SITE PLAN CHECKLIST The checklist below indicates all the information. -that needs to be submitted as part of the site plan application. All required information must.be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. We have called your office on numerous occasions to attempt to obtain a schedule for completion of the permitted work. Some activity on the right-of-way has been noticed and inspected by our staff. However, at present this work has been minor and unacceptable. With recent spring rains and more to come, VDOT expects to have all grading, topsoil, seeding and mulching or hydroseeding be in place to take advantage of the growing season. Along with the establishment of vegetation, we expect to have all siltation and erosion controls be re-established to our standards. A section of curb and gutter along Route 1317 (Ward Avenue) adjoining Structure #1-2 (DI-313) is severely cracked and needs to be replaced. All of these concerns lead us to become anxious as to when your firm will return to complete the referenced permit work. Please be advised VDOT expects all remaining work be completed within thirty days (30) of receipt of this letter. Should this work not be completed to our satisfaction, VDOT will be forced to complete said work. VDOT will then bill you directly for this remedial work. It may also be necessary to begin the process of revoking your bonds #132880381 and #132880412 with Reliance Insurance Company. VDOT comments are as follows and as shown in red on the enclosed plan sheets: Sheet I of 7 1) Please stamp the plan sheets by use of a professional seal and sign the seal(s). Sheet 2 of 7 2) The proposed eastern access entrance on Route 277 should be aligned with the existing entrance on the south side of Route 277. 3) The planned relocation of existing signal lights should be monitored and/or accomplished by the VDOT Traffic Engineer. A copy of this plan review and continents will be forwarded to the Traffic Engineer. Any comments we receive will be forwarded to your office as soon as we are in receipt of them. 4) The existing left turn lane on NBL Route 522 should be lengthened to 200' and a 150' taper should be provided to meet the additional demand of traffic wishing to access the proposed 7-Eleven site from northbound lanes. Copies' of available Route 522 plans and topography are attached for your use in providing turn lanes. 5) The pavement width on SBL Route 522 at the site frontage should be 24' measured from SBL centerline as shown on the plan. The 150' taper to the existing lane is appropriate. VDOT would rather not have the extra width as shown on the plan to avoid confusion and lane control accompanying the extra width. 6) Drainage easement for VDOT maintenance and repair should be provided where a 10' parallel line measured from center of culvert would fall outside of the existing right-of-way. This is approximately shown by the red hatched lines. 7) The existing pavement portions adjacent to the new right turn lane should be milled and resurfaced along with the new lane to provide a smooth final surface. Also, a note indicating CG-12 curb ramps should be placed at the direction of the VDOT Engineer and/or Inspector. 9) Standard UD-4 underdrain should be placed as shown on the plans, draining to lowest invert on storm drain structures) or have EW-12 fixed on end at open drainage points. 10)The sight distance at the western access entrance on Route 277 should be enhanced by removal of trees and shrubs. Also, regrade existing earthen barrier to improve sight distance. 11) If/when site development expands to the west, the curb & gutter should be extended to the west end of the property. 12) On the typical section, the 21-B Aggregate should be extended to 1' beyond the back of the curb. A 4' space with '/4": V slope drainage toward curb & gutter should be provided. Also, due to the 45 mph speed posted on Route 522, the curb & gutter should be Standard CG-6. Sheet 3of7 13) Please relocate the proposed construction entrance to the westernmost location appropriate along Route 277 frontage to decrease the possibility of conflict with traffic on VDOT facilities. Please address all miscellaneous notes shown in red, obscure old pavement, locate the additional VDOT control box at Route 522, post speed limits, etc. Also, note a possible alternate storm drainage plan sketched on Sheet 2 of 7. We normally avoid drainage structures on radial curb. However, with the existing culverts in place, it may be appropriate to develop the alternate storm drain system. It is safe to assume that a considerable amount of pedestrian traffic from this facility will use the 7-Eleven. Response: The sidewalk connection has been added as requested. Comment 5: Please provide the height and dimensions of the proposed sign. It should be noted that the sign shown on the previously approved site plan for this property was limited to 50 square feet in size in consideration of the appearance of the Route 50 corridor. Response: The standard 7-Eleven monument sign has been added to the plan that has a surface area of 50 square feet. Comment 6: Please ensure that the light fixtures are located a minimum of 3 feet from the edge of all curbs. Response: All light poles have been repositioned and the light pole detail revised to reflect the three-foot setback. Comment 7: Please increase the distance of the Route 50 entrance from Ward Avenue. The curb radius should cross the front property line no closer than 52 feet from the monument marking the comer of the property. This is consistent with the distance established on the previously approved site plan which is less than the minimum entrance spacing requirement on arterial roads. In addition, the entrance accessing the adjoining property should be shifted to the east, as marked, to provide additional distance from Route 50 and additional green space at the front of the building. Issues pertaining to the scope of the approved Conditional Use Permit, the expansion of the use onto adjacent properties, and the boundary line adjustment to accommodate the setback of the 7-Eleven facility have recently been resolved. Therefore, please address the following comments during the revision of this plan: 1) Please note the approved Conditional Use Permit (11-95) and show the list of conditions. 2) Prior to final site plan approval, all of the lots included in this site development plan must be consolidated into one and duly recorded in the Frederick County Clerk's Office. Please ensure that the metes and bounds, and acreage of the consolidated parcel are consistent with those shown on the site plan. 3) Please provide the property information for the parcel across the Route 50 right-of-way. /4) Please provide a sidewalk connection over the raised landscaped island adjacent to the Farmers Livestock Exchange facility. It is safe to assume that a considerable amount of pedestrian traffic from this facility will use the 7-eleven. ✓5) Please provide the height and dimensions of the proposed sign. It should be noted that the sign shown on the previously approved site plan for this property was limited to 50 square feet in size in consideration of the appearance of the Route 50 corridor. 6) Please ensure that the light fixtures are located a minimum of 3 feet from the edge of all curbs �) Please increase the distance of the Route 50 entrance from Ward Avenue. The curb radius should cross the front property line no closer than 52 feet from the monument marking the corner of the property. This is consistent with the distance established on the previously approved site plan which is less than the minimum entrance spacing requirement on arterial roads. In addition, the entrance accessing the adjoining property should be shifted to the east, as marked, to provide additional distance from Route 50 and additional green space at the front of the building. The parking calculation provided should be reduced accordingly. In addition, a shade tree should be located in this island. All of the shade trees should be a minimum of two inches in caliper at the time of planting. Within the front setback area, move hedgerow to rear of the island and provide an additional landscape planting area in front of the hedgerow, adjacent to the road right-of-way. Provide two additional Redbuds within this area. 12) The stormwater management plan, and the soil erosion and sedimentation control plan, shall be approved by the Department of Public Works. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. Based on this review, we offer the following comments: 1. Sheet 2 of 7 Virginia Department of Transportation (VDOT) approval will be required prior to our approval of the storm drainage flowing into the existing Route 50 West median. Also, additional topographic survey data will be required in the median strip to verify design inverts. The proposed design inverts referenced on Sheet 6 of 7 for the 24 inch RCP do not provide a positive flow in the direction of the median strip. The outflow invert of the existing 27 inch by 18 inch CMP is shown as 800.91 as compared to the inflow end of the proposed 24 inch RCP shown as 799.80. This issue needs to be resolved with VDOT in conjunction with the smaller pipe transition from a 36 inch RCP to a 24 inch RCP. The impact of this restrictive transition needs to be reflected in the design calculations. 2. Provide a typical ditch section for the treated effluent. 5. Sheet 2 of 7 Provide existing topographic data and proposed spot elevations within the proposed ingress/egress easement. 6. Sheet 3 of 7 Add a note to the sequence of construction indicating that the contractor shall obtain a land disturbance permit from the Frederick County Public Works Department prior to initiating any site work. 7.
