Dear Mr. Lewis:
Thank you for your submission of the above reference site plan on May 30, 2001. Unfortunately, staff
requires that a revision be made to address the following concerns:
Review Comments
1. Handicap Parking Spaces. Two handicap parking spaces are required whenever there are between
26 and 50 parking spaces. Please provide another handicap parking space.
2. Pavement of Parking Areas. All parking areas in the RA Zoning District are required to be paved
to a minimum standard of double prime and seal or an equivalent surface. Gravel parking areas are
not permitted in any zoning district.
3. Regular Parking Areas. Please delineate the dimensions of all parking spaces. Parking spaces
should be at least 180 square feet in area and should have at least 22 feet to back up.
4. Location Corrections. Please show the correct location of the mansion house parking lot. After
inspecting the property, it was clear to me that what was shown on the site plan was incorrect. If you
are proposing to change the location of the current parking lot, please clarify this on the site plan.
Please also provide the location of the private driveway off of Vaucluse Spring Lane.
5. Reference to Conditional Use Permit (CUP). Please provide a reference to CUP #02-95 and list the
conditions of approval for the CUP.
6. Location of Vaucluse Spring Lane. Please provide the approximate location of Vaucluse Spring
Lane on the Property Map in the lower right hand side of the site plan.
7. Developer Information. Please provide the name, address, and phone number of the developer.

Lighting Statement. Please provide a statement to the effect that lighting will be directed away from
adjoinipa properties.
Trash Receptacles. Please provide the location of all outdoor trash receptacles, such as dumpsters.
If no such receptacles exist or are proposed, please provide a statement to that effect.
10. Septic, Drainfield and Well. Please provide the location of the septic, drainfield, and well.
11. Pavement Specification. Please provide pavement specifications for all applicable areas.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. For assistance, please find the enclosed copy of the site plan with my review marks in red ink.
These markings correspond with the above listed comments. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are required from the following

Dear Mr. Myers:
The Frederick County Department of Planning administratively approved Site Plan
#024-95 for the Inn at Vaucluse Spring on July 28, 1995. The approved site plan
calls for the renovation of four existing structures that will be utilized as guest
quarters for the Inn. In addition, the approved site plan also calls for improving the
old road leading to the mansion house, tar and chipping parking areas, relocating
the existing entrance in accordance with VDOT standards, and providing handicap
access to the four room guest house.
I have enclosed two copies of the approved site plan .for your records. I have also
sent Margaret E. Scott of Scott Surveys a copy of the approved site plan.
I wish you much success with the Inn at Vaucluse. Please contact our office to
schedule an on -site inspection once all improvements are complete and to verify the
approval of the handicap access that will be provided. If you have further questions,
please feel free to call me.

I reviewed the changes that were made to the Inn at Vaucluse Spring site plan that the
Planning Department received on July 18, 1995. Most of my comments have been
addressed with the exception of providing a handicap ramp or an alternative method
that will provide access to the main guest house. Specific details may not be
necessary, but it would be helpful to show what method will be in place. In addition, I
will need copies of the approval letters from the departments of Health and Inspections.
I will recommend final approval of this site plan once our department has five copies of the
final site plan that address the comments specified in this letter. Copies of the approval
letters from the appropriate review agencies must also be included.

As requested, we have reviewed the referenced project site plan dated May 27, 1995. Our comments may
be found on the enclosed plans marked in red and as follows:
1.) The width and limits of Route 638 need to be clearly shown.
2.) The entrance design configuration will need to be adjusted slightly as noted. 24' radii will be required.
3.) The existing entrances are to be removed and the right-of-way restored.
4.) A half typical section of the proposed entrance with pavement design noted will need to be added to
the plan.
5.) The existing board fence and vegetation will need to be adjusted/trimmed as necessary to obtain sight
distance at the new entrance location.
6.) Sight distance, speed limit and reference will need to be added to the plan.
7.) Although a drainage culvert under the entrance will not be necessary, we recommend a culvert be
installed on site under the access road at the low point to prevent wash out on your property.
Please revise and resubmit six (6) copies of the plan for final approval. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations. If you have any questions
or would like to discuss any of the above comments, please let me know.

Please find enclosed 5 copies of the final site plan that
incorporate the comments from Virginia Department of
Transportation, County Engineer, and Department of Planning and
Development. We have received approval letters from the Fire
Marshall, Environmental Health, and Inspection departments.
Joe Wilder, County Engineer, asked that the elevation of the
proposed culvert and Mill House be shown on the plan. I field
located the elevations and found a 10.5 foot different between the
first floor of the Mill House and the culvert top. I understand
that Ms. Rhodes will forward to you the comments after they are
typed. And today, I will hand deliver two copies of the plan to Mr.
Wilder for his final review based on his comments that we discussed
in a telephone conversation.
The plans for final review have been delivered to VDOT.
I hope that we have addressed your comments satisfactorily.
Added to the plan is the culvert design, a sign for handicap
parking and a parking tabulation that includes the handicap space.
Mr. Myers is hopeful that a handicap ramp can be designed for the
entrance to the Existing 2 story 4 guest room building. One of the
parking area is already an asphalt surface and we understand that
the new parking spaces will need to be a tar and chip surface. A
detail of the parking area surface and the area to be surfaced has
been added to the plan.

I had the opportunity to review the site plan the Inn at Vaucluse Spring. The site plan
calls for the renovation of four existing structures to be utilized as guest rooms for the
proposed inn. The following comments need to be addressed prior to final approval for
this site plan:
1. The details of the (approved) culvert design will need to be included on the site plan.
2. Please include a description of what methods will be in place for handicap accessibility
from the parking lot to the entrance of the guest quarters.
3. Please provide a sign that denotes parking for the handicapped.
4. Please indicate the total parking spaces to be 13 spaces, including handicapped
spaces.
I will recommend final approval of this site plan once our department has five copies of the
final site plan that address the comments specified in this letter. In addition, I recommend
that we further discuss the details of the parking areas. The County Ordinance requires the
parking areas to be surfaced with tar and chip. It is important that we are able to reach a
final agreement on this matter.

We have reviewed the subject site plan and offer the following
comments:
1) The low water stream crossing appears adequate to handle
minimal water flows. However, due to the location of the
existing two story Mill and its proximity to the crossing,
elevations will be required to determine whether the Mill
is in jeopardy of being flooded when the stormwater flows
increase. As the stormwater flows rise, water will pond
behind the road. Provide elevations of the road crossing
and finished floor elevations of the Mill.
Please submit two (2) copies of the revised site plan to this
office for our review.
