The above -referenced site plan was administratively approved on .January 26, 2011. The site plan is
approved for building additions to the existing Navy Federal Credit Union facility located on Security
Drive in the West -view Business Centre in the Shawnee Magisterial District. Required site improvements
include the following:
4,029sf mechanical and shop building addition and a 429sf fuel pump building.
Proposed transformer and a proposed generator.
Addition of five parking spaces (site will have a total of 128 parking spaces).
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with five (5)
copies of the approved site plan. Please forward these topics to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contact me if you have any questions or concerns.

Dear Randy:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff's comments listed below and then prepare a revised
site plan which adequately addresses each concern.
Review Comments:
Special Limited Power of Attorney Form. The Special Limited Power of Attorney
Form submitted is only approved for a loading clock addition. A new Special Limited
Power of Attorney Form needs to be provided for the shop addition, the pump building
and the corresponding improvements.
Building Additions. The limits of the new buildings are difficult to understand;
delineate the existing and proposed buildings as indicted on sheet 4.
New Parking Spaces. The parking spaces shown on sheets 2-4 are not permitted; revise
to meet County Code. It appears that the four proposed spaces need to be removed to
allow access to the covered dock. If the spaces remain, they need to have curb and gutter
and landscaped islands.
After you have revised the site plan, please resubmit one copy so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets and at
least five copies of the final plan for approval. Comment sheets are required from the following
agencies: the Frederick Count), Inspections Department, the Frederick County Deparlment of
Public Works (County Engineer), the Frederick County Fire Alarshal, and the Frederick County
Sanitation Authority.

Building shall comply with The Virginia Uniform Statewide Building Code and Section 303 (B-
Business) of the International Building Code/2006. Other codes that apply are ICC/ ANSI
Al 17.1-2003 Accessible and Usable Buildings and Facilities.
Proposed addition shall maintain the existing building type of construction. Unlimited area
buildings shall maintain a 60' open perimeter as required by code.
Removing existing ADA ramp and reinstalling new one. Ramps with greater than 6" rise
requires handrails on both sides. Guardrail s/handrai Is shall comply with 2006 USBC/IBC
Chapter 10.
Fire exiting plan from the registered design professional will be required when submitting for
building permit to verify ANSI and all required exits
All structural plans submitted for permit application shall be sealed by a VA Design Professional.
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of
structure. (soil, concrete, bolts, etc.)

We have reviewed the above referenced plan dated October 22, 2010, and the proposed addition does not appear to
have any impact on the VDOT right-of-way. All of the work shown is outside of the fight -of -way, and the plan is indicating
that there will not be any increase in traffic. If the use should ever expand in the future, the entrance may need to be re-
evaluated at [hat time. At this time, there is no additional review needed by our office.
