The checklist below indicates all the information.1hat needs to be submitted as part of the site plan
application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Tim:
The Frederick County Planning Department administratively approved Site Plan #028-98 for the above
referenced site plan on June 26, 1998. This site plan, for the construction of a 3,463-square-foot schoolroom
addition, meets all County requirements for development within the RA (Rural Areas) zoning district. The
development of this property also includes the provision of an additional ten parking spaces.
I have provided you with five copies of the approved site plan. Please forward at least two approved copies
to the property owner and advise them to keep an approved copy for their files and maintain an approved
copy on the construction site. Once the site development has been completed, the owner should contact this
office to schedule an on -site inspection.

First let me apologize for the delay in responding to comments on your site plan. Our office has had
several vacancies through the past few months. With our office now at full staff, we intend to provide a more
timely response to your future needs.
In reference to Shenandoah Valley Baptist Church, we find no immediate cause for concern with the
site plan. However, I would like to bring to your attention a serious impact to fire protection for this
property. This property has in excess of 27,000 square feet of building property with no tangible water
supply either fire hydrant or static water source for firefighting activities.
Our local volunteer fire departments are trained to provide fire prevention and education through
training and preplanning in their respective jurisdictions. Afire department pumper arriving at the scene of
a fire intends to use its water tank in combating a fire, but with a building of such magnitude at this site, a
water supply shuttle will be most likely needed in the event of a fire. Fire departments with apparatus used
for this operation will most likely come from Boyce, Clear Brook, and/or Gainesboro. The increased
response time for this apparatus may not reduce a large loss of property to fire at this facility.
I urge you to consider the appropriation of water main service for fire hydrants to protect this most
valuable property to the community. Not only for the future but for the present needs. Additionally, a
savings of insurance premiums can be considered and estimated by the carrier, as well as personal property
of those who gather on the premises.
I certainly appreciate your attention and consideration to this matter and wish you great success.

Upon review of the subject site plan, we offer the following comments:
1. Sheet 4 of 4
The additional stormwater run-off generated by the 3,463 square foot building
drains to the east and under Interstate 81. Any increase in stormwater run-off will
create problems within the Greenbriar Subdivision. Submit a drainage analysis for
the increase in run-off created by the building and all the future parking that drains
to the northwest.
2. Place outlet protection at the discharge point of the proposed six inch storm drain
to minimize erosion.
Once these comments have been addressed, submit two (2) copies for further review.

Dear Mr. Painter:
I have reviewed the site plan referenced above. Please provide the following information on a revised
copy:
1) Magisterial District is Back Creek.
2) Provide statement concerning location, height, and dimensions of proposed signs. If no new
signs are proposed, please provide a statement to this effect.
3) Dimensions of structure (fencing, etc.) required to enclose trash receptacles.
4) Location of steep slopes, woodlands, flood plains, wetlands, sinkholes, and other
environmental features. If none exist, please provide a statement to this effect.
Please revise your site plan to address these comments, as well as the comments provided by the
required review agencies. Once the revised site plan is satisfactory, I will need all approved review
agency comment sheets and five copies of the final site plan. If you have any questions, please do not
hesitate to contact me.
