N J c ro C a I 0 CV Y O U rn Abundant Life Christian Center Stormwater Analysis This narrative is for the development of the Abundant Life Christian Center on Aylor Road. A site plan that was approved in the Spring of 1991 by Carrington Cobb and Fred Milburn addressed the stormwater management for this site. However, a subsequent field inspection by Greenway Engineering found that the areas and amount of stormwater runoff at the site is far less than the site plan had accounted for. The original site plan assumed an area of 27.2 acres flowing to the entrance into the parking lot. Approximately 17 acres of this runoff was supposed to be flowing from a 30" culvert under I-81 and 4 acres from the properties along Aylor Road. The stormwater pond was designed to reduce the two-year storm of 38.2 cfs to 30 cfs for a 27% decrease. After a site inspection on October 21, 1998, with the pastor Malcolm VandeReit, Greenway Engineering found that a 10" CMP under a walkway passes the runoff from the 30" RCP and area in the back of the church. The maximum flow rate through this 10" pipe is only 2.3 cfs. Mr. VandeReit said that in the seven years the pipe had been there, it has never overflowed. Visual inspection of this pipe did not show any evidence to discount his claim. Further parole evidence from Mr. VandeReit offered that the entrance has never overflowed as well. There is indeed less water than originally stated and the pond has not been used to its potential as of yet since we have had several large storms in the past seven years. Of the original 27.2 acres from before, Greenway Engineering now has determined that 9 acres is actually the drainage area. This means that the flow rate for a ten-year storm after all development will result in 33 cfs runoff coming to the site. The original two year predeveloped storm proposed that 38.2 cfs was flowing to the entrance. Since the developments and storm structures have been designed for this larger flow rate, then increase in runoff from our site has already been provided for. Engineer's Note: 1. The boundary information and the existing stormwater management pond shown are from the previously approved site plan by Carrington Cobb, LS, and Fred T. Wilburn, LS, dated April 11, 1990. 2. Soils The soil conditions are taken from the USDA Soils Survey. The soils on this site are Blairton silt looms (#313). These soils have moderate erosion hazards and low permeability. A site plan that was approved in the Spring of 1991 by Carrington Cobb and Fred Milburn addressed the stormwater management for this site. However, a subsequent field inspection by Greenway Engineering found that the areas and amount of stormwater runoff at the site is far less than the site plan had accounted for. The original site plan assumed an area of 27.2 acres flowing to the entrance into the parking lot. Approximately 17 acres of this runoff was supposed to be flowing from a 30" culvert under I-81 and 4 acres from the properties along Aylor Road. The stormwater pond was designed to reduce the two-year storm of 38.2 cfs to 30 cfs for a 27% decrease. After a site inspection on October 21, 1998, with the pastor Malcolm VandeReit, Greenway Engineering found that a 10" CMP under a walkway passes the runoff from the 30" RCP and area in the back of the church. The maximum flow rate through this 10" pipe is only 2.3 cfs. Mr. VandeReit said that in the seven years the pipe had been there, it has never overflowed. Visual inspection of this pipe did not show any evidence to discount his claim. Further parole evidence from Mr. VandeReit offered that the entrance has never overflowed as well. There is indeed less water than originally stated and the pond has not been used to its potential as of yet since we have had several large storms in the past seven years. Engineer's Note: 1. The boundary information and the existing stormwater management pond shown are from the previously approved site plan by Carrington Cobb, LS, and Fred T. Wilburn, LS, dated April 11, 1990. 2. Any boundary information shown does not represent a boundary survey by Greenway Engineering. 3. The concrete stoops proposed are to have a 1:12 pitch away from the entrances. Of the original 27.2 acres from before, Greenway Engineering now has determined that 9 acres is actually the drainage area. This means that the flow rate for a ten-year storm after all development will result in 33 cfs runoff coming to the site. The original two year predeveloped storm proposed that 38.2 cfs was flowing to the entrance. Since the developments and storm structures have been designed for this larger flow rate, then increase in runoff from our site has already been provided for. Existing Site Conditions Part of the building pad was built during the original development. The rest of the site of has been developed as shown of the site plan dated April, 1990, by others. Soils The soil conditions are taken from the USDA Soils Survey. The soils on this site are Blairton silt looms (#3B). These soils have moderate erosion hazards and low permeability.
