All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and retumed to the applicant(s). Site Plan Package 1. It is recommended that applicants contact the Department of Planning and Development to determine which review agencies are relevant to their site plan application. The review of this project by the Federal Aviation Administration (aeronautical study No. 97-AEA-00337-OE) indicated that the "structure should be obstruction marked and lighted per FAA Advisory Circular AC 70/7460-1J 'Obstruction Marking and Lighting' . . . ". As such, the proper obstruction marking/lighting should be erected as soon as possible. Undoubtedly, there will be more site plans submitted for lots in the Westview Business Centre and other areas around the airport. The Virginia Apple review has forewarned us about the problems which might be encountered and I hope we've alerted the FAA to problems that they might have with your runway location in their program. I've had Marsh & Legge Land Surveyors, P.L.C. verify the finished floor elevation of the Virginia Apple Storage Warehouse. They have indicated the pier elevation, which will match the finished floor, is at elevation 692 which is the proposed elevation. I understand from Mike Ruddy at County Planning that he still needs an approval letter from you. Can you take care of that? The following comments need to be addressed during the final revision of this site plan. 1) The revised Master Development Plan for the Westview Business Center development should be forthcoming. Please remind Steve to provide us with this as soon as possible. 2) Please revise the property information for the parcels located across the Victory Lane right- of-way. Also, two new lots have been subdivided on Independence Drive directly across from the Virginia Apple Storage facility. Please include their property information on the site plan. 3) Please make a note to the effect that the dimensions of the sign will be in conformance with all County sign requirements, rather than stating that the sign will be 100 square feet x 60 feet in height. Please disregard this comment if the sign is actually this size. 4) Please revise the parking calculations in the site development summary. The number of spaces shown as required is inconsistent with the number of employees. 5) Parking should be provided for the Phase II warehouse. It would be appropriate to include a minimum of one regular, and one handicap parking space adjacent to the northeast corner of this warehouse. It will receive an 8" aggregate bed and 2" of topsoil. Please include this in the legend. In addition, signs depicting the driveways use, emergency access only, should be placed at the entrances to the driveway. The barricade shown on sheet 3 of 6 should be removed, as this is not a through road. 7) Please revise the first note on sheet 2 of 6 as woodlands do exist on this site, and will be disturbed. In addition to the one acre of woodland that will be disturbed in Phase II, it appears that one acre of woodland will be disturbed on the adjoining property. Please address this on the site plan. 8) The site plan shows 30 Canadian Yews within Phase I of the development and 15 within Phase II. Please revise the planting schedule to reflect what is shown on the site plan. Please revise your site plan to reflect the comments specified in this letter and resubmit one copy for my review. Once I have verified the information contained on the revised site plan, I will need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal, and the Airport Authority. Please revise the service road that runs along the southwestern portion of the parcel to reflect this requirement, thus making it consistent with the other proposed service roads and parking areas on the site. 12) Please verify that the disabled parking space ramps comply with A.D.A. requirements. It appears that the ramps lead directly from the sidewalk to the grassy areas. Also, please show the dimensions of the handicap spaces. In addition, the curbed sides of the parking area appear to arc at approximately half the length of a parking space. Please extend the curb through the length of the space. 13) Please show the location of the woodlands that exist on the parcel. In addition, delineate the areas of woodlands that will be disturbed during Phase II of the construction and during the construction of the stormwater management pond on the adjacent property. This is a surprise to me since on two occasions we spoke about this plan. The first was in passing at our office when you said you had gone by to check the speed limit on Victory Lane. The second was when you called me to tell me you were forwarding the plan to Staunton and the only issue worth mentioning was that larger radii would be required for the entrance off of Victory Lane. I was surprised to find out that the new entrance is not acceptable. Months ago I submitted a plan to VDOT for review. Steve Melnikoff responded indicating that since access was provided off of Independence, an entrance form Victory Lane would not be approved. I immediately responded to Steve with the attached. We cannot access the first warehouse from Independence due to the limited turn radius. There is an entrance to Federal Express opposite the one proposed and, the County has no objection to the entrance. In fact, more entrances from Victory Lane are planned to Westview Business Center lots to the north. We need to resolve this quickly. Please let me know your position. The layout of the site is restricted by the 25' setback from the right of way to all parking/driveway areas, and the 75' building setbacks. In order to fit two buildings on the site that satisfies the BOCA Code and ordinance requirements, we need to keep those buildings as close to Independence Avenue as possible. This severely impacts any entrance from Independence Avenue that will access the phase one building loading docks. The logical location for the entrance to access the phase one building is across from the existing Federal Express entrance as we have shown. The access to the phase two building will be from a new entrance on Independence Avenue as we have shown. The site does not have access to the existing entrance on Independence Avenue. As shown on the grading plan, we will be removing the knoll which lies just north of the proposed entrance on Victory Lane. I need to ask you to reconsider your determination that an entrance there would not be allowed. I've attached a copy of an updated grading plan for the site for your review. The layout of the site is restricted by the 25' setback from the right of way to all parking/driveway areas, and the 75' building setbacks. In order to fit two buildings on the site that satisfies the BOCA Code and ordinance requirements, we need to keep those buildings as close to Independence Avenue as possible. This severely impacts any entrance from Independence Avenue that will access the phase one building loading docks. The logical location for the entrance to access the phase one building is across from the existing Federal Express entrance as we have shown. The access to the phase two building will be from a new entrance on Independence Avenue as we have shown. The site does not have access to the existing entrance on Independence Avenue. As shown on the grading plan, we will be removing the knoll which lies just north of the proposed entrance on Victory Lane. Warehousing has always been looked upon as a necessary cost of doing business, with manufacturers and customers jockeying as to who will snd uppayingforit. While that debate goes on, and is being somewhat resolved with just -in -time delivery and better production and inventory management, increasingly the warehouse function is being outsourced. The idea is that manufacturers should concentrate on what they do best —making product— and experts in warehousing should be used for stor- age and distribution. One such pro is Virginia Storage, which recently built a second facility, this one in Frederick County. The new 100,000 square foot, 35-foot high warehouse opened in July on Victory Lane at the Westview Busi- ness Park, just off Route 50 east of Winchester. Built by Winchester's Construction Management Inc., it rep- resents an expansion for Virginia Apple Storage Inc., the corporation which owns it and other warehouse facilities on Valley Avenue across from the head- quarters of O'Sullivan Corporation. "We built it because we had the demand and we were maxed out on Valley Avenue," said General Man- ager Jim Markle. The Valley Avenue complex sits on 28 acres and stores one-half million bushels of apples and has 100,000 square feet devoted to dry storage. "It saves a lot of inventory problems," said Martin. "It lessens the errors when writing and then typing the informa- tion into the computer." Virginia Storage is not new to bar coding. "We've used bar coding for a number of years at the Valley Avenue location," said Markle. "It started with apples where every skid was labeled. Out of 525,000 bushels, last year we were only off by 175 bushels. As you can see, barcoding reduces inventory error." Knowing what's on hand also helps provide information to custom- ers. "They want to know what they have on a daily basis," said Martin. "They ask us when we will be able to give them an inventory; we can do it right away." Currently shipping instructions are faxed or hand delivered, but this will soon be done by computer. "We are working with Virginia Storage on electronic data interface where they can have dual tracking to notify cus- tomers of when items are shipped," said Witt. "They will also be able to produce advance shipping notices to let them know the product is on the way." The logistics of transporting the product to and from the warehouse varies. "We leave it up to the cus- tomer," said Martin. "We line it up for them or they take care of it. For ex- ample, Sears has its own fleet which picks up Melnor's snow shovels. We also have our own truck to make local deliveries. We're very customer ori- ented." And when you send the mate- rial out, it better be presented to the customer per their instructions. "The person doing the buying decides what's what," said Martin. "When a customer says the pallet can't be over 42 inches or 60 inches high, or tells us to not remove shrink wrap, you had better do what they ask. They can 'fine' you up to $250 a skid." Westview Park Shows Signs of Activity Although park owner Realtor George Glaize Jr. had sold 30 acres to O'Sullivan Corp. and other land to the Winchester Regional Airport, the 146- acre Westview Business Center has looked empty since opening in 1988.
