SITE PLAN CHECKLIST
The checklist below indicates all the information.that needs to be -submitted as part of the site plan
application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Dr. Taliaferro:
The Frederick County Planning Department administratively approved the above referenced site plan,
9055-98, on October 14, 1998. This site plan, for the development of a 2,704-square-foot dental office,
meets all County requirements for development within the B2 (Business General) Zoning District. The
site plan also calls for the provision of sixteen (16) parking spaces, parking lot landscaping, and a B
Category zoning district buffer adjacent to the RP(Residential Performance) zoned land to the west.
I have provided you with two copies of the approved site plan. Please keep an approved copy for your
files and maintain an approved copy on the construction site. Once the site development has been
completed, you should contact this office to schedule an on -site inspection. Upon the satisfactory
completion of all site improvements, a Certificate of Occupancy may be issued for the building.

Dear John:
I have had the opportunity to review the above referenced site plan submitted to our department on
August 19, 1998. The following comments are offered and should be addressed during the revision of
this site plan. I have also marked the enclosed plan for your use.
1) In light of the recently approved subdivision, please update the property information for this
parcel. In addition, please ensure that the parcel shown on the site plan is revised to be
consistent with the acreage, and metes and bounds shown on the approved subdivision plat.
2) The Frederick County Parks and Recreation Department, in conjunction with the Virginia
Department of Transportation, received ISTEA funding for the Sherando Bicycle facility in
1993. This project is expected to go to bid in the very near future. The site plan for the
Sherando Bikeway provides an eight -foot bikeway along Warrior Drive, within the right-of-
way. The Taliaferro site plan currently does not provide for this bikeway. In addition, VDOT's
approval of the Taliaferro site plan does not take the bikeway into consideration. I have
provided you with information pertaining to the bikeway on the marked plan. The bikeway
should be accommodated into your design, in particular, at the entrance to your facility. In
contacting VDOT, they have expressed a willingness to expedite a review of the necessary
revisions to the commercial entrance. I would also be willing to discuss the details of the
bikeway further with you at your earliest convenience.
3) Please provide the location, height, and dimensions of any signage to be used on this site.
4) Please provide the state route number and speed limit of Warrior Drive.
5) Please show the 10' slope and drainage easement depicted on the subdivision plat.
6) Please widen the width of the driveway serving the parking lot to the required 24'. In addition,
the curb and gutter surrounding the parking lot should be extended across the rear of the
parking area at this time.

7) Please ensure that the distance of the "B" category buffer is increased. It appears as though the
25' inactive buffer line is currently only 23' from the property line. In addition, the fence
provided as the full screen element should be located internal to the landscape plantings. It is
the intent of the screening to buffer the business use from the adjoining residentially zoned
properties. Placing the plantings behind the fence negates their effectiveness with regards to the
RP land.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of
the final site plan for approval. Comment sheets are required from the following agencies: the Frederick
County Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal,
and the Frederick County Sanitation Authority. A revised approval from the Virginia Department of
Transportation reflecting the changes made regarding the bikeway is also required.

In accordance with your request dated September 21, 1998 you are given permission to install
a temporary construction entrance at the referenced location. This letter is to be considered
your permit to do so. The following provisions will be required:
• Work area protection signage is to be in accordance with the current Work Area Protection
Manua/while working on the right-of-way.
• All work on the right-of-way is to be confined to the temporary entrance location only.
• A minimum 6 depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width will be
required. It is to be placed from the edge of pavement and extended back onto private
property far enough to prevent the carrying of mud onto the roadway.
• Positive drainage is to be maintained within the right-of-way at all times.
• A wash rack will be required.
• Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to
this entrance will be repaired by you to our satisfaction.
• This permit is being issued for 180 days.
• All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment
Control Handbook, Specification 3.02.
• The entrance is to be installed at the location shown on the site plan prepared by Painter -
Lewis dated August 24, 1998.
The Department of Transportation will not be held liable for suit should such result from this
operation nor is it granting permission to grade on the property of others or disturb
underground utility lines. If the above listed items are not followed this permit may be revoked.

We have completed our review of the subject site plan and offer the following comments:
1. Sheet 2 of 4: Refer to General Note Number 10: Wetlands
The note indicates that there are no wetlands on site, when, in fact, a small wetland
does exist in the middle of the proposed building plan. I suggest that you rephrase
this statement to indicate that the wetland disturbance will be much less than one-
third of an acre.
2. Sheet 2 of 4: Refer to General Note Number 11
The reference is made to the existing stormwater pond which serves the Jefferson
Village subdivision. Verify that the design of this facility considered the
development of the subject site plan, or provide calculations to indicate that the
proposed development will not increase the storm runoff more than 1.5 cfs during
a ten-year event.
3. Sheet 3 of 4
The proposed site plan indicates a curb cut at the northwest corner of the parking
lot. The curb cut, in turn, diverts storm flows into a defined drainage swale.
Considering that this design concentrates the runoff, an off -site drainage easement
may be warranted to direct flows into the existing topographic drainage swale.

4. Sheet 3 of 4
A future parking area has been delineated along the northwest portion of the
property. What is the basis for this future development? If a future building
expansion is planned, I suggest that this expansion also be shown on the site plan.
5. Sheet 3 of 4
Correct the layout of the one (1) inch waterline to reflect an intersection with the
eight (8) inch sanitary sewer line.

Frederick County Parks and Recreation has just about secured all of the easements required to complete the
Sherando Walkway. Before they go to bidding with the plans they asked that we evaluate one change along
existing Warrior Drive. Currently, the plans require a pavement widening along both sides of existing
Warrior Drive. We would like to install an 8 ft. wide asphalt bike trail inside of the western right-of-way line
instead of the pavement widening. I've marked up a set of plans to show the proposed route. Before
finalizing this layout, we would like to get VDOT's thoughts and concerns.
