Lot #5 Site Plan Approval Dear Mr. Dawson: The Frederick County Planning Department administratively approved Site Plan #025-95 for Dawson Investments, Inc. Lot #5 on September 18, 1995. The approved site plan calls for the construction of two lumber storage structures that will comprise 23,980 square feet, the provision of an asphalt parking lot and aisle way complete with curb and gutter, 12 regular parking spaces, two disabled parking spaces that are van accessible with appropriate signage and perimeter parking lot landscaping, a concrete sidewalk with appropriate disabled ramping, the installation of outdoor lighting fixtures that will be affixed to the lumber storage structures, the provision of a fire hydrant on -site which will be protected by bollards, the construction of a concrete dumpster pad that will be completely enclosed by a six foot high board on board fence with a latched gate, the provision of a crushed stone maneuvering area, the complete screening of the open storage area through the grading of a six foot high earth berm and the use of a six foot high prefinished metal panel fence, the installation of an off -site stormwater detention facility and all appropriate erosion and sedimentation control measures. I have provided you with two copies of the approved site plan. This will allow you to provide the contractor with an on -site copy and keep a copy for your records. In order for our department to sign -off on a Temporary Certificate of Occupancy Permit, the following items need to be complete: 1) The six foot high fence needs to be installed to provide a ground level screen for the outdoor storage area. 2) The storm water management facility needs to be finished and inspected by Mr. Strawsnyder. 3) The required landscaping and seeding of all disturbed areas needs to bonded until the spring to ensure the survival of these improvements. During my inspection, Mr. Ray Ault advised me that the installation of the six foot high fence was the responsibility of the owner. Please advise the owner of this requirement, as I cannot provide you with a Temporary Certificate of Occupancy Permit until this improvement is complete. In the event that items 1 and 2 are complete and the bonding is delayed, I will work with you to provide the Temporary Occupancy Permit. However, the bonding will need to be in place before I can sign -off on a Final Certificate of Occupancy Permit. Please contact me if I may answer any questions regarding this letter. The following provisions will be required: • Work area protection signage in accordance with the attached while working on the right-of-way will be required. All work on the right-of-way is to be confined to the temporary entrance location only. A minimum 6" depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width will be required. It is to be placed from the edge of pavement and extended back onto private property far enough to prevent the carrying of mud onto the roadway. Positive drainage is to be maintained within the right-of-way at all times. Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be repaired by you to our satisfaction. The following comments from my June 29, 1995 review still need to be addressed prior to final approval of this site plan: 1) Please provide a signature on the Land Surveyor's Certificate. ✓2) Please revise the use of the property to state "Processing and Distribution Center for Exotic Raw Wood". 3) Please provide the details for the proposed outdoor dumpster area that is referenced on this plan. 4) Please provide the dimensions or detail of the curb and gutter to be used. 5) Please indicate how the area that is circled on the marked -up site plan will be completely screened from view of all adjoining properties and right-of-ways. This layout may need to be shifted back a few feet. 24) The note regarding storm water management is adequate for the purposes of this site plan. Director 703/665-5643 Fax:703/678-0682 We,have completed our -review of the stormwater detention pond design associated with the .Dawson Investment, Inc. development and offer the following comments: 1) Provide erosion and sediment control measures on the inlet side of the proposed 15 inch CMP. This provision c-,ul be achieved through the use of rip -rap around the inlet end of the pipe. 2) The proposed detention pond is located immediately downstream of two existing 36 inch RCPs. Provide protection on the embankment to prevent erosion from storm flows directed from these pipes. Because of the anticipated flows, a grouted rip -rap will most likely be required to maintain stability. 3) The design calculations indicate that the ten year post -storm flows will overtop the spillway. This condition is not good design practice. Therefore, we recommend that the spillway level and the top of the berm be increased by 0.5 feet resulting in finished elevations of 754.0 and 755.0, respectively. 4) The emergency spillway should be designed in combination with the 15 inch CMP to carry the 100 year storm flows.
