Box 618 Winchester, VA 22604 RE: Frederick County Sanitation Authority Site Plan Approval Dear Wendy: The Frederick County Planning Department administratively approved Site Plan ##021-95 for the Frederick County Sanitation Authority on August 16, 1995. The approved site plan calls for the construction of a new administrative office building that will be 5,126 square feet with plans for a future expansion of 2,775 square feet, a maintenance office that will be 1,500 square feet, a garage and warehouse facility that will be 3,280 square feet and a covered truck storage building that will be 3,000 square feet, the provision of two paved parking lots complete with 48 regular parking spaces, two disabled parking spaces with appropriate signage, curb and gutter, pedestrian walkways, an "Entrance Only" sign, directional arrows and perimeter landscaping, the installation of a fire hydrant with protective bollards, the provision of a fuel pump area that will be covered by a canopy, the provision of a concrete dumpster pad area that will be completely enclosed by a wooden fence with a latched gate, the installation of five storage bins, the provision of a landscaped screen, the construction of a brick business location sign, the installation of a storm water management facility, and all appropriate erosion and sedimentation control measures. I have provided you with two copies of the approved site plan. This will allow you to provide the contractor with an on -site copy and keep a copy for your records. Please ensure that the contractor obtains a land disturbance permit from the Department of Public Works, and that the contractor contacts this office to schedule an on -site inspection once all improvements are complete. Our comments may be found on the enclosed plans marked in red and as follows: 1.) Due to the posted 45 m.p.h. speed limit on Route 642, curb & gutter will need to be changed to Type CG-7. 2.) The entrance pavement width should be increased to 30'. 3.) The proposed taper on the north side of the entrance will need to be reduced to 36'. 4.) The proposed culvert under the entrance will need to be changed to R.C.P. and standard ES-1 flared end section provided. Inverts and a profile of this structure will be needed. 5.) The pipe to be replaced under Pickett Lane will need to be a minimum 18" C.M.P. (asphalt coated) with mitered end sections. 6.) A minimum 6' shoulder width will need to be maintained along Route 642. 7.) Sight distance, speed limit and reference will need to be incorporated into the plan. 8.) The following comments need to be addressed to satisfy the requirements of our department: 1) Please provide a signature on the Registered Professional Engineer Seal. 2) Please provide the metes and bounds description and the acreage that reflects the recent boundary line adjustment for parcels 75-1-A and 75-1-B. Please provide our department with a copy of the approved, recorded plat as well. 3) Currently, you are providing setback information which reflects both RA and 132 Zoning requirements. This information will need to be revised to indicate the B-2 setback requirements for parcel 75-1-A only, if the pending rezoning application is approved by the Board of Supervisors on July 14, 1995. 4) Please provide a sidewalk along the perimeter of the parking lot which provides access to the new maintenance office. 5) Please revise the dimensions for the proposed illuminated brick business sign so that it does not exceed 100 square feet. 6) Please provide the specifications for the outdoor lighting fixtures, and the heights of the proposed lighting poles. 7) Please indicate the purpose of the gravel surface area. Please describe how this will function and what type of trucks will be utilizing this area. At this time, I am concerned with this location as it relates to the exiting parking lot layout. 14) Please provide calculations that indicate the number of required plantings for the parking lot landscaping. Please also provide the types of plantings to be used and their specifications. 15) Please provide information that describes the required "B Category Buffer" along the rear property line adjoining the Stossel tract. 16) It appears that an "Entrance Only" sign may be needed based on the proposed traffic flow pattern. Please revise you site plan to reflect these comments and provide me a copy for review. Once this information has been verified, I will need the requested plat, all approved review agency comment sheets, and five copies of the final site plan.
