VDOT GENERAL NOTES V1'. All work on this project shall conform to, the latest editions of the Virginia Department of Transportation' (VDOT) Road and Bridge Specifications, and Standards, '1 The Virginia Erosion and Sediment Control Regulations '. and any other state, federal or local regulations applicable. In the event of conflict between any of these standards, specifications or plans, the most stringent shall govern. V2. All construction shall comply with the latest U.S. Department of Labor Occupational Safety & Health Administration and VOSH Rules & Regulations. V3. When working on VDOT right of way, all traffic control, whether permanent or temporary, shall be in accordance with the current edition of VDOT's work ' area protection manual. Furthermore, all traffic control flaggers must be certified in accordance with VDOT's January, 1994 (or latest edition of Road & Bridge Specifications, Section 104.04—C. V4. Design features relating to construction or to regulation, control and safety of traffic may be subject to change as deemed necessary by VDOT. i V5. Prior to initiation of work, Contractor shall be ., responsible for acquiring all necessary VDOT land use 4 permits for any work on VDOT right of way. V6. If required by the local VDOT Residency Office, a preconstruction conference must be arranged and held „ by the engineer and/or developer with the attendance of the contractor, various County agencies, utility `I companies and VDOT prior to initiation of work. ROUTE 1317 (WARD AVENUE). THIS PROJECT INVOLVES CONSTRUCTION OF A 7—ELEVEN CONVENIENCE STORE WITH FOUR MULTIPLE PRODUCT DISPENSERS. THE TOTAL SITE AREA IS 1.22 ACRES AND THE TOTAL DISTURBED AREA IS APPROXIMATELY 2.0 ACRES. EXISTING SITE CONDITIONS THE SITE CURRENTLY CONSIST OF AN ABANDONED BUILDING AND IS ZONED RURAL AREA (RA). THE NORTHERN HALF OF THE SITE IS FLAT; THE MIDDLE OF THE SITE HAS A 25% SLOPE FOR APPROXIMATELY 20 FEET AND THEN BECOMES MORE GRADUAL TOWARDS THE SOUTH OF THE SITE. THE EASTERN LOT IS LIVE STOCK EXCHANGE. CRITICAL AREAS THERE ARE NO CRITICAL EROSION AREAS ON THE SITE. EROSION AND SEDIMENT CONTROL MEASURES Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to minimum standards and specifications of the handbook. The minimum standards of the VESCH shall be adhered to unless otherwise waived or approved by a variance. STRUCTURAL PRACTICES 1. Temporary Construction Entrance (E&S Std. & Spec. 3.02) shall be employed to reduce the amount of mud transported onto public roads by motor vehicles or runoff. 2. Silt Fence (E&S Std. & Spec. 3.05) shall be installed on the downstream perimeter of all disturbed areas in order to filter sediment laden runoff from sheet flow. 3. Storm Drain Inlet Protection (E&S Std. & Spec. 3.07) shall be installed at indicated inlets to filter sediment laden water before it enters the storm drain system. VEGETATIVE PRACTICES 1. Topsoiling (E&S Std. & Spec. 3.30) Topsoil shall be stripped from areas to be graded and stockpiled for later use. Stockpile locations shall be at locations indicated on E&S plan or where approved by E&SC inspector. Sediment control measures shall be installed prior to site clearing. These measures shall include the installation of a construction entrance and silt fence. After achieving sheet flow and the utilities are in place and functional, the inlet protection devices shall be installed over the proposed inlets. The next step shall include the construction of the building, the installation of the new tanks and any utility connections. PERMANENT STABILIZATION All disturbed areas shall be permanently stabilized with seeding or sodding within 7 days of final grading. Sediment control devices shall be removed only after authorization by the site inspector. MAINTENANCE In general, all erosion and sediment control measures shall be checked doily and after each significant rainfall. The following items shall be checked in particular. 1. The silt fence barrier shall be checked regularly for undermining or deterioration of the fabric. Sediment shall be removed when the level of sediment deposition reaches half way to the top of the barrier. 2. The seeded areas shall be checked regularly to ensure that good stand is maintained. Areas should be fertilized and reseeded as needed. NOTE: PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN (7) DAYS AFTER FINAL GRADING IS REACHED ON ANY PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION SHALL BE APPLIED WITHIN SEVEN (7) DAYS TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN DORMANT FOR LONGER THAN FOURTEEN (14) DAYS, EXCEPT FOR THAT PORTION OF THE SITE ON WHICH WORK WILL BE CONTINUOUS BEYOND FOURTEEN (14) DAYS. Topsoiling (E&S Std. & Spec. 3.30) Topsoil shall be stripped from areas to be graded and stockpiled for later use. Stockpile locations shall be at locations indicated on E&S plan or where approved by E&SC inspector. Sediment control measures shall be installed prior to site clearing. These measures shall include the installation of a construction entrance and silt fence. After achieving sheet flow and the utilities are in place and functional, the inlet protection devices shall be installed over the proposed inlets. The next step shall include the construction of the building, the installation of the new tanks and any utility connections. PERMANENT STABILIZATION All disturbed areas shall be permanently stabilized with seeding or sodding within 7 days of final grading. Sediment control devices shall be removed only after authorization by the site inspector. MAINTENANCE In general, all erosion and sediment control measures shall be checked daily and after each significant rainfall. The following items shall be checked in particular. 1. The silt fence barrier shall be checked regularly for undermining or deterioration of the fabric.
