All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. Sheet 1 of 10 Place a note indicating that a land disturbance permit shall be required prior to initiating any site work. Also, indicate on the plan that all erosion and sediment control measures shall be installed as the first step in the site grading work 2. Sheet 8 of 10 Place a note indicating that a wash rack shall be installed in conjunction with the construction entrance. The site contractor shall also obtain an entrance permit from the Virginia Department of Transportation (VDOT) in order to access the site from Route 725. 3. The proposed access pond has several steep grades. You have indicated a grass lined road side ditch. Determine the velocity of the stormwater flowing through the ditch and whether the velocity exceeds four (4) feet per second. Erosion matting will be required to control erosion within the ditches. Riley, Jr. Mr. Kris Tierney C SA , Reference: Northwest Water Storage Tank S� �� J7 ice` The selection of the referenced tank site on Fruit Hill Orchard's (Robert Solenberger) property has developed some controversy, which we have come to expect, no matter where a tank is sited. I want to provide you information on the Authority's selection of this site, which was made on sound engineering criteria and citizen comments involving previous tank locations. The Authority board and executive committee carefully selected this location after reviewing the criteria at least three times during the past fifteen months. This site is best because of elevation, location with respect to the area served, and proximity to the transmission main from the water supply to the distribution system. The elevation of this site improves the operating pressure in the Sunnyside area and industrial parks north of Winchester. Our current operating pressure is the same as the City of Winchester's and has been criticized with regards to providing,fire protection in the high demand industrial areas. The elevation allows construction of a ground storage tank instead of many smaller elevated tanks. A ground tank is the most inconspicious. The tank can be obscured with foliage, just as the existing tank at James Wood High School. Some people do not know there is a tank at James Wood Ridge Campus, although it has been there as long as the school. This new tank will be considerably higher than the existing James Wood tank in order to increase operating pressure. This site provides the greatest reliability and efficiency with respect to the area served. There is a major transmission main from this site to the distribution system. This tank will serve an area of the County from Route 50, west of Winchester, around the north of the City to Senseny Road on the east. It can, if necessary, supply the Authority's entire current distribution system including the Stephens City area. This site makes the tank an integral part of the Authority's long range water supply and transmission plan presented to you last year. That plan provides a major transmission main along Route 37 from the water supply in Stephens City to the distribution system on the north side of Winchester. This site is the highest point adjacent to that transmission main and also closest to the area served. WATER AT YOUR SERVICE September 8, 1998 , • Page 2 This site also adheres to the criteria advocated by the citizens in locating the Authority's elevated tank at our headquarters complex. That tank was originally sited behind Aylor School. The citizens rightfully submitted that a site next to the interstate is best for aesthetics and compatible land use. Finally, cost is not the governing criteria, although this site is the least costly of those evaluated. Most importantly, the other sites reduce reliability and efficiency of service, and/or require additional tanks. In summary, this site is optimal for providing reliable and efficient water service to existing customers and future growth and is the least intrusive to existing institutional and residential uses. The Authority readily accepts responsibility for these types of decisions and appreciates your confidence. In order to implement this essential improvement, the Authority has acquired title to the site, conducted geotechnical evaluation of the site, designed the tank, closed the bond issue to provide construction funds, and is ready to advertise for bid the tank's construction. This will allow the tank to be in service before next years high demand period that occurs from July to September. I have also marked the enclosed plan for your use. 1) The final subdivision of this parcel and boundary line adjustment must be approved prior to the final approval of this site plan. Please ensure that the P.I.N. for the new parcel is included in the project summary. 2) Please provide the correct P.I.N. for the adjoining 2.07-acre parcel. 3) The water storage tank meets all of the required setbacks. However, please revise the project summary to reflect the correct setbacks as marked. 4) Please provide a narrative describing the action of the Board of Supervisors on May 13, 1998, pertaining to the waiver of the minimum lot size requirement and the reduction in the minimum width of the access easement. 5) Please revise the location of the water easement, as marked, to follow the location of the water line. 7) The plan appears to show minimal disturbance to areas of woodlands. This is inconsistent with the statement on sheet one pertaining to no disturbance of woodlands. Please address this issue. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan.
