application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies

deficiencies due to materials or workmanship.
Prior to the acceptance of Woodbrook Lane into the State Secondary System, you will
need to provide VDOT Items 1, 2 & 3 of the attached required information sheet.
These items should be sent directly to me.
Once this information is received, I can then provide a legal description of this street to
the County for the necessary Board of Supervisors resolution and at that time an
addition date can be established. Also at that time, the surety and maintenance fee
amounts can be determined.

On November 12, 1998 we performed an inspection at the referenced development to
determine existing VDOT concerns. Based on this inspection, VDOT has the following
concerns:
1. Remove and replace cracked sidewalk on the right side of Woodbrook
Lane at Station 8+15.
2. Remove and replace cracked sidewalk on left side of Woodbrook Lane
at Station 3+50.
3. Fill lift holes with mortar in drop inlet tops throughout project.
4. Install SM-2A surface asphalt on Woodbrook Lane.
Once the above concerns are addressed, please call to schedule a reinspection.

RE: Bonding for Ridgecrest Court in Woodbook Village
Dear Mike:
I certainly appreciated the opportunity to meet with you and Eric regarding
Woodbrook Village and some of the upcoming questions regarding bonding
issues.
One of the first items that we need to resolve is bonding forRidgecrest Court
which is the private road we currently have construction activity on. I had
requested Mike Hammer to give me a price on what exactly the asphalt amount
would be for Ridgecrest Court. He has sent me a letter dated October 21, 1998
indicating that amount to be S5,719.00, which 1 have included.
We currently have a bond with Frederick County forWoodbrook in the amount
of S70,000.00. Based on a letter from Mike Hammer dated September 28, 1998,
breaking down items that were not completed at that time, we have completed a
number of the items. Such as the 827 L•F of sidewalk in the amount of
S9;660.00, one private entrance to be installed priced at $850.00 and (2) 30' CG-
9B entrances priced at S3,400.00 and lastly, Rosewood Lane has the first coat of
asphalt completed which represents about 2/3 of the S32,400.00 expense in
completing this road.
I would like to propose to you that we incorporate Ridgecrest Court into the
S70,000.00 bond we currently have established which appears has plenty of
leeway within this bond.
Auer your review, please give me a call to see if this is acceptable. If so, I
would assume the only thing we need to do is have an inspection showing
Ridgecrest Court and the stone base that is being installed.

As requested I have visited the site and reviewed the contract quantities to determine an estimated value of the
work remaining for your use in discussing a Bond Amount with Frederick County. The following comments
are based upon my review.
• All sewer (both on site and off site) and water utilities are complete with the exception of the private water
service laterals the costs of which are not normally bonded. All water mains, fire hydrants, meter boxes,
manholes, gravity sewer piping and laterals have been constructed.
• The road work (excluding the private roads) is complete with the exception of the following.
1) 827 LF of sidewalk. The sidewalk width is 5' and based upon L.F. Franklin & Sons unit price of
$21.00 sq. yd. A value of $9,660.00 remains to complete the walks.
2) One (1) private lot entrance remains to be installed where the fire hydrant was recently relocated. The
value of this entrance is estimated at $850.00.
3) Two (2) 30' CG-9B entrances remain to be installed off Rosewovd Lane. One for Sweetbriar Court
and one for Brookfield Lane (private roads). The estimated cost of these entrances is $1,700.00 each or
$3,400.00.
4) The 2lB stone has been placed. Asphalt remains to be placed and it is my understanding, based upon a
conversation with Greg Unger of your office, that you have agreed to APAC's (L.F. Franklin & Sons,
Inc.) proposal to install an intermediate mix with the final top coat of SM-2A to be placed once all
building construction is complete. Based upon APAC's letter to Greg Unger dated August 28, 1998 the
total cost of asphalt per this change is $32,400.00.

additional borrow material is needed to bring the areas to grade. These areas are located in Phase II and
may not be required to be bonded in Phase I. The estimated value of this grading is $9,000.00 and is

in the total bond amount below.
Using the quantities and estimated value of the work remaining it appears a bond amount of approximately
S46,310.00 would be sufficient. Some bond amount for final seeding and landscaping may be required by and

I would like to finalize our Letter of Credit for the bonding that is required
for Woodbrook Village Section I.
I have enclosed a letter from Mike Hammer of Clifford & Associates
indicating the site work that has not been completed. The breakdown that
he has provided in this letter has totaled $46,310.00. In my discussion
with you for the amenities that is required by Frederick County for the 1"
section of Woodbrook Village, is in the amount of $10,400.00. This
leaves the small amount of area that needs seeded and some landscaping
for screening purposes. We have estimated this amount should be
between $8,000.00 to $10,000.00. We have elected to increase that
amount to $13,290.00 which would bring our Letter of Credit requirement
to $70,000.00. We will be providing this Letter of Credit to you by
Thursday or Friday of this week.
I certainly appreciate your quick response to the information we needed to
complete this transaction. If any other documents are needed to support
this completion of Letter of Credit, please do not hesitate to call. Look

RE: Approval of Woodbrook Village Site Development Plan #018-98
Dear Jim:
The Frederick County Planning Department administratively approved Site Plan #018-98 for the above
referenced site plan on May 18, 1998. This site plan, for the development of eighty-one (81) residential
multiplex units on 19.59 acres, meets all County requirements for development within the RP (Residential
Performance) zoning district. The development of this property also includes the construction of a 1,800-
square-foot community center, access to the multiplex residences via both state maintained and private
roads, emergency and pedestrian access to the adjacent zero lot line development, and the provision of
residential separation buffers in addition to a landscaped buffer adjacent to the Opequon Church.
As previously agreed upon, final certificates of occupancy for residential units within Phase I will be
withheld until bonding is in place for any remaining work associated with the subdivision and/or site plan.
Further, no building permits for construction of residential units within Phase II of the development will
be issued prior to the subdivision of Phase H.
I have provided you with two copies of the approved site plan. Please keep a copy for your files and
maintain an approved copy on the construction site. Once the site development has been completed, the
owner should contact this office to schedule an on -site inspection.

RE: Review of Woodbrook Village Site Development Plan #018-98
Dear Steve:
I have had the opportunity to review the above referenced site plan submitted to our department on
March 9, 1998. As you are aware, the subdivision of this property must occur prior to final site plan
approval. In the meantime, the following comments, in addition to those marked on the enclosed plan,
should be addressed during the revision of this site plan.
1) Please ensure that the surveyed boundaries and acreage of this parcel, and the individual lots,
are consistent with the final subdivision plats. The existing property line running through the
center of this development should be removed or its location adjusted.
2) On sheets 2, 3, 4, and 9, please revise the location of the required setback from the private
driveway easements. This should be 20' from the driveway easements. Many of the building
footprints shown appear to encroach on this setback. The location of the houses that have
been placed beyond the setback lines should be revised.
3) On sheets 2, 3, 4, and 9, please clearly depict the required 25' landscape easement adjacent
to the Opequon Church Property. Also, please provide an access easement to the existing
cemetery from the future state road.
4) Please continue the sidewalks along the Opequon Church Lane frontage of the development.
In addition, please provide a sidewalk around the perimeter of the recreational center parking
area. It may be desirable to provide sidewalk/trail connections between the driveways to allow
for good pedestrian circulation within the development. Pedestrian access should also be
provided to the zero lot line section of the Master Development Plan.
5) On sheet 2, please show the areas of open space and provide the open space calculations.

6) Please provide detail of the proposed sign that will be placed in the sign easement. It would
be advisable to locate the sign easement 10' from the property/right-of-way line to avoid
placing the sign beyond the 10' sign setback in the future.
7) Please provide a detail of the proposed lighting.
8) Please verify that the street names within this development have been approved by Mr. Larry
Phillips.
9) The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
10) Please revise the parking calculations. Parking for an indoor recreation facility is calculated
at one space per 150 square feet of building. Therefore, twelve parking spaces are required.
11) Please provide a comprehensive landscape plan for this development. This plan should
incorporate all parking lot landscaping, landscape easements, landscape buffers and screening,
and residential separation buffers and screening. Please do not resubmit this plan until the
landscaping sheet and the buffering and screening detail has been included.
12) The stormwater management plan, and the soil erosion and sedimentation control plan, shall
be approved by the Department of Public Works.
After you have revised the site plan, and provided the landscaping, buffer, and screening information,
please resubmit one copy so that I may verify the information contained on the plan. I will then need
all approved review agency comment sheets and five copies of the final site plan for approval, pending
approval of the subdivision. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the City of Winchester Utilities, the Frederick County Inspections
Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
