All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. With the limited information provided, we can offer the following minimum comments relative to design issues: As a minimum, the thru and right turn lanes approaching Carriebrooke Road from the south should both (24') be extended to the south to the radial curb on the north side of the entrance to FCSA. This extension should include an appropriate storm sewer system. The existing radial curb on north side of FCSA entrance would need to be rebuilt to conform with the pavement widening. 2. A standard CG--9D entrance should be installed at the existing entrance (Pickett Lane) between this site and FCSA properties. 3. The 100' stack lane for left turns from southbound Route 642 onto Carriebrooke Road is the minimum for 60 or fewer vehicles making a left turn during peak hour. The taper approaching the left turn lane should be a minimum 200'. This minimum 200' may be reduced to increase the stack length. As requested in previous letters dated 1/27/97 and 9/19/97, a traffic impact analysis should be provided prior to a final review of turn lanes and tapers for the intersection of Route 642 and Carriebrooke Road. 4. On the typical section, the minimum depth for SM-2A is 1 '/2 " when applied over BM-2. Our office is designing this road in accord with VDOT requirements. 8. Carriebrooke Drive is proposed as a 24' access driveway until developed as a collector road. The fire hydrant was moved to the end of the driveway rather than extending the driveway. 9. The water and sewer is designed in accord with FCSA standards and long term plans of the developer using the best engineering practices possible. Inconsistencies are possible due to the preliminary nature of the master planning process. 10. FAR and parking revised as per #5 and #6 above. 11. The handicap ramp location meets ADA requirement and cannot be located directly in front of the entrance door. A landing and door opening area is needed that is level. 12. Area of steep slopes disturbed is shown. 13. Additional plants have been added to the evergreen hedge as per your request. 14. The developer has been informed of the bonding requirements for the storm water facilities. In particular, the issues of bonding the construction of Carribrooke Drive and the regional stormwater management facility, as noted in comments seven and 14, should be resolved as soon as possible. 1) Please ensure that the signature and date on the Professional Engineer Seal are legible on the final site plan copies. 2) Please revise the acreage for the parcel being developed and for the road right-of-way. What is shown on the site plan is inconsistent with the preliminary subdivision plat. Also, the metes and bounds shown on the site plan is inconsistent with the preliminary subdivision plat. 3) Please revise the front setback line. This should follow the curve of the reserved right-of-way as depicted on the subdivision plat. 4) Please provide a detail of the trash dumpster and its associated enclosure on one of the detail sheets. 5) Please revise the floor area figure in the summary table to be consistent with the floor area of the building. 6) Please revise the parking spaces required figure in the summary table. The construction of a collector road requires sidewalks along both sides of the street. It would be acceptable to the County for the developer to provide a bond that would completely cover the cost of constructing Carriebrooke Drive to the limit of the current development. This section of Carriebrooke Drive would have to be constructed prior to any future development within the remaining B2 portion of the property. The bond must be in place prior to the approval of the site plan. 8) In the meantime, the proposed access driveway servicing the development must be constructed according to current standards. This entails constructing the driveway to a minimum width of twenty-four feet. This driveway must be extended to the fire hydrant in order to accommodate the Fire Marshal's comments dated 2/20/97. 9) The location of the water and sewer lines is inconsistent with the conceptual plan shown on the approved Master Development Plan. Please address this discrepancy. 10) Please revise the parking spaces required figure in the summary. Based upon the floor area of the building, a total of forty (40) spaces would be required. 11) Thank you for relocating the handicap spaces to a central position opposite to the main entrance of the building. The handicap ramp should be located directly in front of the building entrance and the marked crossing connecting the ramp and the handicap spaces should be central to the ramp and the universal unloading area. 12) Please show the area of steep slopes that are being disturbed. This area must be consistent with that shown as disturbed on the Master Development Plan. 13) Please embellish the three-foot high evergreen hedge in order to achieve the desired screening.
