The checklist below indicates all the information. that needs to be submitted as part of the site plan
application. All required information must.be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact

Dear Mr. Bonner:
The Frederick County Planning Department administratively approved the above referenced site plan,
4026-98, on December 4, 1998. This site plan, for the construction of a 9,374-square-foot addition to
the existing church, meets all County requirements for development within the RA (Rural Areas)
Zoning District. With the addition, the anticipated maximum people at service is three hundred (300).
This requires one hundred (100) parking spaces which you will provide within two phases. Phase two
parking will require the implementation of the double prime and seal treatment.
I have provided you with three copies of the approved site plan. Please forward two approved copies
to the property owner and advise them to keep an approved copy for their files and maintain an
approved copy on the construction site. Once the site development has been completed, the owner
should contact this office to schedule an on -site inspection. Upon the satisfactory completion of all site
improvements, a Certificate of Occupancy may be issued for the building addition.

Dear Mr. Bonner:
Upon review of the subject site plan, we.offer the following comments:
1. A stormwater drainage analysis will.be required for this site. At the time of site
plan approval in 1985, stormwater management was not required. However, you
need to determine how much additional stormwater will be produced by this total
development. If more than two CFS of runoff will be produced, a stormwater
management facility will be required. Also, evaluate the downstream channel for
"adequate channel" criteria from the erosion and sediment control law.
2. We recommend that the draintile around the proposed basement drain into exterior
sump pumps, not as proposed on the subject plan. The Frederick County
Inspections Department has typical details for water -proofing and
r:commendations for subsurface drainage.
3. Place a note on the erosion and sedement control plan that a construction entrance
will be required to contain mud on -site. Also, provide a permanent seeding
schedule in accordance with the erosion and sediment control standards and
specifications 3.32.
Once these comments have been addressed, submit two (2) copies of the site plan for
further review.

This letter is a follow-up to our meeting on July 5, 2001, regarding violations of Site Development
Plan #027-98, Shrock Bus Terminal, for a bus terminal on the above -referenced property. At this
meeting, we discussed the following violations of your site plan:
The U-Haul truck rental and fleet maintenance facility at this site are in violation of the
approved site plan. These uses are permitted in the M I Zoning District, however, your site
plan needs to reflect these uses.
2. The sign located at this site is a violation of the approved site plan. You will need to delineate
on the site plan the location, size, and type of sign. This sign will need to be in accordance with
the Frederick County Zoning Ordinance.
3. You will need to submit an amended site plan to this office reflecting the above uses on the site
by July 31, 2001 in order to eliminate these violations.

It has come to our attention that the temporary Certificate of Occupancy for Schrock
Tours expired on June 12, 2000. Our records indicate that the following.items have not been
completed.
1. No record of peppermint test or plumbing final. The corrections for the plumbing
final include needing grab bars in the shower and checking the open front seats and
handicap signs.
2. No record of final inspection on the wall sign.
3. No record of electrical permits or inspections on fiiel island.
4. Need final approval from Planning and Zoning Department.
5. No record of inspection on waste oil heater.
In order to obtain a final Certificate of Occupancy these items will need to be completed.

I have reviewed the site plan referenced above. Please provide the following information on a
revised copy:
1) Correct phone number for church.
2) Location map needs to be at a scale of 1:2000. Please make corrections of road names
and denote Winchester City Limits on location map.
3) Magisterial district: Back Creek.
4) Use, zoning, and property identification number of all adjoining properties. Please denote
rear property line.
5) Dimensions of all signs.
6) Location, height, and specifications of all outdoor lighting fixtures (address current and
proposed lights on building and proposed lights for parking lots, if applicable). If no new
lighting proposed, please state.
7) If no new outdoor storage is proposed on site, please state.
8) Height of all buildings and structures. Is the existing or proposed building thirty (30) feet
in height?
9) Location and proposed use of each building, structure, and area (please denote picnic
shelter location and setbacks and denote new location and setbacks of storage shed).

provide a note that states gravel will serve as the surface treatment when the Phase I
parking lot is installed and double prime and seal will serve as the surface treatment in
both the Phase I and Phase II parking lots when the Phase II parking lot is installed. Also,
please state that Phase II should be implemented when the County has identified a parking
deficiency, if not sooner.
Please revise your site plan to address these comments, as well as the comments provided by the
required review agencies. Once the revised site plan is satisfactory, I will need all approved
review agency comment sheets and five copies of the final site plan.
