Thank you working with the County to resolve the issues associated with this site plan. This site plan, for the addition of gasoline pumps and canopy at the existing Costco Wholesale facility, meets all County requirements for development within the B2 (Business General) zoning district. The site plan also calls for additional raised islands and pavement markings to aid on -site circulation, and the provision of landscaping along the Route 522 right-of-way. Please be advised that the Virginia Department of Transportation will be improving the existing right -in, right -out only entrance, in association with this site plan, to ensure that the entrance functions as originally intended. I have provided you with several copies of the approved site plan. Please forward two approved copies to the property owner and advise them to keep an approved copy for their files and maintain an approved copy on the construction site. Price We have revised the Costco Gasoline Pump plans per your letter of 26 March 1998 and our meeting 31 March 1998. The changes include: 1. Widening the 2 ft. wide strip on the south side of the gasoline site to 6 ft. and adding two trees. 2. Implementation of an additional cross over through the next traffic bay to the south of the 6 ft. median as you suggested. 3. Addition of a hedge along the Rt. 522 frontage of the gasoline pump site. 4. Widening of the median along the north side of the gasoline site as you requested. 5. Property identification numbers have been added. Concerning the right in/right out entrances. As you requested, I did talk to Steve Melnikoff. As I understand VDOT's concern, they feel that if southbound Rt. 522 traffic will try to make left hand turns into this entrance they would prefer that movement be made as safe as possible and that may include removing the island. I also talked to Steve about the paveinent markings. It is Iny opinion that the best way to discourage the left turns is to restripe the Rt. 522 median to delete the left turn arrows and stripe the median area in front of the entrance. Steve said he would investigate this and get back to me. It is Costco's opinion that they have constructed the entrance in accordance with the approved site plan. We feel this plan meets and, as far as green space and landscaping, exceeds the County site plan requirements. We ask that it be approved. The following comments, in addition to those marked on the enclosed plan, should be addressed during the revision of this site plan. 1) Please provide the Property Identification Numbers for the adjoining properties. 2) The northern entrance to the site, adjacent to the F&M Bank, was originally approved with the understanding that only right turns in and right turns out would be permitted. The majority of the traffic from the north (Winchester) currently enters the facility through this restricted access entrance to facility. The existing island and traffic control signs obviously do not adequately manage the traffic using the existing facility. The addition of the proposed gasoline pumps and canopy facility in close proximity to this entrance will only serve to exacerbate the problem. Therefore, this entrance should be redesigned to function as intended. 3) The future fueling island should be eliminated from the plan at this time as it would have an impact on parking spaces, raised islands, and circulation within the parking area. Alternately, it may be incorporated into this plan upon addressing the above impacts. 4) The raised island that abuts the existing parking bays should be widened to 9' as marked on the attached plan. In addition, the raised island separating the fueling area and the existing driveway should be widened to T which is consistent with the existing raised island in this location. Two additional raised islands should be located in the parking area, as marked, to provide an exit to vehicles leaving the facility without returning to the area adjacent to the main building entrance. Pavement markings and traffic control signs should be implemented to ensure functional circulation on the site. 107 North Kent Street • Winchester, Virginia 22601-5000 �. • Costco Gas Pumps and Canopy Site Plan Page 2 March 24, 1998 5) It would appear as though an additional area of the pavement could be removed at the exit from the fueling area, adjacent to Route 522. This would discourage vehicles from entering the fueling area in the wrong direction and provide an additional landscape area. 6) It may be appropriate to locate the attendant's booth in the raised island at the exit from the fueling area. 7) Please provide the required shade trees within the additional raised islands. In addition, please provide the required evergreen hedge around the perimeter of the property as previously discussed with Steve Gyurisin. This hedge should be a minimum of 3' in height at the time of planting. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal. This new facility will be open only to Costco members. It is estimated that members will purchase gas before or after shopping at the warehouse. The plans provide a detailed parking summary based on actual building uses. We will be losing 68 spaces with this development. As the parking lot area is being decreases, it is my understanding that the County's landscape ordinance would not apply. We will be locating all existing trees to new island areas. The facility will require a new electric service and separate meter. No telephone, TV cable, water or sewer service is required.
