The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and retumed
to the applicant(s).

1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Mr. Montgomery:
The Frederick County Planning Department administratively approved the revision to the above
referenced site plan on May 12, 1999. The revision calls for the provision of landscape screening to
accommodate the outdoor storage that is located on the property.
Once the site development has been completed, the owner should contact this office to schedule a
final site inspection. All improvements should be completed, or bonded, prior to the issuance of a
Certificate of Occupancy for the addition to the McElroy facility.

RE: Site Inspection for Certificate of Occupancy - McElroy Metal, Inc.; Site Plan #031-98
Dear Mr. Montgomery:
This letter is a follow-up to the site inspection I conducted on April 1, 1999, at the McElroy Metal,
Inc. facility. As we discussed during the inspection, several zoning issues must be resolved prior to
Frederick County issuing a Certificate of Occupancy for the addition to this facility. The following
list identifies the outstanding issues:
1) Most significantly, the area located to the south of the new addition is being used for the
parking and storage of trailers. The provision of a concrete section on which the trailers are
located indicates that this is a permanent situation. As you are aware, parking areas within the
industrial park must be paved. The gravel area provided is unacceptable. Alternately, the
outdoor storage of these trailers is required to be screened from road right-of-ways and
adjoining properties. A revision to the above referenced site plan depicting how this issue will
be resolved must be submitted to this office for review and approval. Ultimately, these
improvements must be completed in conformance with the requirements of the zoning
ordinance.
2) A significant amount of outdoor storage is located at the northern entrance to the facility. At
the advice of the Frederick County Zoning Administrator, McElroy Metal, Inc. has, on several
occasions, removed the storage from this area. However, it appears as though it has again
returned. This Outdoor Storage should again be removed. Should McElroy Metal require
additional outdoor storage, they may wish to provide an appropriately screened area
elsewhere on the site.
3) The approved site plan requires two handicapped parking spaces. Only one handicapped
space has been provided. The second space must be provided consistent with the approved
site plan.

4) The required landscaping shown on the approved site plan has yet to be provided. Also, the
seeding and stabilization of the grass areas had not been completed.
5) A dumpster has been placed in front of the building. This dumpster should be enclosed and
screened from view. A six-foot high board -on -board enclosure would be appropriate.
6) Curb stops should be placed within the new parking spaces to protect the required landscape
plantings.
7) The loading zones should be striped as shown on the approved site plan.
8) There is an inoperable vehicle located in the parking lot whose registration expired in 1993.
This violation must be removed immediately.
All of the issues and outstanding site improvements mentioned above must be completed or resolved
prior to the issuance of a Certificate of Occupancy for the building addition. However, it may be
feasible for the County to issue a Temporary Certificate of Occupancy upon the completion of
comments 1, 2, 3, 7, and 8, and the satisfactory bonding of comments 4, 5, and 6.

Enclosed is your approved Land Use Permit #855-04592 to cover the construction and
maintenance of two commercial entrances at the referenced location.
Please ensure a copy of the approved permit assembly is kept at the job site whenever
working within the Route 861 right-of-way. I would also like to remind you of the need to
erect and maintain proper traffic control in accordance with our Virginia Work Area
Protection Manual.
Please give Mr. Dave Heironimus a call at (540) 722-3460 at least 48 hours in advance
of the start of construction to arrange for any necessary inspections.
If you have any questions concerning the permit requirements or during construction,
please give me a call.

the referenced project. It appears all of our earlier review comments have
been satisfactorily addressed. Please advise the owner of our approval.
The appropriate land use permit may now be applied for to cover work within
the Route 861 /863 rights -of -way. The permit is issued by this office and will
require a minimum processing fee, surety bond coverage, and the salary &
expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take
approximately thirty days to process and issue. Should you have any questions,
please feel free to call.

The Frederick County Planning Department administratively approved Site Plan #031-98 for the above
referenced site plan on June 11, 1998. This site plan, for the construction of a 21,080-square-foot
manufacturing addition to the existing facility, meets all County requirements for development within the
M1 (Light Industrial) zoning district.

approved copy for their files and maintain an approved copy on the construction site. Once the site

Upon review of the subject site plan dated May 12, 1998, we offer the following
comments:
1. Sheet 2 of 2
Place a note on the plan that a land disturbance permit will be required for this
project. The permit will be issued by the Public Works Department.
2. The erosion and sediment control narrative indicates that a temporary sediment
trap will be required. Place a detail and a note on the plan indicating the location
of the sediment trap.
3. Place the permanent seeding schedule on the plan.
4. We recommend the placement of a drop inlet structure within the small island as
shown on the plan. This would allow additional grading within this area so as not
to create the formation of a low area and provide additional parking area.
5. Place outlet protection at the proposed 18 inch CMP culvert for the stormwater
management pond. Also, place a detail on the plan for all of the proposed erosion
control measures.
