The checklist below indicates all the information. -that needs to be submitted as part of the site plan
application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned

RE: Review of Pack's Ice Cream Site Development Plan #033-98
Dear Mr. Oates:
I had the opportunity to review the above referenced site plan submitted to our department on
May 7, 1998. The following comments, in addition to those marked on the plan, should be
addressed during the revision of this site plan.
Z1. Scale of the location map should be 1:2000 to show adjacent roads and interchange with
277. Label major streets in the vicinity map.
2. It should be noted that under the current zoning regulations this type of development is
not permitted in the 81 (Business General) zoning district. Before this site plan can be
approved it must be an allowed use in the B1 district. Amendments to accommodate this,
and similar uses, are proceeding at this time.
I/3. Please provide surveyed boundaries for all parcels.
�4. Label all required setbacks on the plan.
,/5. Please label or incorporate in the legend all proposed sidewalks. The trailer should be
shown with its access areas labeled. If there is a service window on both sides of the
trailer then sidewalks shall be provided on both sides.
6. Any proposed signs must be addressed with this site plan.
v/7. Please show the location of any outdoor trash receptacles and details of the structure
required to enclose the receptacles. If none are planned please state how the trash will
be taken care of.
1�8. Please provide the posted speed limit for Aylor Road (Route 647).
9. The southern access should be a one way entrance and the northern access should be a
one way exit. Moving the northern island approximately 23 feet to the north and creating
parking in between the two islands would allow for better traffic flow on the site. Please
refer to red markings on the site plan. Signage on site should be added to promote
efficient circulation.
10. Please revise the location of the parking spaces as marked on the plan. This revised
plan maintains the 20 parking space minimum established by the Zoning Administrator
/ and promotes safe and efficient circulation on the site.
11. Pedestrian and Handicap access to the trailer is unclear in the site plan. The changes
made in red on the plan will provide access for the handicap parking space and the
parking along the western edge of the site.

12. Parking lot must be paved with concrete, bituminous concrete or similar materials as
required by the Frederick County Zoning Ordinance in the 131 Zoning District.
13. The location and nature of all facilities necessary to meet Fire Code requirements shall be
approved by the Fire Marshal.
14. Currently there is 200 feet from the rear property line to the edge of the parking lot. You
are allowed to extend the parking lot 50 feet into the active buffer, leaving 150 feet of
inactive buffer. This may allow you to move the trailer to the rear of the property so that
there will be more room around the trailer to provide better access.
15. Please illustrate the required buffers on the rear of the land. Currently, there is a
category B zoning district buffer with no screen.
16. Please recalculate the number of trees required. It would be more beneficial to the site to
place the trees at different locations. Two trees on the Northern edge of the parking lot
can be moved closer to Aylor Road. One of the three trees on the island can be moved
to the southern edge of the parking lot close to Aylor Road to duplicate what is done on
the Northern exit. There should be a total of 15 trees, the plan only shows 14. The extra
tree not shown, could be placed along the southern parking lot edge to duplicate what
was done on the northern exit. See plan for visual exy�lanation.
17. Please provide a three foot high hedge around the ewest&i+,edge of the parking lot. This
is required to minimize the reflection of headlights on the adjacent residential properties.
18. The storm water management plan, and the soil erosion and sedimentation control plan,
shall be approved by the Department of Public Works.
Please revise your site plan to reflect the comments specified in this letter and resubmit one copy
for my review. Once I have verified the information contained on the revised site plan, I will need
all approved review agency comment sheets along with five copies of the final site plan for
approval. Comment sheets are required for the following agencies: the Virginia Department of
Transportation, the Frederick County Sanitation Authority, the Frederick County Inspections
Department, the Frederick County Engineer and the Frederick County Fire Marshal.

It appears all of our earlier review comments have been satisfactorily addressed. Please
advise the owner of our approval.
The appropriate land use permit may now be applied for to cover work within the
Route 647 right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue. Should you have any questions, please feel free to call.

We have reviewed the preliminary site plan dated May 5, 1998 (received May 8, 1998) for the
referenced project. Our comments are as follows and as shown in red on the plan sheet:
The radius on CG at the south end of the site should be a minimum 12.5'
2. The parking lot note should be prime and double seal and should extend to the Route 647
edge of pavement with the following method of placement:
a) Cover Aggr. #78 @ 25 lbs./s.y. with CRS-2 @ .35 gaVs.y.
b) Cover Aggr. #78 @ 25 lbs./s.y. with CRS-2 @ .30 gal./s.y.
c) Cover Aggr. #78 @ 20 lbs./s.y. with CRS-2 @ .30 gal./s.y.
3. Sight distance should be provided as well as the distance to the nearest VDOT road
intersection.
All miscellaneous comments shown in red on the plan sheet and the comments noted on the
Entrance Permit Plan Check List should be addressed. When all the above comments have been
addressed, please submit five sets of revised plans for review.
