All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. This site plan consists of: four self -storage -buildings totaling 14,025 square -feet; 3 parking spaces with curb and gutter, one of the parking spaces shall be a van accessible space with the necessary signage; and a 50-foot landscaped buffer" along the southern property line. All driving surfaces around the storage buildings will be treated with a minimum of a double prime -and -seal treatment. There is also a berm and a board -on -board fence to be incorporated within the buffer area and along Mercedes Court. Plantings should be installed in the buffer area and between the fence and Mercedes Court, as specified on the site plan. Attached are two copies of the approved plan. This will enable you to provide your contractor with an approved copy, and maintain a copy for your records. Please have the contractor contact this office to schedule an on -site inspection once all improvements are complete. Please contact me if I may answer any questions regarding this letter. I am enclosing the comments from the Fire Marshal, Engineering and Inspections. I have addressed your comments contained in the letter dated December 3, 1996 as follows: 1. The setbacks have been added. 2. The exterior lighting will be building mounted only. 3. No outdoor storage areas are proposed for this project. 4. The trash receptacle exists in the northeast corner of the lot and is enclosed by a board fence. 5. The parking stalls have been dimensioned. 6. One shade tree has been added to the plan. 7. The requirement for the landscape screen is 115.2 plants. 8. The board fence has been extended to the first entrance to the self storage units. The following comments will need to be addressed in order for this office to proceed with the site plan approval process. Please provide: I ) Location and setbacks of all required setbacks and yard areas on the plan. 2) Location, height, and specifications of outdoor lighting fixtures. 3) Location and nature of outdoor storage areas. 4) Location of outdoor trash receptacles and dimension of structure required to enclose receptacles. Is the receptacle already enclosed? _5) Dimensions of all parking and loading spaces. 6) One shade tree to satisfy parking lot landscape requirements. The parking lot interior landscaping requirement is 1 shade tree per 10 parking space. As with parking space determination, fractions of' a tree should be increased to a whole figure. Therefore, one shade tree is required. 7) Clarity on the number of trees required within the "B" category landscape screen. My calculations indicate that 144 plantings are required over thjs 384.88' glhared"-» property line. The plantings provided only total 116 trees. Self-service storage facilities have additional performance standards that are outlined in Chapter 165, Section 44 of the Zoning Ordinance ( page 16566). I have enclosed a copy of these performance standards. It is also Important to be aware that all amendment to the standards is presently being considered by the County. I anticipate that the new standards will be adopted before the end of the year. 'Hic existing standards will apply to this project, unless you Wish to implement the proposed amendments. The fence should be located no closer than 6 feet to a property line. 2andst aping is required within this six-foot border, between the fence and property line. The existing requirement does not specify the type of paving to be used in and around the self -storage buildings. Proposed self-service storage standards will require that all parking areas, travel aisles, and maneuvering areas be paved with asphalt or equivalent material. There is also a landscaping requirement in leu of the fence requirement. The landscape requirement specifies that a double row of evergreen trees be provided along the front setback, A single row of evergreen or deciduous trees will be required in the side and rear setback areas. Please revise your site plan to address these comments and the comments provided to you by the required review agencies. Enclosed is a red -lined copy of the submitted site plan. You will also need to provide this off ice with the completed approved comment sheets from the following review agencies: Inspections Department, County Engineer, Pire Marshall, and this department. Once all comments have been addressed, resubmit two copies of the plan to this office for a final review. Allowed Uses ii Self-service storage facilities ---- 16544. Self-service storage facilities. Where allowed, self-service storage facilities shall meet the following requirements: A) Self-service storage facility operations shall be permitted as a primary or accessory use in all zoning districts in which they are permitted. B) All parking areas, travel aisles, and maneuvering areas associated with the self-service storage facility operations shall be paved with asphalt, concrete, or similar material to provide a durable hard surface. C) Buildings are permitted that provide interior and exterior accessible units. Individual units within the self-service storage building shall not exceed one -thousand (1000) square feet in area. D) Minimum building spacing shall be thirty (30) feet apart. Loading areas shall be delineated to ensure that adequate travel aisles are maintained between buildings. E) Recreational vehicles and boats shall be permitted to be stored within completely enclosed areas of the self-service storage facility provided that the storage area is separate from the parking areas and travel aisles, and is depicted on the approved site development plan. Areas utilized for this purpose shall be exempt from the surface requirements specified under section 165-44(B). F) Self-service storage facilities shall meet the following landscaping or screening requirements: 1 ) Facilities located in the B-2, Business General District shall be completely screened around the perimeter of the property by a double row of evergreen trees that are staggered and planted a maximum of eight (8) feet off center, and are a minimum cif six (6) feet in height when planted. • F) Self-service storage facilities shall meet the following landscaping or screening requirements (continued): (2) Facilities located in the B-3, Industrial Transition District, or the M-1, Light Industrial District, shall be required to landscape the yard area within the front yard setback to provide for a double row of evergreen trees that are staggered and planted a maximum of eight (8) feet off center. The side and rear yards shall be planted with a single row of evergreen or deciduous trees that are planted a nlaxinnun of forty (40) feet off center. All trees shall be a minimum of six (6) feet in height at the time of planting. (3) Facilities located on parcels that are within a master planned industrial park or office park shall be required to landscape the perimeter of the facility with a single row of evergreen or deciduous trees that are planted a maximum of forty (40) feet off center. All trees shall be a minimum of six (6) feet ill height at the time of planting. (4) The required planting of all trees described under subsection F shall occur in an area that is between the adjoining property boundary line and the placement of security fencing. The installation of an opaque wall or fence that is a nlininlunl of six feet in height may substitute for required landscaped areas in all zoning districts. G) Self-service storage facility operations shall be designed to accommodate the storage of residential, commercial, and Industrial items, excluding hazardous, toxic, and explosive materials. No use, sale, repair, or activity other than storage shall be permitted to occur ill self-service storage facility operations. A copy of the lease agreement which describes the requirements of this subsection shall be approved in conjunction with the site development plan for the self-service storage facility operation. • § 165-41 FREDERICK COUNTY CODE § 165-44 A. All dogs shall be confined to secure pens or structures. B. Where kennels are allowed, zoning district separation buffers and screens, Category C as described by this chapter, shall be provided in relation to surrounding properties containing residential uses. § 165-42. It shall be unlawful to operate any slaughterhouse, abattoir, rendering plant or establishment where animals or fowl, dead or alive, are processed or where food or feed is manufactured or processed, unless such place or establishment is maintained and operated in a clean and sanitary manner at all times. B. Such establishments shall be so constructed and maintained as to effectively control the entrance of insects and rodents. The doors, windows and other openings thereof shall be fitted with screen doors and wire window screens of not coarser than 14-gauge mesh. C. The word "slaughterhouse," as used in this section, shall not be construed to prohibit persons who are actually farmers from killing their own cattle, sheep, swine, goats and fowl for their own family. use. ^` § 165-43. Motor vehicle service uses and public garages. All motor vehicle service uses and public garages shall meet the following requirements: A. All repair shall take place entirely within an enclosed structure. B. All exterior storage of parts and equipment shall be screened from view of surrounding properties by an opaque fence or screen at least five (5) feet in height. This fence or screen shall be adequately maintained. § 165-44. Seff-service storage facilities. II. 16566 l J ,Y • • § 165-44 ZONING § 1.65-45 A. Only personal property associated with household use shall be stored in self-service storage facilities. B. Materials stored shall not be used or sold within the self-service storage facility. No commercial activities of any kind shall occur within the facility. No repair of vehicles, furniture or other materials or equipment shall occur within the facility. Signs shall be posted within the facility describing such limitations. C. No storage of hazardous, toxic or explosive materials shall occur in the self-service storage facility. Signs shall be posted within the facility describing such limitations. D. The maximum size of any individual storage space or unit in a self- service storage facility shall be five hundred (500) square feet. E. The self-service storage facility, including loading areas and all storage areas, shall be totally enclosed by structures or by a six -foot -high opaque wall or fence. Such fences shall be set back at least six (6) feet from property boundaries. Landscaping shall be provided in such setback areas, including trees and shrubs. F. All storage shall be within an enclosed structure. The Zoning Administrator may allow the storage of personal vehicles associated with household use within areas enclosed by the fence or wall. G. For storage units that open to the outdoors, a twenty -foot -deep loading aisle or space shall be provided adjacent to each unit. Such loading aisles shall be separate from driveways used for internal circulation. H. Before a site plan is approved for a self-service storage facility, a copy of the lease agreement shall be submitted to the Zoning Administrator for review and approval to ensure that the limitations described in this section have been included in the lease agreement. § 165-45. Temporary trailers. A. Temporary trailers shall be allowed as a part of construction projects. However, they shall not be used for residential purposes. In addition, temporary trailers shall be removed before a final certificate of occupancy is issued for the use under construction. All such trailers shall meet applicable requirements of the Frederick County Code.
