The Frederick County Department of Planning and Development administratively approved the
above -referenced site plan on January 24, 2011. The site plan is approved for an expansion of an
existing telecommunication tower site located at 220 lmboden Drive (Schrock Facility) in the
Stonewall Magisterial District. This expansion includes the following:
• Fifteen antennas mounted on the existing tower (does not increase height).
• New 20' x 1 1'-7" equipment shelter and relocated evergreen plantings.
• New propane tank and fence expansion (partial chain link and partial board -on -board).
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
review agency comments from all relevant review agencies. I am providing you
plan, including rev
with three (3) copies of the approved site plan. Please forward these copies to the appropriate
representat ive(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the Construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or

On behalf of Verizon Wireless, this request for Site Plan approval is submitted to
Frederick County, Virginia for a proposed Verizon Wireless telecommunication facility
on an existing 146 feet monopole located at 220 Imboden Drive, Winchester, VA.
The proposed facility will consist adding of installing 12 antennas at height of 136 feet.
Near the base of the monopole within the existing fenced area, there will be one
12'x20'x10' equipment shelter and on backup generator on a 10'x4' concrete pad.
Currently, Verizon Wireless has a building permit application into the County for the
proposed facility and was informed by Mr. Mark Cheran, that our request also required a
site plan approval.
The proposed facility will be unmanned and will only require periodic routine
maintenance visits by one technician to the site, no more than 4-6 times per year and as
required for emergencies. There will no offensive odor emitted by the equipment or
antennas. There will no harmful emissions, nor electrical interference from the antennas.
There will be no adverse impact to the use and development of the surrounding properties.
The size, scale and density of this proposal will not adversely impact the character of the
area and as proposed; Verizon has designed this site so that the visual impacts of the have
been minimized. Verizon Wireless will operate this facility in frill compliance with
federal, state and county ordinances. Verizon Wireless therefore respectfully request
approval of this site plan application.

group U (Utility and Miscellaneous) of The International Building Code 2006. The structure is
required to comply with Chap 15 & 16 of the IBC 2006 for structural load, as well as, Section
3108 for Towers.
The tower shall be located and equipped with step bolts and ladders so as to provide ready access
for inspection purposes. The tower shall not cross or encroach upon any street or other public
space, or encroach upon any privately owned property without written consent of the owner of
the encroached -upon property (Sec 3108.2, Location and Access)
Special inspections per Chap 17 IBC 2006 apply to this structure.
Snow bridging requires a building permit. Relocation/additional antennas require a building
permit. Plans submitted for review shall be sealed by a Virginia Registered Design Professional.
Fences greater than 6' require a building permit
