The two areas designated for (RFCD) will require sediment traps that need to be designed in accordance with Standard 3.13 of the 1992 Virginia Erosion and Sediment Control Manual. b. All outlet protection shall be designed in accordance with Standard 3.18 of the 1992 Virginia Erosion and Sediment Control Manual. C. Place a note on the erosion and sediment control plan that the contractor is to call the Frederick County Public Works Department (665-5643) to schedule a site inspection when phase one of the erosion and sediment control is in place, prior to any land disturbance. 2) An erosion and sediment control narrative is required. The approved site plan calls for the addition of 110 mobile home units to the existing Regency Lakes Estates development, the provision of off-street driveways for each residence that can accommodate two automobiles, the continuation of Regency Lakes Drive, the continuation of a double row of evergreens along the southwest property line, and all appropriate erosion and sedimentation control measures. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. This is the developer's responsibility. • Any signs to be installed will be in accordance with attachments. • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-A Stone. This will greatly reduce the possibility of any pavement settlement. • As we have previously discussed, since construction of Regency Lakes Drive was started in June of this year without the benefit of having approved plans, we will require certification from a licensed professional engineer that all construction methods and material used through the week of June 12, 1995 meet current VDOT Road & Bridge Standards and Specifications. Copies of any and all test reports and materials tickets will also be required. This information will be required before we can add this section of Regency Lakes Drive to the State's Secondary System. Should you need additional information, do not hesitate to call. Section "D" 200 North Cameron Street Route 7 Winchester, VA 22601 Frederick County Dear Steve: As requested we have reviewed the referenced project's site plans dated February. 1995. Our comments may be found on the enclosed plans marked in red and as follows: 1. Both ends of Culvert C-4 must be within easement. How or whether the pipe and cul-de-sac fill will need to be modified when the road is extended should be considered in the design. Shifting the pipe closer to Lot No. 594 or piping under Smith Drive may be more desirable. Also related to this on Sheet No. 13 the Station 37+00 area needs some work. The plan still shows a riprap ditch across the Smith Drive intersection. How is the drainage off Smith Drive handled? 2. Culvert C-3. the 140' outlet ditch (none shown), the drainage easement and the adjacent 3:1 fill slopes from Lots No. 134 & 590 need to be redesigned. The elevations and distances as shown will not work. To prevent erosion of the fill slopes a riprap lined ditch will be needed. 3. A standard ES-1 flared end section will be required on all culvert ends. 4. The proposed grading on the Regency Lakes Drive plan and profile Sheets No. 12 and 13 do not correspond with that shown on the grading plan sheets. There appears to be some conflicts. All sheets should match to avoid confusion during construction 5. Some provision must be made for erosion potential of the 3:1 fill slope shown near the edge of the lake at the backside of the temporary cul-de-sac. 6. The water elevation and limits of the lake should be clearly defined. �4j61 8 9i 7. Guardrail will be required around the temporary cul-de-sac: starting near the pipe on the right side with an end section, installed counter clockwise around the cul-de-sac 5' off the edge of pavement and end with a GR-7 end terminal. A 7' shoulder will need to be provided around the cul-de-sac and the temporary easement adjusted as necessary to enclose the guardrail. 9. The pavement design of the temporary cul-de-sac should be provided. 10. The private street connections should be designed with a minimum 20' width, 50' radii, 8" Type 21-13 base aggregate and 2" Type SM-2A asphalt concrete. A detail of the proposed connections will need to be incorporated into the plan. 11. Standard CD-1 combination underdrains will need to be provided at approximate Stations 28+70, 33+20 and 36+80. 12. There is not enough information on the plans to properly employ TC-4 super -elevation, but if done TC-4 would yield too steep of a super (4%±). The contours crossing the pavement already indicate a 2% super which is what we want. Therefore, the labeling of the super -elevation needs to be changed from TC-4 to 1 /4" per foot. 13. Other miscellaneous comments as marked will need to be addressed. Our review only addresses up to Station 37+72, Regency Lakes Drive, end of Section "D". Please revise and resubmit four copies for further review. Should any changes be deemed necessary, please design them to meet or exceed the above recommendations. Gas Main relocation involves careful coordination with Shenandoah Gas Company. Plans are to be provided to the gas company as soon as possible. Landscaping along the south and west property was discussed and reviewed as shown on the plan. You indicated that the landscaping looked satisfactory and that the 50' perimeter boundary area was to be measured from the property line not right-of-way line. Loop Road, otherwise know as Regency Lakes Drive, was discussed extensively. Completion of the loop road was requested by your department so that roads to and within Regency Heights may be accepted into VDOT's system. Your Engineering Department was going to determine what plan materials were required to allow Regency Lakes Estates to continue with construction and grading of the site and roads, fully understanding that all erosion and control measures are to be taken. This would allow grading to start for the loop road.
