The approved site plan calls for the installation of sixteen material storage silos (eight to be installed at this time and eight to be installed in the future), the construction of a retaining wall, the provision of an additional fire hydrant, the expansion of the existing truck apron and improvements to the drainageway along Shawnee Drive. The approved site plan also calls for the provision of a 20' x 20' water easement to be dedicated to the City of Winchester. It is my understanding that this easement agreement is under review; therefore, I ask that Mobile Chemical Company provide our department with a copy once it is available. I have provided Mr. Stephen Gyurisin of Gilbert W. Clifford and Associates with three copies of the approved site plan for your use. This will allow you to maintain copies for your file, as well as provide the contractor with an approved copy for construction purposes. Although, our project design plans are in the preliminary stages, it does not appear the proposed silo storage area will be affected by our improvement project. However, the proposed truck apron extension and crusher run area, as depicted on your plan, will most likely be affected. Furthermore, the exact right of way limits or easement locations have not been established. Prior to working on the Route 652 right of way, the owner will need to apply for a land use permit to cover the work. The permit is issued by this office and will require a minimal processing fee and surety bond coverage. As you know this site falls within the limits of our Project .0652- 034-224, M501. Our comments are as follows: 1.) We have enclosed a copy of your site plan with our preliminary proposed Route 652 improvements shown. Proposed elevations of e.p., shoulder and toe of fill at 50' intervals are shown. As you can see the proposed additional pavement and shoulder on the south side of Route 652 necessitates widening the fill slope towards the Mobil site. The proposed toe of fill encroaches into the proposed apron. The fill slope will need to be on \,nr1T ri Jhr-of-\^12y Use will do whatever we can to lessen this impact, but in order to improve Route 652 we will need to fill towards the site. Hopefully you can still make a workable site plan based on the proposed toe of fill. 2.) We propose to install a 36" pipe under Route 652 near the northwest corner of the site. This should be very beneficial to Mobil in that it will take away the water that now runs north along the east side of the railroad and then runs east along the north end of the site into a shallow ditch on Route 652. The small amount of runoff along the toe of fill mentioned in Item #1 will need to be handled. This water will come from the apron area and from half of Route 652. VDOT needs some ditch or shallow Swale in a drainage easement along the toe of fill to convey it west to the 36" pipe and to the east to the 27" pipe proposed under Capitol Lane. We would like input from Mobil on their desires. We can make a narrow ditch ^,lhich takes less easement or a wide shallow Swale that takes more easement, but may be more useable to Mobil. 4.) The location of the existing Route 652 right-of-way needs to be resolved. Our project plan shows the right-of-way line to be approximately 5'± closer to the Route 652 centerline than your site plan does. Also your plan does not scale the same as ours. Coordination is needed to insure an accurate set of plans. You will probably want to revise your grading plan based on the toe of fill and pipe invert elevations we have shown. Once you have had a chance to review our comments and plan, please give either me or Mr. Terry Jackson in our District Location & Design Section a call to discuss any particulars and work out an acceptable agreement.
