application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.

I have had the opportunity to review the above referenced site plan. The following comments are
offered and should be addressed during the revision of this site plan. I have also marked the enclosed
plan for your use.
✓ 1) Please show the required 15' rear setback and adjust the site data accordingly ,tea µ r l
v/2) Please adjust the parking calculations. Two spaces are required for the residence and the
storage parking should be rounded up to the required 12 parking spaces. You may wish to
accommodate the additional parking space between buildings B 1 and B2 in a similar fashion
to the parking between buildings B2 and D. 6-"
/3) Please ensure that the existing vegetation located on the steep slopes, and the vegetation
adjacent to the stream, is not disturbed. This should be made clear on the plan. In addition,
construction notes 13 and 15 should be revised accordingly. This is necessary to ensure the
stabilization of the slopes and to incorporate this vegetation into the buffering of the residential
properties. ✓
✓4) The screening within the buffer adjacent to the residential properties, as proposed on the plan,
would be ineffective and would most likely not survive without the importation of a
considerable amount of top soil. Staff would be amenable to modifying the screening within this
required buffer. In conjunction with maintaining the existing vegetation on the steep slopes
adjacent to this property line, evergreen plantings along the top of the hill would effectively
screen the development from the residential properties. 7at3 APT55 ,"
The area in which these plantings would be effective is within the Huntington Meadows
townhouse development open space. Obviously, approval of the plantings in this location
would have to come from the Huntington Meadows Homeowners Association. Through Mr.
Jim Vickers, staff has contacted Jackie Lewis, President of the HOA. It would appear as
though the HOA may be amenable to the plantings, or another alternative, within their Open
Space. Please contact Ms. Lewis to coordinate gaining the HOA's approval. It is my

appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval.
A copy of any/all drainage easement plat(s) required to implement this plan should be provided
to VDOT prior to issuance of any land use permit.
The appropriate land use permit may now be applied for to cover work within the Route 1322
right-of-way. The permit is issued by this office and will require a minimum processing fee,,
surety bond coverage, and the salary & expenses of a State assigned Inspector. When applying
for this land use permit, please provide two sets of approved construction plans along with the
permit application.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

be effectively screened from the homeowners' residences, and your client may realize savings
through a reduction in the number of initial plantings and the number of plantings replacing

being developed. This buffer is depicted on the approved Master Development Plan for this
property, the Henry Business Park. The distance of the Fort Collier Road right-of-way may be

6) The Master Development Plan for this property, the Henry Business Park, reserves the majority
of the property you are proposing to develop for stormwater management purposes. The
elimination of this regional facility will have a significant impact on the stormwater management
for the remainder of the Henry Business Park. Prior to any additional development within the
park, a revised Master Development Plan must be submitted to, and approved by, Frederick
County. This revised Master Development Plan should address the stormwater management
issue. Please ensure that Mr. Henry is aware of this requirement.

We have completed our review cf the site plan for the Henry Mini Warehouse Project and
offer the following comments:
1. Stormwater 1anagement:
We concur with your approach to storm management for the subject site development.
However, your analysis needs to be expanded to include the following:
a. Compare the pre and post development hydrographs for the site with the total
drainage basin hydrograph to demonstrate that on -site detention is not warranted.
b. Evaluate the impact of the site grading (fill) on the 100 year flood elevation. The
impact study of this grading should be expanded to include adjacent sites
upstream of the subject property.
C. Evaluate the box culvert located immediately downstream of the site to determine
its impact on the proposed site development during the 100 year storm event.
The table included in your current analysis should be revised to reflect the results of the
above evaluations:

Refer to General Note Number 11. The proposed site does contain wetlands. The
actual extent should be determined in the field and delineated on the plan. Ron
Stouffer of the U. S. Army Corps of Engineers located in Dumfries, Virginia
should be contacted if the wetland area exceeds one-third of an acre. His number

Refer to General Note Number 12. This note should be revised to reflect the
results of our comment number one.
4. Sheet 3 of 5
Based on the proposed grades, it is anticipated that both rock excavations and
compacted fills will be required to achieve the design floor elevations.
Consequently, a geotechnical report verifying the adequacy of the bearing
conditions will be required before we will issue building permits. A geotechnical
investigation may also prove invaluable in the vicinity of Building "I" and "H" to
determine the extent of existing rubble fill.
5. Sheet 4 of 5
Extensive blasting will be required to achieve the landscaping buffer paralleling
Huntington Nleadows. It will also be necessary to import topsoil to promote
vegetative growth in this area. Previous mining operations have removed all
topsoil and a majority of the over burden residual soils. Only a slightly weathered
rock surface remains. Another screening alternative should be considered in light
of these conditions.

1. StorniNvater Management:
We concur with your approach to stor►n nlanagenlent for the subject site development.
However, your analysis needs to be expanded to include the following:
a. Compare the pre and post development hydrographs for the site with the total
drainage basin hydrograph to demonstrate that on -site detention is not warranted.
b. Evaluate the impact of the site grading (fill) on the 100 year flood elevation. The
impact study of this grading should be expanded to include adjacent sites
upstream of the subject property.
C. Evaluate the box culvert located immediately downstream of the site to determine
its impact on the proposed site (levelopnlent during the 100 year storm event.
The table included in your current analysis should be revised to reflect the results of the
above evaluations:

Refer to General Note Number 11. The proposed site does contain wetlands. The
actual extent should be determined in the field and delineated on the plan. Ron
Stouter of the U. S. Arnly Corps of Engineers located in Dumfries, Virginia

Based on the proposed grades, it is anticipated that both rock excavations and
compacted tills will be required to achieve the design floor elevations.
Consequently, a geotechnical report verifying the adequacy of the bearing
conditions will be required before we will issue building permits. A geotechnical
investigation may also prove invaluable in the vicinity of Building "I" and "IT' to
determine the extent of existing rubble fill.
5. Sheet 4 of 5
Extensive blasting will be required to achieve the landscaping buffer paralleling
Huntington Meadows. It will also be necessary to import topsoil to promote
vegetative growth in this area. Previous mining operations have removed all
topsoil and a majority of the over burden residual soils. Only a slightly weathered
rock surface remains. Another screening alternative should be considered in light
of these conditions.
