN

THIS SECTION BEFORE, DURING AND AFTER INSTALLATION. IN THE EVENT OF DAMAGE, IMMEDIATELY
MAKE AH REPAIRS AND REPLACEMENTS NECESSARY TO THE APPROVAL OF THE OWINER'S
REPRESENTATIVES AND AT NO ADDITIONAL COST TO THE OWNER.
B.MAINTAIN AND PROTECT ALL BENCHMARKS, MONUMENTS AND SIMILAR REFERENCE POINTS AND, IF
THEY ARE DISPLACED OR DESTROYED BY THESE OPERATIONS, REPLACE SAME AS DIRECTED AT NO
ADDITIONAL COST TO THE OWNER.
1.4 PERMITS:
A.THE CONTRACTOR WILL SECURE CERTIFICATES AND PERMITS AND PAY FOR ALI FEES REQUIRED
BY LOCAL CODES AND REGULATIONS. THE CONTRACTOR SHALL ENSURE THAT VALUE OF THE
EROSION AND SEDIMENT CONTROL WORK TO INCLUDE MAINTENANCE AND ALL SEEDING OF
DISTURBED AREAS SHALL BE INCLUDED IN THE OVERALL PROJECT PERFORMANCE BOND.
2.0 EXECUTION
2.1 GENERAL REQUIREMENTS:
A.LIMIT GRADING TO ONLY THOSE AREAS INVOLVED IN CURRENT CONSTRUCTION ACTIVITIES. LIMIT
LENGTH OF TIME FOR EXPOSURE OF UNPROTECTED GRADED AREAS. PERMANENT STABILIZATION OF
GRADED AREAS SHALL BE DONE WITHIN SEVEN DAYS AFTER CONSTRUCTION. IF PERMANENT
STABILIZATION CANNOT BE PROVIDED, TEMPORARY SEEDING, MULCHING OR OTHER FORMS OF
STABILIZATION SHALL BE PROVIDED.
B.CONSTRUCTION ENTRANCE, SILT FENCE, TEMPORARY DIVERSION DIKE, AND TEMPORARY SEDIMENT
TRAP SHALL BE CONSTRUCTED AS PART OF THE IN111AL PHASE OF CONSTRUCTION AND SHALL BE
MADE FUNCTIONAL AS SOON AS POSSIBLE. THESE IMPROVEMENTS ARE SHOWN ON THE SITE
DEVELOPMENT PLAN. THE SEDIMENT CONTROL DEVICES SHALL COMPLY NTH ALL REQUIREMENTS OF
T'HE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK. THEY SHALL REMAIN IN PLACE UNTIL
ALL SURFACES WITHIN THE PROJECT ARE STABILIZED SUCH THAT EROSION WILL NOT OCCUR; I.E.,
ALL UPSTREAM AREAS FROM THE CONTROL DEVICES HAVE VEGETATION ESTABLISHED, MULCH IN
PLACE OR GRAVELED AREAS COMPLETED OR OTHER PROTECTION PROVISIONS ARE APPLIED. ALI
TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS
AFTER FINAL SITE STABILIZATION OR AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED,
UNLESS OTHERWISE AUTHORIZED BY THE LOCAL PROGRAM AUTHORITY. TRAPPED SEDIMENT AND
THE DISTURBED SOIL AREAS RESULTING FROM THE DISPOS11ION OF TEMPORARY MEASURES SHALL
BE REMOVED FROM THE SITE OR PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION AND
SEDIMENTATION (4VAC50-30-40 MINIMUM STANDARD NO. 18).
C.THE CONTRACTOR AGREES TO HOLD THE OWNER OR ANY OF ITS AGENTS HARMLESS FROM ANY
AND ALL LIABILITY OR DAMAGE THAT MAY ARISE FROM A VIOLATION OF THE EROSION AND
SEDIMENTATION ORDINANCE AND AGREES TO INDEMNIFY THEM AGAINST ANY LOSS.
D. UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE FOLLOWING
STANDARDS IN ADDITION TO OTHER APPLICABLE CRITERIA (4VAC50-30-40 MINIMUM STANDARD
NO. 16):
1. NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME.
2. EXCAVATED MATERIAL SHALL BE PLACED ON THE UPHILL SIDE OF TRENCHES.
3. EFFLUENT FROM DEWATERING OPERATIONS SHALL BE FILTERED OR PASSED THROUGH AN
APPROVED SEDIMENT TRAPPING DEVICE, OR BOTH, AND DISCHARGED IN A MANNER THAT DOES NOT
ADVERSELY AFFECT FLOWING STREAMS OR OFF -SITE PROPERTY.
4. RESTABILIZATION SHALL BE ACCOMPLISHED IN ACCORDANCE WITH THESE REGULATIONS.
5. APPLICABLE SAFETY REGULATIONS SHALL BE COMPLIED NTH.
E. SOIL STABILIZATION: PERMANENT OR TEMPORARY SOIL STABIUZATION SHALL BE APPUED TO
DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE
SITE. TEMPORARY SOIL STABILIZATION SHALL BE APPUED WITHIN SEVEN DAYS TO DENUDED
AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN DORMANT (UNDISTURBED) FOR
LONGER THAN 30 DAYS. PERMANENT STABILIZATION SHALL BE APPLIED TO AREAS THAT ARE TO
BE I EFT DORMANT FOR MORE THAN ONE YEAR (4VAC50-30-40 MINIMUM STANDARD NO. 1).
DURING CONSTRUC11ON OF THE PROJECT, ANY NECESSARY SOIL STOCKPILES AND BORROW AREAS
SHALL BE STABILIZED OR PROTECTED WITH SEDIMENT TRAPPING DEVICES (I.E., SILT FENCE).
CONTRACTOR IS RESPONSIBLE FOR THE TEMPORARY PROTECTION AND PERMANENT STABILIZATION
OF ALL SOIL STOCKPILES ON SITE AS WELL AS BORROW AREAS AND SOIL INTENTIONALLY
TRANSPORTED FROM THE PROJECT SITE (4VAC50-30-40 MINIMUM STANDARD NO. 2).
STABIUZA11ON MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURES SUCH AS DAMS, DIKES,
AND DIVERSIONS IMMEDIATELY AFTER INSTALLATION (4VAC50-30-40 MINIMUM STANDARD NO. 5).
PERMANENT STABILIZATION: A PERMANENT VEGETATIVE COVER SHALL BE ESTABUSHED ON
DENUDED AREAS NOT OTHERWISE PERMANENTLY STABILIZED. PERMANENT STABILIZATION SHALL
NOT BE CONSIDERED ESTABLISHED UNTIL A GROUND COVER IS ACHIEVED THAT, IS UNIFORM,
MATURE ENOUGH TO SURVIVE AND WILL INHIBIT EROSION (4VAC50-30-40 MINIMUM STANDARD
NO. 3).
PERMANENT STABILIZATION: ALL AREAS THAT ARE TO BE PERMANENTLY STABILIZED SHALL BE
PAVED WITH 8" OF VDOT 21-B.
TEMPORARY STABILIZATION: PAVING TO STABIUZE AREAS LEFT DENUDED FOR MORE THAN SEVEN
DAYS, BUT NOT YET AT FINAL GRADE SHALL BE AS FOLLOWS:

1. CONSTRUCTION ENTRANCE - (SID & SPEC 3.02) THERE IS A HIGH POTENTIAL FOR TRACKING
MUD ON TO ADJACENT ROADS DURING WET SITE CONDITIONS. THE CONSTRUCTION ENTRANCE IS
NEEDED AT THE LOCATION SHOWN ON THE PLANS TO CLEAN THE TIRES OF VEHICLES AND
EQUIPMENT EXITING THE JOB SITE.
2.SILT FENCE - (STD & SPEC 3.05.2) SILT FENCING SHALL BE PLACED ALONG THE DOWN -SLOPE
SIDE TO FILTER SEDIMENTS BEFORE RUNOFF EXITS THE CONSTRUCTION AREA.
3. TEMPORARY DIVERSION DIKE - (STD & SPEC. 3.09) TEMPORARY DIVERSION DIKES HAVE BEEN
DESIGNED TO DIVERT STORM RUNOFF FROM UP SLOPE UNDISTURBED AREAS AWAY FROM DISTURBED
AREAS THEREBY ALLOWING CLEAN WATER TO BYPASS CONSTRUCTION.
4. TEMPORARY SEDIMENT TRAP - (STD & SPEC.3.13) TEMPORARY SEDIMENT TRAPS HAVE BEEN
DESIGNED TO TRAP SEDIMENT FROM NO MORE THAN 3 ACRES OF DRAINAGE AREA. THE TRAPS WILL
BE INSTALLED DURING THE FIRST PHASE OF CONSTRUCTION OR AS SOON AS ROUGH GRADING
ALLOWS.
G. SEQUENCE OF LAND DISTURBING ACTIVITIES:
1. GENERAL: ALL APPLICABLE MECHANICAL CONTROLS ARE TO BE CONSTRUCTED AS THE FIRST
ITEM OF WORK. FOLLOWING THEIR COMPLETION, ROUGH GRADE, FINISH GRADE AND INSTALL
APPROPRIATE EROSION AND SEDIMENTATION CONTROL AIDS. RETAIN CONTROL DEVICES UNTIL FINAL
STABILIZATION OF ALL AREAS OR AS DIRECTED BY THE COUNTY REPRESENTATIVE.
SEQUENCE OF CONSTRUCTION
a. FIRST PHASE: MOBIUZATION AND PRELIMINARY SITE WORK
1. INSTALL STABILIZED CONSTRUCTION ENTRANCE;
2. INSTALL SILT FENCE AS SHOWN;
3. INSTALL DIVERSION DIKES AS SHOWN;
4. INSTALL SEDIMENT TRAP AS SHOWN;
5. MILE EXCAVATING FOR THE TREATMENT BASINS AND ROUGH GRADING THE SITE, THE SILT FENCE
AROUND THE SOIL STOCKPILE AREA MAY BE TEMPORARILY REMOVED DURING DRY WEATHER
CONDITIONS AND THEN REINSTALLED PRIOR TO ANY RAIN EVENT OR AT T'HE END OF EACH DAY.
6. INSPECT ALL EROSION AND SEDIMENT CONTROL DEVICES AT LEAST ONCE EVERY SEVEN DAYS
AND WITHIN 24 HOURS AFTER ANY STORM EVENT GREATER THAN 0.5 INCHES OF RAIN PER 24
HOUR PERIOD. ANY DEVICE NOT PERFORMING ADEQUATELY SHALL BE RECONSTRUCTED OR
REPLACED AS NECESSARY.
H STORMWATER RUNOFF CONSIDERATIONS: WE ARE DISTURBING LESS THAN ACRE NTH THIS PLAN
THEREFORE NO SWM FACIUTY IS REQUIRED PER VIRGINIA STORMWATER MANAGEMENT HANDBOOK.
THE INCREASE IN STORMWATER RUNOFF IS 4.5% AND IS WELL BELOW THE 16% THAT WOULD
WARRANT A BMP FACIUTY PER VIRGINIA STORMWATER MANAGEMENT HANDBOOK, THEREFORE NO
BMP FACILITY IS REQUIRED.
1. CALCULA11ONS: DETAILED CALCULATIONS FOR EROSION CONTROL MEASURES ARE PROVIDED ON
THE SITE DEVELOPMENT PLAN SHEET. PRE AND POST DEVELOPED RUNOFF CALCULATIONS ARE
PROVIDED ON THE SITE DEVELOPMENT PLAN SHEET.
J. MAINTENANCE PROGRAM: ALL CONTROL MEASURES ARE TO BE INSPECTED DAILY BY THE SITE
SUPERINTENDENT OR HIS REPRESENTATIVE. ANY DAMAGED STRUCTURE SHOULD BE REPAIRED AT
THE CLOSE OF THE DAY. SILTATION FENCING SHOULD BE CLEANED AT 50% CAPACITY AND SPREAD
ON -SITE WHERE PRACTICAL. TEMPORARY CONTROL STRUCTURES SHALL NOT BE REMOVED UNTIL
ALL AREAS ABOVE HAVE BEEN PERMANENTLY STABIUZED. NO CONTROL SHALL BE REMOVED
WITHOUT THE SITE INSPECTOR'S PRIOR APPROVAL. THE DAILY CONTROL MEASURE INSPECTIONS BY
THE CONTRACTOR SHALL BE DOCUMENTED TO INDICATE FINDINGS AND CORRECTIVE ACTION TAKEN.
T'HE MAINTENANCE FOR EACH E&S CONTROL INCLUDE:
1. CONSTRUCTION ENTRANCE - (STD & SPEC 3.02) THE ENTRANCE SHALL BE MAINTAINED IN A
CONDITION WHICH WILL PREVENT TRACKING OF FLOW OF MUD ONTO PUBLIC RIGHT-OF-WAY. THIS
MAY REQUIRE PERIODIC TOP DRESSING WITH ADDITIONAL STONE OF THE WASHING AND REWORKING
OF EXISTING STONE AS CONDITIONS DEMAND AND REPAIR AND/OR CLEANOUT OF ANY STRUC1',JRES
USE TO TRAP SEDIMENT. ALL MATERIALS SPILLED, DROPPED, WASHED, OR TRACKED FROM
VEHICI ES ONTO ROADWAYS OR INTO STORM DRAINS MUST BE REMOVED IMMEDIATELY. THE USE OF
WATER TRUCKS TO REMOVE MATERIALS DROPPED, WASHED, OR TRACKED ONTO ROADWAYS WILL
NOT BE PERMITTED UNDER ANY CIRCUMSTANCES.
2.SILT FENCE - (STD & SPEC 3.05.2) SILT FENCES SHALL BE INSPECTED IMMEDIATELY AFTER
EACH RAINFALL AND AT LEAST DAILY DURING PROLONGED RAINFALL ANY REQUIRED REPAIRS
SHALL BE MADE IMMEDIATELY. CLOSE ATTENTION SHALL BE PAID TO THE REPAIR OF DAMAGED
SILT FENCE RESULTING FROM END RUNS AND UNDERCUTTING. SHOULD THE FABRIC ON A SILT
FENCE DECOMPOSE OR BECOME INEFFECTIVE PRIOR TO THE END OF THE EXPECTED USABLE LIFE
AND THE BARRIER STILL BE NECESSARY, THE FABRIC SHALL BE REPLACED PROMPTLY. SEDIMENT
DEPOSITS SHOULD BE REMOVED AFTER EACH STORM EVENT. THEY MUST BE REMOVED WHEN
DEPOSITS REACH APPROXIMATELY ONE-HALF THE HEIGHT OF THE BARRIER. ANY SEDIMENT
DEPOSITS REMAINING IN PLACE AFTER THE SILT FENCE IS NO LONGER REQUIRED SHALL BE
DRESSED TO CONFORM WITH THE EXISTING GRADE, PREPARED AND SEEDED.
3. TEMPORARY DIVERSION DIKE- (STD & SPEC 3.09) THE MEASURE SHALL BE INSPECTED AFTER
EVERY STORM AND REPAIRS MADE TO THE DIKE, FLOW CHANNEL, OUTLET OR SEDIMENT TRAPPING
FACILITY, AS NECESSARY. ONCE EVERY TWO WEEKS, WHETHER A STORM EVENT HAS OCCURRED OR
NOT, THE MEASURE SHALL BE INSPECTED AND REPAIRS MADE IF NEEDED. DAMAGES CAUSED BY
CONSTRUCTION TRAFFIC OR OTHER ACTIVITY MUST BE REPAIRED BEFORE THE END OF EACH
WORKING DAY.
4.TEMPORARY SEDIMENT TRAP (STD & SPEC. 3.13)
a. SEDIMENT SHALL BE REMOVED AND THE TRAP RESTORED TO ITS ORIGINAL DIMENSIONS WHEN THE
SEDIMENT HAS ACCUMULATED TO ONE HALF THE DESIGN VOLUME OF THE WET STORAGE. SEDIMENT
REMOVAL FROM THE BASIN SHALL BE DEPOSITED IN A SUITABLE AREA AND IN SUCH A MANNER
THAT IT WILL NOT ERODE AND CAUSE SEDIMENTATION PROBLEMS
b.FILTER STONE SHALL BE REGULARLY CHECKED TO ENSURE THAT FILTRATION PERFORMANCE IS

c. THE STRUCTURE SHOULD BE CHECKED REGULARLY TO ENSURE THAT IT IS STRUCTURALLY SOUND

DISCREPANCY OR CONFLICT BETWEEN THE STANDARDS OR SPECIFICATIONS AND REGULATIONS, THE
MOST STRINGENT SHALL GOVERN.
2. ALL CONSTRUCTION SHALL COMPLY NTH THE LATEST U.S. DEPARTMENT OF LABOR, OCCUPATIONAL
SAFETY AND HEALTH ADMINISTRATION (OSHA), AND VIRGINIA OCCUPATIONAL SAFETY & HEALTH
(VOSH) RULES AND REGULATIONS.
3. WHEN WORKING WITHIN VDOT RIGHT-OF-WAY, ALL TRAFFIC CONTROL, WHETHER PERMANENT OR
TEMPORARY, SHALL BE IN ACCORDANCE NTH THE CURRENT EDITION OF VDOTS WORK AREA
PROTECTION MANUAL FURTHERMORE, ALL TRAFFIC CONTROL FLAGGERS MUST BE CERTIFIED IN
ACCORDANCE WITH SECTION 104.04(C) OF THE VDOT ROAD AND BRIDGE SPECIFICATIONS.
4. THE DEVELOPER SHALL BE RESPONSIBLE FOR RELOCATING, AT HIS EXPENSE, ANY AND ALL
UTILITIES, INCLUDING TRAFFIC SIGNAL POLES, JUNCTION BOXES, CONTROLLERS, ETC., OWNED BY
VDOT OR PRIVATE / PUBLIC UTILITY COMPANIES. IT IS THE SOLE RESPONSIBILITY OF THE
DEVELOPER TO LOCATE AND IDENTIFY UTILITY FACILITIES OR ITEMS THAT MAY BE IN CONFLICT
WITH THE PROPOSED CONSTRUCTION ACTIVITY. VDOT APPROVAL OF THESE PLANS DOES NOT
INDEMNIFY THE DEVELOPER FROM THIS RESPONSIBILITY.
5. DESIGN FEATURES RELATING TO FIELD CONSTRUCTION, REGULATIONS, AND CONTROL OR SAFETY OF
TRAFFIC MAY BE SUBJECT TO CHANGE AS DEEMED NECESSARY BY VDOT. ANY ADDITIONAL
EXPENSE INCURRED AS A RESULT OF ANY FIELD REVISION SHALL BE THE RESPONSIBILITY OF THE
DEVELOPER.
6. PRIOR TO INITIATION OF WORK, THE CONTRACTOR SHALL BE RESPONSIBLE FOR ACQUIRING ALL
NECESSARY VDOT LAND USE PERMITS FOR ANY WORK WITHIN VDOT RIGHT-OF-WAY.
7. IF REQUIRED BY THE LOCAL VDOT RESIDENCY OFFICE, A PRE -CONSTRUCTION CONFERENCE SHALL
BE ARRANGED AND HELD BY THE ENGINEER AND/OR DEVELOPER WITH THE ATTENDANCE OF THE
CONTRACTOR, VARIOUS COUNTY AGENCIES, UTILITY COMPANIES AND VDOT PRIOR TO INITIATION OF
WORK.
8. THE CONTRACTOR SHALL NOTIFY THE LOCAL VDOT RESIDENCY OFFICE WHEN WORK IS TO BEGIN
OR CEASE FOR ANY UNDETERMINED LENGTH OF TIME. VDOT REQUIRES AND SHALL RECEIVE 48
HOURS ADVANCE NOTICE PRIOR TO ANY REQUIRED OR REQUESTED INSPECTION.
9. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING ADEQUATE ACCESS TO THE PROJECT
FROM THE ADJACENT PUBLIC ROADWAY VIA A CONSTRUCTION ENTRANCE THAT IS CONSTRUCTED
AND MAINTAINED IN ACCORDANCE WITH SECTION 3.02 OF THE VIRGINIA EROSION AND SEDIMENT
CONTROL HANDBOOK. FURTHERMORE, ACCESS TO OTHER PROPERTIES AFFECTED BY THIS PROJECT
SHALL BE MAINTAINED THROUGH CONSTRUCTION. THE DEVELOPER SHALL HAVE, WITHIN THE LIMITS
OF THE PROJECT, AN EMPLOYEE CERTIFIED BY THE VIRGINIA DEPARTMENT OF CONSERVATION AND
RECREATION (VDCR) IN EROSION AND SEDIMENT CONTROL NO SHALL INSPECT EROSION AND
SILTATION CONTROL DEVICES AND MEASURES ON A CONTINUOUS BASIS FOR PROPER INSTALLATION
AND OPERATION. DEFICIENCIES SHALL BE PROMPTLY RECTIFIED.
10. CONTRACTOR SHALL ENSURE ADEQUATE DRAINAGE IS ACHIEVED AND MAINTAINED ON THE SITE
DURING AND AT THE END OF CONSTRUCTION.
11. ALL WATER AND SEWER LINES WITHIN EXISTING OR PROPOSED VDOT RIGHT-OF-WAY SHALL HAVE
A MINIMUM THIRTY-SIX (36) INCHES COVER AND WHEN POSSIBLE SHALL BE INSTALLED UNDER
ROADWAY DRAINAGE FACILITIES AT CONFLICT POINTS.
12. ANY UNUSUAL SUBSURFACE CONDITIONS (E.G., UNSUITABLE SOILS, SPRINGS, SINKHOLES, VOIDS,
CAVES, ETC.) ENCOUNTERED DURING THE COURSE OF CONSTRUCTION SHALL BE IMMEDIATELY
BROUGHT TO THE ATTENTION OF THE ENGINEER AND VDOT. WORK SHALL CEASE IN THAT VICINITY
UNTIL AN ADEQUATE DESIGN CAN BE DETERMINED BY THE ENGINEER AND APPROVED BY VDOT.
13. ALL FILL AREAS, BORROW MATERIAL AND UNDERCUT AREAS SHALL BE INSPECTED AND APPROVED
BY A VDOT REPRESENTATIVE PRIOR TO PLACEMENT AND FILL. WHERE CBR TESTING IS REQUIRED,
A VDOT REPRESENTATIVE SHALL BE PRESENT TO INSURE THE SAMPLE OBTAINED IS
REPRESENTATIVE OF THE LOCATION. MEN SOIL SAMPLES ARE SUBMITTED TO PRIVATE
LABORATORIES FOR TESTING, THE SAMPLES SHALL BE CLEARLY IDENTIFIED AND LABELED AS
BELONGING TO A PROJECT TO BE ACCEPTED BY VDOT AND THAT TESTING SHALL BE PERFORMED

THE PURPOSE OF THIS PROJECT IS TO CONSTRUCT A WAREHOUSE ON THE EXISTING GLAIZE
COMPONENTS INDUSTRIAL SITE. THE SITE IS LOCATED AT 296 ARBOR COURT IN WINCHESTER
VIRGINIA.
EXISTING SITE CONDITIONS
THE SITE IS CURRENTLY IN USE AS A STOCKYARD YARD. EXISTING SLOPES ARE BETWEEN 2 AND
77. ACCESS TO THE SITE WILL BE PROVIDED VIA THE EXISTING ENTRANCE ON ARBOR COURT.
EVERY EFFORT HAS BEEN MADE TO KEEP DISTURBED AREAS TO A MINIMUM. THERE ARE NO
KNOWN EXISTING DRAINAGE AND EROSION PROBLEMS FOR THIS SITE.

2.0 EXECUTION
2.1 GENERAL REQUIREMENTS:
A.UMIT GRADING TO ONLY THOSE AREAS INVOLVED IN CURRENT CONSTRUCTION ACTIVITIES, LIMIT
LENGTH OF TIME FOR EXPOSURE OF UNPROTECTED GRADED AREAS. PERMANENT STABILIZATION OF
GRADED AREAS SHALL BE DONE WITHIN SEVEN DAYS AFTER CONSTRUCTION. IF PERMANENT
STABILIZATION CANNOT BE PROVIDED, TEMPORARY SEEDING, MULCHING OR OTHER FORMS OF
STABILIZATION SHALL BE PROVIDED.
B.CONSTRUCTION ENTRANCE, SILT FENCE, TEMPORARY DIVERSION DIKE, AND TEMPORARY SEDIMENT
TRAP SHALL BE CONSTRUCTED AS PART OF THE INITIAL PHASE OF CONSTRUCTION AND SHALL BE
MADE FUNCTIONAL AS SOON AS POSSIBLE. THESE IMPROVEMENTS ARE SHOWN ON THE SITE
DEVELOPMENT PLAN. THE SEDIMENT CONTROL DEVICES SHALL COMPLY WITH ALL REQUIREMENTS OF
THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK. THEY SHALL REMAIN IN PLACE UNTIL
ALL SURFACES WITHIN THE PROJECT ARE STABILIZED SUCH THAT EROSION WILL NOT OCCUR; I.E.,
ALL UPSTREAM AREAS FROM THE CONTROL DEVICES HAVE VEGETATION ESTABLISHED, MULCH IN
PLACE OR GRAVELED AREAS COMPLETED OR OTHER PROTECTION PROVISIONS ARE APPLIED. ALL
TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS
AFTER FINAL SITE STABILIZA11ON OR AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED,

D. UNDERGROUND U11UTY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE FOLLOWING
STANDARDS IN ADDITION TO OTHER APPLICABLE CRITERIA (4VAC50-30-40 MINIMUM STANDARD
NO. 16):
1. NO MORE THAN 500 UNEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME.
2. EXCAVATED MATERIAL SHALL BE PLACED ON THE UPHILL SIDE OF TRENCHES.
3. EFFLUENT FROM DEWATERING OPERATIONS SHALL BE FILTERED OR PASSED THROUGH AN
APPROVED SEDIMENT TRAPPING DEVICE, OR BOTH, AND DISCHARGED IN A MANNER THAT DOES NOT
ADVERSELY AFFECT FLOWING STREAMS OR OFF -SITE PROPERTY.
4. RESTABILIZATION SHALL BE ACCOMPUSHED IN ACCORDANCE WITH THESE REGULATIONS.
5. APPLICABLE SAFETY REGULATIONS SHALL BE COMPLIED WITH.
E. SOIL STABILIZA11ON: PERMANENT OR TEMPORARY SOIL STABIUZATION SHALL BE APPLIED TO
DENUDED AREAS WITHIN SEVEN DAYS AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE
SITE. TEMPORARY SOIL STABILIZATION SHALL BE APPUED WITHIN SEVEN DAYS TO DENUDED
AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN DORMANT (UNDISTURBED) FOR
LONGER THAN 30 DAYS. PERMANENT STABILIZATION SHALL BE APPLIED TO AREAS THAT ARE TO
BE LEFT DORMANT FOR MORE THAN ONE YEAR (4VAC50-30-40 MINIMUM STANDARD NO. 1).
DURING CONSTRUCTION OF THE PROJECT, ANY NECESSARY SOIL STOCKPILES AND BORROW AREAS
SHALL BE STABILIZED OR PROTECTED WITH SEDIMENT TRAPPING DEVICES (I.E., SILT FENCE).
CONTRACTOR IS RESPONSIBLE FOR THE TEMPORARY PROTECTION AND PERMANENT STABILIZATION
OF ALL SOIL STOCKPILES ON SITE AS WELL AS BORROW AREAS AND SOIL INTENTIONALLY
TRANSPORTED FROM THE PROJECT SITE (4VAC50-30-40 MINIMUM STANDARD NO. 2).
STABILIZATION MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURES SUCH AS DAMS, DIKES,
AND DIVERSIONS IMMEDIATELY AFTER INSTALLATION (4VAC50-30-40 MINIMUM STANDARD NO. 5).
PERMANENT STABIUZATION: A PERMANENT VEGETATIVE COVER SHALL BE ESTABUSHED ON
DENUDED AREAS NOT OTHERWISE PERMANENTLY STABIUZED. PERMANENT STABIUZAIION SHALL
NOT BE CONSIDERED ESTABLISHED UNTIL A GROUND COVER IS ACHIEVED THAT, IS UNIFORM,

3. TEMPORARY DIVERSION DIKE - (STD & SPEC. 3.09) TEMPORARY DIVERSION DIKES HAVE BEEN
DESIGNED TO DIVERT STORM RUNOFF FROM UP SLOPE UNDISTURBED AREAS AWAY FROM DISTURBED
AREAS THEREBY ALLOWING CLEAN WATER TO BYPASS CONSTRUC-flON.
4. TEMPORARY SEDIMENT TRAP - (STD & SPEC.3.13) TEMPORARY SEDIMENT TRAPS HAVE BEEN
DESIGNED TO TRAP SEDIMENT FROM NO MORE THAN 3 ACRES OF DRAINAGE AREA. THE TRAPS WILL
BE INSTALLED DURING THE FIRST PHASE OF CONSTRUCTION OR AS SOON AS ROUGH GRADING
ALLOWS.
G. SEQUENCE OF LAND DISTURBING ACTIVITIES:
1. GENERAL: ALL APPLICABLE MECHANICAL CONTROLS ARE TO BE CONSTRUCTED AS THE FIRST
ITEM OF WORK. FOLLOWING THEIR COMPLETION, ROUGH GRADE, FINISH GRADE AND INSTALL
APPROPRIATE EROSION AND SEDIMENTATION CONTROL AIDS. RETAIN CONTROL DEVICES UNTIL FINAL
STABIUZA11ON OF ALL AREAS OR AS DIRECTED BY THE COUNTY REPRESENTATIVE.
SEQUENCE OF CONSTRUCTION
a. FIRST PHASE: MOBILIZATION AND PRELIMINARY SITE WORK
1. INSTALL STABILIZED CONSTRUCTION ENTRANCE;
2. INSTALL SILT FENCE AS SHOWN;
3. INSTALL DIVERSION DIKES AS SHOWN;
4. INSTALL SEDIMENT TRAP AS SHOWN;
5. MILE EXCAVATING FOR THE TREATMENT BASINS AND ROUGH GRADING THE SITE, THE SILT FENCE
AROUND THE SOIL STOCKPILE AREA MAY BE TEMPORARILY REMOVED DURING DRY WEATHER
CONDITIONS AND THEN REINSTALl ED PRIOR TO ANY RAIN EVENT OR AT THE END OF EACH DAY.
6. INSPECT ALL EROSION AND SEDIMENT CONTROL DEVICES AT LEAST ONCE EVERY SEVEN DAYS
AND WITHIN 24 HOURS AFTER ANY STORM EVENT GREATER THAN 0.5 INCHES OF RAIN PER 24
HOUR PERIOD. ANY DEVICE NOT PERFORMING ADEQUATELY SHALL BE RECONSTRUCTED OR
REPLACED AS NECESSARY.
H STORMWATER RUNOFF CONSIDERATIONS: WE ARE DISTURBING LESS THAN ACRE WITH THIS PLAN
THEREFORE NO SWM FACILITY IS REQUIRED PER VIRGINIA STORMWATER MANAGEMENT HANDBOOK.
THE INCREASE IN STORMWATER RUNOFF IS 4.5% AND IS WELL BELOW THE 16% THAT WOULD
WARRANT A BMP FACIUTY PER VIRGINIA STORMWATER MANAGEMENT HANDBOOK, THEREFORE NO
BMP FACILITY IS REQUIRED.
1. CALCULATIONS: DETAILED CALCULATIONS FOR EROSION CONTROL MEASURES ARE PROVIDED ON
THE SITE DEVELOPMENT PLAN SHEET. PRE AND POST DEVELOPED RUNOFF CALCULATIONS ARE
PROVIDED ON THE SITE DEVELOPMENT PLAN SHEET.
J. MAINTENANCE PROGRAM: ALL CONTROL MEASURES ARE TO BE INSPECTED DAILY BY THE SITE
SUPERINTENDENT OR HIS REPRESENTATIVE. ANY DAMAGED STRUCTURE SHOULD BE REPAIRED AT
THE CLOSE OF THE DAY. SILTATION FENCING SHOULD BE CLEANED AT 50% CAPACITY AND SPREAD
ON -SITE WHERE PRACTICAL. TEMPORARY CONTROL STRUCTURES SHALL NOT BE REMOVED UNTIL
ALL AREAS ABOVE HAVE BEEN PERMANENTLY STABILIZED. NO CONTROL SHALL BE REMOVED
WITHOUT THE SITE INSPECTOR'S PRIOR APPROVAL. THE DAILY CONTROL MEASURE INSPECTIONS BY
THE CONTRACTOR SHALL BE DOCUMENTED TO INDICATE FINDINGS AND CORRECTIVE ACTION TAKEN.
TIiE MAINTENANCE FOR EACH E&S CONTROL INCLUDE:
1. CONSTRUCTION ENTRANCE - (STID & SPEC 3.02) THE ENTRANCE SHALL BE MAINTAINED IN A
CONDITION MICH WILL PREVENT TRACKING OF FLOW OF MUD, ONTO PUBLIC RIGHT-OF-WAY. THIS
MAY REQUIRE PERIODIC TOP DRESSING WITH ADD11IONAL STONE OF THE WASHING AND REWORKING
OF EXISTING STONE AS CONDITIONS DEMAND AND REPAIR AND/OR CLEANOUT OF ANY STRUCTURES
USE TO TRAP SEDIMENT. ALL MATERIALS SPILLED, DROPPED, WASHED, OR TRACKED FROM
VEHICLES ONTO ROADWAYS OR INTO STORM DRAINS MUST BE REMOVED IMMEDIATELY. THE USE OF
WATER TRUCKS TO REMOVE MATERIALS DROPPED, WASHED, OR TRACKED ONTO ROADWAYS WILL
NOT BE PERMITTED UNDER ANY CIRCUMSTANCES.
2.SILT FENCE - (STD & SPEC 3.05.2) SILT FENCES SHALL BE INSPECTED IMMEDIATELY AFTER
EACH RAINFALL AND AT LEAST DAILY DURING PROLONGED RAINFALL ANY REQUIRED REPAIRS
SHALL BE MADE IMMEDIATELY. CLOSE ATTENTION SHALL BE PAID TO THE REPAIR OF DAMAGED
SILT FENCE RESULTING FROM END RUNS AND UNDERCUTTING. SHOULD THE FABRIC ON A SILT
FENCE DECOMPOSE OR BECOME INEFFECTIVE PRIOR TO THE END OF THE EXPECTED USABLE LIFE
AND THE BARRIER STILL BE NECESSARY, THE FABRIC SHALL BE REPLACED PROMPTLY. SEDIMENT
DEPOSITS SHOULD BE REMOVED AFTER EACH STORM EVENT. THEY MUST BE REMOVED MEN
DEPOSITS REACH APPROXIMATELY ONE-HALF THE HEIGHT OF THE BARRIER. ANY SEDIMENT
DEPOSITS REMAINING IN PLACE AFTER THE SILT FENCE IS NO LONGER REQUIRED SHALL BE
DRESSED TO CONFORM WITH THE EXISTING GRADE, PREPARED AND SEEDED.
3. TEMPORARY DIVERSION DIKE- (STD & SPEC 3.09) THE MEASURE SHALL BE INSPECTED AFTER
EVERY STORM AND REPAIRS MADE TO THE DIKE, FLOW CHANNEL, OUTLET OR SEDIMENT TRAPPING
FACIUTY, AS NECESSARY. ONCE EVERY TWO WEEKS, WHETHER A STORM EVENT HAS OCCURRED OR
NOT, THE MEASURE SHALL BE INSPECTED AND REPAIRS MADE IF NEEDED. DAMAGES CAUSED BY
CONSTRUCTION TRAFFIC OR OTHER ACTIVITY MUST BE REPAIRED BEFORE THE END OF EACH
WORKING DAY.
4. TEMPORARY SEDIMENT TRAP (STD & SPEC. 3.13)
a. SEDIMENT SHALL BE REMOVED AND THE TRAP RESTORED TO ITS ORIGINAL DIMENSIONS WHEN THE
SEDIMENT HAS ACCUMULATED TO ONE HALF THE DESIGN VOLUME OF THE WET STORAGE. SEDIMENT
REMOVAL FROM THE BASIN SHALL BE DEPOSITED IN A SUITABLE AREA AND IN SUCH A MANNER
THAT IT WILL NOT ERODE AND CAUSE SEDIMENTATION PROBLEMS
b. FILTER STONE SHALL BE REGULARLY CHECKED TO ENSURE THAT FILTRATION PERFORMANCE IS
MAINTAINED, STONE CHOKED WITH SEDIMENT SHALL BE REMOVED AND CLEANED OR REPLACED.
c. THE STRUCTURE SHOULD BE CHECKED REGULARLY TO ENSURE THAT IT IS STRUCTURALLY SOUND
AND HAS NOT BEEN DAMAGED BY EROSION OR CONSTRUCTION EQUIPMENT. THE HEIGHT OF THE
STONE OUTLET SHOULD BE CHECKED TO ENSURE THAT ITS CENTER IS AT LEAST 1 FOOT BELOW
THE TOP OF THE EMBANKMENT.
