The checklist below indicates all the information. -that needs to be submitted as part of the site plan
application. All required information must -be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

maintenance of two commercial entrances at the referenced location.
Please ensure a copy of the approved permit assembly is kept at the job site whenever
working within the Routes 11 & 668 rights -of -way. I would also like to remind you of the
need to erect and maintain proper traffic control in accordance with our Virginia Work Area
Protection Manual

On Wednesday, October 21, 1998, we viewed at the subject site that the stormwater pond
had not been constructed. It appeared that some fill had been placed within the area of the pond,
but no structure or compacted berms have been constructed.
As stated in the approved plans, the construction of the stormwater pond needs to be a
first step in the site grading operation. The pond needs to be constructed to contain additional
stormwater that is generated on -site, as well as to contain sediment. Once the pond is constructed
in accordance with the approved plans, the berms shall be stabilized with permanent vegetation.
I will re -inspect the site on Friday, October 31, 1998 to ensure that progress is being made
to correct this violation. If progress is not being made, further measures will be taken to ensure
compliance, such as a stop work order for the entire site.

Upon review of the revised site plan dated July 30, 1998, we offer the following
comments:
1. There is a discrepancy on the site plan with regards to the size of the outlet pipe
for the stormwater detention pond. Sheet 1 of 6 indicates the size of the pipe as an
eight (8) inch CivFP and Sheet 4 of 6 indicates the size as a 12 inch C1VIP. The
stormwater management calculations indicated the outlet size as an eight (8) inch
Ci%9P. Clarify this discrepancy.
2. As we discussed, the french drain detail should be completely back -filled with #57
stone, not 21 A.
3. The construction entrance will be required to have a washrack installed per the
detail shown on sheet 6 of 6.
4. A footing foundation1building permit will not be issued for this project until we
receive the Health Department's approval of the septic system.
However, since these comments are minor in nature, we recommend approval of the
subject site plan and the erosion and sediment control plan. We request a copy of the final
approved site plan for our file. We recommend that copies of the final plan are forwarded to
Lantz Construction Company of Winchester so that all erosion and sediment control measures can
be properly installed.

We have received your revised site plan dated August 14, 1998 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval.
Copies of any/all drainage easements and right-of-way dedications required to implement this
project should be provided to VDOT for review prior to issuance of any land use permit(s).
The appropriate land use permit may now be applied for to cover work within the Route 11/668
rights -of -way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. Please provide
seven signed sets of approved construction plans for VDOT distribution.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

We have reviewed the revised plans dated July 30, 1998 for the referenced
project. Our comments are as follows and as shown in red on the plans being
forwarded to you via U.S. Mail.
Sheet 1 of 6
1. The AADT should be shown on each VDOT roadway on the plans.
2. The ITE volumes found in the current 6th Edition (1998) appear to be
approximately 54% greater than those posted from the 1978 data. The greater
volumes in this site do not affect the turn taper shown on the plan.
However, care should be used in research to provide current ITE data and
updated by acceptable percentages of increase/decrease or provide an on the
site (use experience) volume count.
3. The dimension of entrance at the end of the radii as shown on the
site plan should be 34' rather than the 30' proposed. Please review Minimum
Standards of Entrances to State Highways. Entrances to roadways with
shoulders (basically rural in nature) that the minimum 30' maximum 50'
widths shown are pavement widths. In the other condition (basically urban
in nature) with curb and gutter, the widths shown are drawn to back of curb
and gutter to include radii dimensions. Please be governed accordingly.
4. The VDOT standard type of entrance for this site condition is
Standard CG-11 and should be used on the plan entrances for identification.
5. A note should be posted on the plan which absolves VDOT of any
liability for and/or any responsibility for maintenance of the stormwater
management pond. Please be aware this particular pond approaches depth for
consideration of a safety device being installed, i.e. guardrail, earth
berm, etc.
6. Since the speed limits are posted and Route 11 is 45 mph and Route
668 is unposted (which means either 55 mph or maximum safe driving speed),
CG-7 is needed rather than the proposed CG-6 where curb and gutter falls
within the VDOT right-of-way.

Dear Mr. Douglas:
The Frederick County Planning Department administratively approved the above referenced site plan,
9036-98, on September 21, 1998. This site plan, for the construction of a 22,870-square-foot facility in
which your office, manufacturing and storage operation will be located, meets all County requirements
for development within the M1 (Light Industrial) Zoning District. The site plan also calls for the
provision of 64 parking spaces and parking lot landscaping. In addition, the provision the C-category
buffer with landscape screen adjacent to the Route 11 right-of-way is consistent with the approved Master
Development Plan for this property, MDP#001-98.
As you are aware, all site improvements must be completed prior to any Certificate of Occupancy being
issued for this facility. In particular, please ensure that any improvements associated with the water supply
receive the approval of the Office of Water Programs.
I previously provided you with two copies of the approved site plan. Please keep an approved copy for
your files and maintain an approved copy on the construction site. Once the site development has been
completed, you should contact this office to schedule a final site inspection.

We have reviewed the preliminary plan dated June 10, 1998 for the referenced project.
Our comments are as follows and as shown in red on the enclosed plan sheet:
Plan Sheet 1 of 5
1. The tapers at the Route 11 entrance should be full 12' wide from Route 11 normal
edge of pavement to the lip of curb & gutter with a 36' length of tapers (3xW). On
Route 668 tapers should be 10' wide from edge of pavement to lip of gutter with 30'
tapers.
2. Erosion control stone should be placed as needed at end of curb & gutter.
3. Standard VDOT RM-1 right-of-way monuments should be placed as shown by a
certified land surveyor with State of Virginia registry.
4. Drainage flow arrows should be shown as indicated.
5. VDOT standard CG-12 curb ramps should be provided, placed as directed by VDOT
Engineer/Inspector.
6. Typical sections should be prepared to show roadway width and pavement
structure at pave tapers at Route 11 and Route 668:
• Pavement Structure - Route 11: 1.5" SM-2A, 4" BM-2, 8" 21-B Aggregate
Pavement Structure - Route 668: 1.5" SM-2A, Prime Coat, 8" 21-B Aggregate
7- The sight distance should be secured at each entrance.

I had the opportunity to review the above referenced site plan submitted to our department on June 10.
1998. The following comments, in addition to those marked on the plan, should be addressed during
the revision of this site plan.
I . Please distinguish this as being proposed lot one, as the subdivision has not occurred at this time,
2. Please include the address and phone number of the owner.
3. Please label the use, zoning, and property identification number (PIN) of all adjoining properties.
This includes properties located across right-of-ways, streams, and railroad tracks. Show the
adjoining properties as if there were no subdivision of the 25.18 acres.
4. Please label all setbacks on the plan.
5. Please indicate that the sidewalk is raised above the parking surface on the plan. This is to ensure
that the six-inch curb requirements are achieved.
6• Include the location, height, and specifications of all proposed outdoor lighting on the plan.
7• Please provide the posted speed limit for Martinsburg Pike (Route 1 1) and Branson Spring Road

than the office section.
1 1. Please include ground floor area and total floor area of all buildings with the FAR calculations.
12. Driveways accesing parking lots must be 24 feet in width. The driveway connecting the eastern
parkinVoading lot should be 24 feet. The driveway connecting the eastern parking/loading lot
to the northern parking lot should also be 24 feet. The entrance from Route I I should be 24
feet wide. The access from Route 668 to the southern parking lot should also be 24 feet. Please
refer to the red marking on the plan for a visual explanation.
13. Although there are more than enough parking spaces provided, your parking calculations are not
accurate. The plan states that there will be 9,600 square feet of office. The parking tabulation
states that there is only 7,500 square feet of office space. Please correct the parking calculations
accordingly.
14. Please provide a detail for the proposed six-inch curb and gutter.
15. Curb and gutter must surround all parking areas. The southern edge of the southern parking lot
should be revised. This area must also have six-inch curb and gutter.
16. The five-foot curb cut which appears on the drawing near the Section "B" and Section "A" divide
line is not allowed. This area must also have a continuous six-inch curb and gutter section.,
17. Please show the dimensions of the handicap parking spaces.
18. According to the Frederick County Zoning Ordinance, a three -foot -high evergreen hedge, fence,
berm or wall shall be provided as necessary to prevent headlights from shining on public rights -of -
way and adjoining properties. The southern parking lot would require this so that the headlights
do not shine on Route 668. This requirement is unnecessary along Route 1 1, as the zoning
buffer achieves this function.
19. Please show the calculations for the perimeter of the parking lots.
20, Please identify what buffer screening you are proposing to implement to achieve the required "C"
category zoning buffer along Route 1 1. Currently the category "C" requirements are not met.
21. Please show the location and a detail for any proposed outdoor lighting. If there will be no
outdoor lighting, then please indicate this on the plan.
22. The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal._=

Upon review of the subject site plan, we offer the following comments:
1. The stormwater calculations do not indicate the post -developed storm flows. Provide a
summary of the analysis comparing the post -developed storm flows to the pre -developed
storm flows. The stormwater management pond shall be designed to release a ten-year
post -developed storm at a two-year pre -developed rate. Also, include a discussion of the
100-year storm flows and the anticipated backwater conditions created by a 100-year
storm. Place a note on the plan indicating that the entrance road off of Route 688 will be
over -topped by a 100-year storm.
2. The stormwater pond needs to be designed as a sediment basin in accordance with the
Virginia Erosion and Sediment Control Manual, Section 3.14. Provide complete details of
the berm and elevations as necessary for the construction of the pond and riser sections.

The site plan indicates placing a drainage channel around the site to convey
stormwater that drains under Route 11 through an existing 12 inch CMP. Also,
provide calculations for the design of the drainage ditches. The detail for the six
_ (6) foot wide ditch section indicates a slope of 0.50 percent. We do not

The proposed sewer system design requires health department approval prior to
site plan approval or obtaining a land disturbance permit.

Place the area of culvert number three within a dedicated drainage easement and
provide an adequate channel analysis.
6. The proposed curb stops along the south side of the parking lot are not allowed
under the Frederick County Zoning Ordinance. You need to place curbing along
this area with curb cuts to allow the stormwater to drain into the pond. Each curb
cut needs to have outlet protection as specified within the erosion and sediment
control handbook.
7. As stated in our master development plan comments dated March 13, 1998, you
need to provide a complete erosion and sediment control narrative which shall
include a construction phasing schedule, permanent seeding schedule, etc. The
first step in site grading shall be the installation of the construction entrance with
washrack, silt fence, sediment basin and a drainage channel. Also, provide details
of all of the erosion and sediment control measures that will be used on -site. We
do not recommend silt fence inlet protection for the existing 18 inch CMP located
under Route 668.
8. Please verify the adequacy of the 18 inch CMP culvert under Route 668 to ensure
that there will not be an increase in run-off draining to the culvert.
9. Place a note on the site plan indicating that issuance of a land disturbance permit
will be required prior to initiation of any site grading operations.
10. Place a silt fence in the area indicated on the site plan. Provide outlet protection
for the proposed 12 inch CMP outlet structure.

We have reviewed the preliminary plan dated June 10, 1998 for the referenced project.
Our comments are as follows and as shown in red on the enclosed plan sheet:
Plan Sheet 1 of 5
1. The tapers at the Route 11 entrance should be full 12' wide from Route 11 normal
edge of pavement to the lip of curb & gutter with a 36' length of tapers (3xW). On
Route 668 tapers should be 10' wide from edge of pavement to lip of gutter with 30'
tapers.
2. Erosion control stone should be placed as needed at end of curb & gutter.
3. Standard VDOT RM-1 right-of-way monuments should be placed as shown by a
certified land surveyor with State of Virginia registry.
4. Drainage flow arrows should be shown as indicated.
5. VDOT standard CG-12 curb ramps should be provided, placed as directed by VDOT
Engineer/ Inspector.

RE: Zeigler Mechanical - Site Plan Comments

Dear Mr. Pease:
Upon review of the subject site plan, we offer the following comments:
1. The stormwater calculations do not indicate the post -developed storm flows. Provide a
summary of the analysis comparing the post -developed storm flows to the pre -developed
storm flows. The stormwater management pond shall be designed to release a ten-year
post -developed storm at a two-year pre -developed rate. Also, include a discussion of the
100-year storm flows and the anticipated backwater conditions created by a 100-year
storm. Place a note on the plan indicating that the entrance road off of Route 688 will be
over -topped by a 100-year storm.
2. The stormwater pond needs to be designed as a sediment basin in accordance with the
Virginia Erosion and Sediment Control Nlanual, Section 3.14. Provide complete details of
the berm and elevations as necessary for the construction of the pond and riser sections.

The site plan indicates placing a drainage channel around the site to convey
stormwater that drains under Route 1 1 through an existing 12 inch CNIP. Also,
provide calculations for the design of the drainage ditches. The detail for the six
(6) foot wide ditch section indicates a slope of 0.50 percent. We do not
recommend placing a grass -lined ditch with a slope of less than one (1) percent
due to inadequate drainage flow. We recommend using a paved ditch or placing
the stormwater in a closed conduit. Another option would be to install a french
drain along the bottom of the ditch to remove standing water.

The proposed sewer system design requires health department approval prior to
site plan approval or obtaining a land disturbance permit.

Place the area of culvert number three within a dedicated drainage easement and
provide an adequate channel analysis.
6. The proposed curb stops along the south side of the parking lot are not allowed
under the Frederick County Zoning Ordinance. You need to place curbing along
this area with curb cuts to allow the stormwater to drain into the pond. Each curb
cut needs to have outlet protection as specified within the erosion and sediment
control handbook.
7. As stated in our master development plan comments dated March 13, 1998, you
need to provide a complete erosion and sediment control narrative which shall
include a construction phasing schedule, permanent seeding schedule, etc. The
first step in site grading shall be the installation of the construction entrance with
washrack, silt fence, sediment basin and a drainage channel. Also, provide details
of all of the erosion and sediment control measures that will be used on -site. We
do not recommend silt fence inlet protection for the existing 18 inch CMP located
under Route 668.
8. Please verify the adequacy of the 18 inch CMP culvert under Route 668 to ensure
that there will not be an increase in run-off draining to the culvert.
9. Place a note on the site plan indicating that issuance of a land disturbance permit
will be required prior to initiation of any site grading operations.
10. Place a silt fence in the area indicated on the site plan. Provide outlet protection
for the proposed 12 inch CNII' outlet structure.
As stated in our previous comments, prior to issuance of a land disturbance permit, our
office will need a copy of the signed drainage easement agreement across the downstream
property below the discharge point of the stormwater management pond.
Once these comments have been addressed, please submit two (2) copies of the site plan

RE: Review of Zeigler Mechanical Site Development Plan
Dear Mr. Pease:
I had the opportunity to review the above referenced site plan submitted to our department on June 10,
1998. The following comments, in addition to those marked on the plan, should be addressed during
the revision of this site plate.
Please distinguish this as being proposed lot one, as the subdivision has not occurred at this time.
2. Please include the address and phone number of the owner.
3. Please label the use, zoning, and property identification number (PIN) of all adjoining properties.
This includes properties located across right-of-ways, streams, and railroad tracks. Show the
adjoining properties as if there were no subdivision of the 25.18 acres.
4. Please label all setbacks on the plan.
5. Please indicate that the sidewalk is raised above the parking surface on the plan. This is to ensure
that the six-inch curb requirements are achieved.
6. Include the location, height, and specifications of all proposed outdoor lighting on the plan.
7. Please provide the posted speed limit for Martinsburg Pike (Route 1 1) and Branson Spring Road
(Route 668).
8. Please include a detail displaying the required enclosure (opaque fencing) around the proposed
dumpster pad. Staff would recommend a 6' high board on board wooden stockade enclosure.
9. Specify what SIC (Standard Industrial Classification) Code is associated with each use in the
proposed building.
10. Please specify the height of all buildings in feet, and illustrate if the warehouse area will be higher

12. Driveways accesing parking lots must be 24 feet in width. The driveway connecting the eastern
parking/loading lot should be 24 feet. The driveway connecting the eastern parking/loading lot
to the northern parking lot should also be 24 feet. The entrance from Route I I should be 24
feet wide. The access from Route 668 to the southern parking lot should also be 24 feet. Please
refer to the red marking on the plan for a visual explanation.
13. Although there are more than enough parking spaces provided, your parking calculations are not
accurate. The plan states that there will be 9,600 square feet of office. The parking tabulation
states that there is only 7,500 square feet of office space, Please correct the parking calculations
accordingly.
14. Please provide a detail for the proposed six-inch curb and gutter.
15. Curb and gutter must surround all parking areas. The southern edge of the southern parking lot
should be revised. This area must also have six-inch curb and gutter.
16. The five-foot curb cut which appears on the drawing near the Section "B" and Section "A" divide
line is not allowed. This area must also have a continuous six-inch curb and gutter section.
17. Please show the dimensions of the handicap parking spaces.
18. According to the Frederick County Zoning Ordinance, a three -foot -high evergreen hedge, fence,
berm or wall shall be provided as necessary to prevent headlights from shining on public rights -of -
way and adjoining properties. The southern parking lot would require this so that the headlights
do not shine on Route 668. This requirement is unnecessary along Route 1 1, as the zoning
buffer achieves this function.
19. Please show the calculations for the perimeter of the parking lots.
20, Please identify what buffer screening you are proposing to implement to achieve the required "C"
category zoning buffer along Route 11. Currently the category "C" requirements are not met.
21. Please show the location and a detail for any proposed outdoor lighting. If there will be no
outdoor lighting, then please indicate this on the plan.
22. The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
23. The stormwater management plan, and the soil erosion and sedimentation control plan, shall be
approved by the Department of Public Works.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my

review. Once I have verified the information contained on the revised site plan, 1 will need all approved
review agency comment sheets along with five copies of the final site plan for approval. Comment sheets
are required from the following agencies: the Virginia Department of Transportation, the Frederick
County Health Department, the State Office of Water Programs, the Frederick County Inspections
Department, the Frederick County Engineer and the Frederick County Fire Marshal.
