Dear Mr. Hestand:
The above -referenced site plan was approved on April 15, 2010. The site plan is approved for expansions
and modifications to the existing Pilot Travel Center (Plying J) located at 1530 Rest Church Road in the
Stonewall Magisterial District. Required site improvements include the following:
• New entrance on Zachary Ann Lane.
• Addition of two automobile gasoline pumps and canopy expansion.
• Relocation of the truck scale area.
• Relocation of a parking lot island and tree.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contact me if you have any questions or concerns.

The Site Plan Checklist, shown below, lists the information which is required to be on each site plan. Site plans which
are incomplete or missing information, will be returned to [lie applicant (s) for revision.

letter dated January 25, 2010. Our responses are outlined below in accordance with your letter.
1. As discussed over the phone and email an owner's signature block has been added to the
cover sheet in order to prevent the necessity of' tile limited power of attorney.
2. A signature block has been added to the cover sheet for the Zoning Administrator as
requested.
3. The requested notes have becn added to the cover sheet.
4. The project scope has been revised to include installing the new exit onto Zachary Ann
Road and the relocated truck scale.
5. The approved site plan number has been added to the cover sheet.
6. Per our phone conversation no striping is proposed.
7. A new island has been shown as requested in the bay adjacent to the pump/canopy
addition. Revised parking counts have been added to C3.0 as discussed on the phone.
8. A canopy lighting detail has been added to sheet ES 1. Lighting fixtures are to be
recessed into canopy. The illulllinatcd panafJcx has been removed from the canopy.
Pilot will install a metal fascia instead. See sheet AC 1.

pump/canopy addition. The canopy addition appears to be removing five spaces and the island. The
parking lot island will need to be replaced at the end of the parking bay and the driving lane width between
the parking bay and the canopy provided. A revised parking calculation also needs to be provided on the
plan.

Subject: Flying J Travel Center #752 - Route 825, Frederick County - VDOT Plan Approval
We have received your site plan dated March 25, 2010 for the referenced project. The plans
appear to be satisfactory. Please advise the owner of our approval. Also, please provide
VDOT with PDF's of individual plan sheets.
The appropriate land use permit may now be applied for to cover work within the Route 825
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. Once
satisfactory application has been made, a permit will normally take approximately thirty days
to process and issue.

Building shall comply with The Virginia Uniform Statewide Building Code and section 309, use
group M (Mercantile ) and Section 302, use group B(Business) of the International Building
Code/2006. Other codes that apply are ICC/ ANSI At 17.1-2003 Accessible and Usable
Buildings and Facilities, National Fire Protection Agency 30 and International Fire Code 2006.
Building plans submitted for permitting for proposed canopy shall be designed by a registered
design professional licensed in the state of Virginia, Installation of gas fueling equipment and
fuel storage tanks shall be in accordance with the International Fire Code 2006 & NPFA 30.
Emergency fuel shut off is required within 100' of fueling station.
Handicap parking shall comply with ANSI At 17.1-03. Van accessible parking is required with a
min of 8' unloading area per Section 502 ANSI. Accessible transition from parking including
accessible route into store appears to comply with A.117.1-003
20% Handicap rule applies
