All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. The approved site plan calls for the construction of a new facility for Weyerhauser which will contain 77,768 square feet of warehouse space and 2,232 square feet of office space, a paved parking lot that will contain 22 regular parking spaces and two disabled parking spaces with appropriate signage, the installation of two fire hydrants, the provision of a fire lane around the facility that is 22 feet wide and will provide an all-weather surface, a concrete sidewalk to provide access from the parking lot to the office, the construction of a new entrance onto Arbor Court, the provision of an outdoor dumpster area that will be completely enclosed by a six-foot high wooden fence with a latched gate, the installation of a concrete apron to provide for nine loading spaces, and all appropriate erosion and sedimentation control measures. Enclosed is a copy of the approved site plan for your records. I have provided the contractor with an approved copy to maintain on site. Our comments may be found on the enclosed plans marked in red and as follows: 1) The proposed pavement design should be changed as noted. 2) Due to the type of facility, i.e. warehouse and anticipated truck traffic, the proposed entrance width should be widened to 50'. Since your client also owns the adjacent Lot No. 3, it appears the entrance could be easily widened to the south and a joint use agreement provided to cover its future use. If the entrance is widened to the north, then an easement across the corner of Lot No. 3 will still be required to cover the curb & gutter encroachment. 3) To reduce its length, the entrance pipe should be shifted away from the roadway and its ends mitered to conform to the fill slopes. 4) Other miscellaneous comments as marked will need to be addressed. The following provisions will be required: • Work area protection signage in accordance with the attached while working on the right-of-way will be required. • All work on the right-of-way is to be confined to the temporary entrance location only. • A minimum 6° depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width will be required. It is to be placed from the edge of pavement and extended back onto private property far enough to prevent the carrying of mud onto the roadway. • Positive drainage is to be maintained within the right-of-way at all items. • An 18' culvert will be required. • Any disturbed areas of the right-of-way or damage to the pavement structure adjacent to this entrance will be repaired by you to our satisfaction. • This permit is being issued for 180 days. • All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control Handbook, Specification 3.02. • The entrance is to be installed at the location shown on the site plan prepared by G. W. Clifford & Associates, Inc. dated November, 1995. 1 would like to point out we just recently received this site plan for review and have yet to approve it. The Department of Transportation will not be held liable for suit should such result from this operation nor is it granting permission to grade on the property of others or disturb underground utility lines. I copied the Airport on that. We have received VDOT's comments on the plan. They required the culvert to be shifted, the entrance widened to 34 ft., and a few minor notes be added to the plans. The revisions have been made and six copies returned to VDOT for approval. As you know, the developer is on site and just about ready to erect the building. As soon as I get VDOT's approval, I will need yours immediately after so that a building permit- can be issued. Let me know how many sets of plans you need and anything else which you require. This will be an area of "No Parking" and will also shorten the distance between the hydrant and the siamese to about 120'. 2) The hydrant shown on the south west corner of the site may need protective bollards placed around it to protect it from vehicle impact. I understand there are plans to utilize this hydrant on an adjacent site, and the design of that site may afford adequate protection for this hydrant. This concern can be addressed as site work and additional plans are taking place. 3) The Fire Lane on the northeast corner of the building reduces in width to 18', near the turn to the rear.
