GENERAL NOTES
1. All construction shall conform to the latest details and specifications as set forth by the governing
municipality. If a conflict arises between these plans and the aforementioned details and specifications
the most stringent shall govern.
2. The contractor shall notify MISS UTILITY (1-800-552-7001) seventy-two (72) hours prior to any earth
disturbing activity.
3. The locations of existing utilities shown on the plans are approximate. It is the contractor's responsibility
to verify the location of all existing utilities that may interfere with this construction.
4. Areas not paved or built upon shall be landscaped.
5. Changes or revisions to these plans -:shall not be made without approval of the Design Engineer and the
appropriate governing agencies.
6. Any inconsistencies, ambiguities, or discrepancies found in these plans shall, in writing, be reported to
the design engineer. Any work done by -the contractor after the discovery of any inconsistencies,
ambiguities, or discrepancies without the approval of the design engineer and/or the governing agency
shall be done at the contractor's risk.
7. The contractor shall be responsible for the removal, replacement and/or repair of existing fences,
driveways, signs, etc. not shown as part of the work and damaged as a result of construction. All
repairs/replacements made by the contractor shall be equal to or better than the pre -construction
condition.
8. All materials used, not utilized as part of the finished work, shall be free of unsatisfactory materials
(wood, roots, boulders, etc.) and non-compactable materials.
9. Subgrade compaction shall be certified by a qualified Professional Engineer or a technician certified by
the appropriate governing agency.
10. Fill areas shall have all extraneous materials (wood, roots, boulders, etc.) removed prior to placement.
11. If bedrock is encountered at the subgrade, an additional 6" below subgrade shall be removed and
backfilled with suitable material.
12. Terra Development Services has NOT performed a geologic/subsurface investigation of this site.
Unusual conditions encountered such as unusual soil classifications, water table, sinkholes, buried
rubbage, etc. shall be immediately reported to the design engineer prior to proceeding with the work.
13. All fill materials, not used under building slabs/foundations, shall be compacted to 95% maximum
density as determined by the standard proctor test.
14. The compaction of fill materials under building slabs/foundations shall be done in accordance to the
recommendation of a qualified soils scientistlengineer.
15. Traffic control within public street shall conform to the Manual Of Uniform Traffic Control Devices and
as directed by the appropriate governing agency.
16. All utilities must be underground, and all outdoor lighting must be shielded to prevent glare onto roads
and adjoining properties.

EROSION AND SEDIMENT CONTROL NARRATIVE
PROJECT DESCRIPTION
The purpose of this project is the construction of a mini -storage facility and all
associated utilities. The approximate land dlisturbance associated with this project is
t 10.64 Acres.
EXISTING SITE CONDITIONS
The site consists of one onsite drainage area and is presently and adequate stand of
grass and trees. A drainage way runs alone the southern property boundary.
ADJACENT PROPERTY
The site is bordered by Tasker Road to the 1West, church property to the east,
commercial property to the north. The propcerty to the south is undeveloped.
OFF -SITE AREAS
Any fill material imported to the site will be obtained from an outside source. No
borrow area is proposed as a part of this E&rS Plan. Any excess material exported
from the site shall be disposed of at a site writh an approved Erosion and Sediment
Control Plan, or an additional E&S Plan shalll be submitted for the proposed waste
area prior to disposing of material.
SOILS
Soils data obtained from "Soil Survey of Frelderick County Virginia", 1987, Sheet
Number 41. The site is made up primarily oif Blairton Silt Loam (3B) and
Weikert-Berks Channery Silt Loams (41 E) with some areas toward the southeast
consisting of Clearbrook Channery Silt Loanns (98.)
CRITICAL EROSION AREAS
No areas on this site will be considered critical erosion areas. This site will be
monitored during construction to ensure excessive erosion is not taking place. The
local governing body, E&S Administrator or their agent, will have the authority to
recommend the placement of additional erosion control measures if it becomes
evident during construction that the ones in iplace are not functioning sufficiently.
EROSION AND SEDIMENT CONTROL MEASURES
Unless otherwise indicated, all vegetative and structural erosion and sediment control
practices shall be constructed and maintained according to minimum standards and
specifications of the regulations. The minimium standards of the VESCH shall be
adhered to unless otherwise waived or appnoved by a variance.
STRUCTURAL PRACTICES
Construction Entrance: Will be installed as shown on the plans.
Silt Fence: Will be installed as shown on the plans.
Inlet protection: Will be installed as shown on the plans.
Diversion Dikes: Will be installed as shown on the plans.
Diversions: Will be installed as shown on the plans.
Construction Entrance: Will be installed as shown on the plans.
VEGETATIVE PRACTICES
Top Soiling: Topsoil will be stripped from thle site and stockpiled in an area
determined in the field. Upon the completion of the project topsoil will be placed on
all disturbed areas at a minimum depth of 4 1 inches.
Temporary Seeding: All denuded areas left dormant for more than 30 days shall be
seeded with a fast germinating temporary vegetation. See Table 3.31-B - Acceptable
Temporary Seeding Plant Materials.
MANAGEMENT STRATEGIES
The installation of perimeter controls shall be the first step before any upslope land
disturbance can begin, and shall be functioning properly. Any earthen structures must
be stabilized with seed and mulch immediately upon completion. Construction will be
sequenced so that grading operations will begin and end as soon as possible.
The job superintendent shall be responsible for the installation and maintenance of all
erosion and sediment control measures.
After achieving adequate stabilization, in the opinion of the local administrator, the
temporary erosion and sediment controls shall be removed and any areas disturbed
during this process shall be stabilized.
PERMANENT STABILIZATION
All areas disturbed by construction shall be stabilized with permanent seeding
immediately following finish grading. Seeding shall be done in accordance with the
VESCH 3.32. Any alterations from this document shall be approved by the local
erosion control administrator. See Table 3.3:2 - Site Specific Seeding Mixtures for
Appalachian/Mountain Area.
STORMWATER MANAGEMENT
Stormwater management is being provided con this site to detain the 10-year runoff to
a rate at or below the predevelopment condition as directed in MS-19 and all other
applicable local, state and federal regulations.
MAINTENANCE
All erosion and sediment control measures will be checked daily and after each
significant rainfall. They will be inspected for undermining, deterioration, erosion and
excess deposited material. All deficiencies will be corrected immediately. Excess
material will be spread on the site in a manner where it is not likely to erode in the
future.
All seeded areas will be reseeded, mulched and fertilized as needed to obtain an
adequate stand of grass.

GENERAL EROSION AND SEDIMENT CONTROL NOTES
ES-1: Unless otherwise indicated, all vegetative and structural erosion
and sediment control practices will be constructed and
maintained according to minimum standards and specifications
of the Virginia Erosion and Sediment Control Handbook and
Virginia Regulations 4VAC50-30 Erosion and Sediment Control
Regulations.
ES-2: The plan approving authority must be notified one week prior to
the pre -construction conference, one week prior to the
commencement of land disturbing activity, and one week prior to
the final inspection.
ES-3: All erosion and sediment control measures are to be placed prior
to or as the first step in clearing.
ES-4: A copy of the approved erosion and sediment control plan shall
be maintained on the site at all times.
ES-5: Prior to commencing land disturbing activities in areas other than
indicated on these plans (including, but not limited to, off -site
borrow or waste areas), the contractor shall submit a supplementary
erosion control plan to the owner for review and approval by the
plan approving authority.
ES-6: The contractor is responsible for installation of any additional
erosion control measures necessary to prevent erosion and
sedimentation as determined by the plan approving authority.
ES-7. All disturbed areas are to drain to approved sediment control
measures at all times during land disturbing activities and during
site development until final stabilization is achieved.
ES-8: During dewatering operations, water will be pumped into an
approved filtering device.
ES-9: The contractor shall inspect all erosion control measures periodically
and after each runoff -producing rainfall event. Any necessary
repairs or cleanup to maintain the effectiveness of the erosion
control devices shall be made immediately.

V1. All work on this project shall conform to the current editions of and latest revisions to the Virginia
Department of Transportation (VDOT) Road and Bridge Specifications and Standards, the Virginia Erosion and
Sediment Control Regulations, and any other applicable state, federal or local regulations. In case of a
discrepancy or conflict between the Standards or Specifications and Regulations, the most stringent shall
govern.
V2. All construction sha►i comply with the latest U.S. Department of Labor, Occupational Safety and Health
Administration (OSHA), and Virginia Occupational Safety and Health (VOSH) Rules and Regulations.
V3. When working within VDOT right-of-way, all traffic control, whether permanent or temporary, shall be in
accordance with the current edition of VDOT's Work Area Protection Manual. Furthermore, all traffic control
flaggers must be certified in accordance with Section 104.04(c) of the VDOT Road and Bridge Specifications.

signal poles, junction boxes, controllers, etc., owned by VDOT or private/public utility companies. It is the sole
responsibility of the developer to locate and identify utility facilities or items that may be in conflict with the
proposed construction activity. VDOT approval of these plans does not indemnify the developer from this
responsibility.
V5. Design features relating to field construction, regulations, and control or safety of traffic may be subject to
change as deemed necessary by VDOT. Any additional expense incurred as a result of any field revision shall
be the responsibility of the developer.
V6. Prior to initiation of work, the contractor shall be responsible for acquiring all necessary VDOT land use
permits for any work within VDOT right of -way.
V7. If required by the local VDOT Residency Office, a pre -construction conference shall be arranged and held
by the engineer and/or developer with the attendance of the contractor, various County agencies, utility
companies and VDOT prior to initiation of work.
V8. The contractor shall notify the local VDOT Residency Office when work is to begin or cease for any
undetermined length of time. VDOT requires and shall receive 48 hours advance notice prior to any required or
requested inspection.
V9. The contractor shall be responsible for maintaining adequate access to the project from the adjacent
public roadway via a construction entrance that is constructed and maintained in accordance with Section 3.02
of the Virginia Erosion and Sediment Control Handbook. Furthermore, access to other properties affected by
this project shall be maintained through construction. The Developer shall have, within the limits of the project,
an employee certified by the Virginia Department of Conservation and Recreation (VDCR) in Erosion and
DUMPSTER
Sediment Control who shall inspect erosion and siltation control devises and measures on a continuous basis

V10. Contractor shall ensure adequate drainage is achieved and maintained on the site during and at the end
of construction.
V11. All water and sewer lines within existing or proposed VDOT right-of-way shall have a minimum thirty-six
(36) inches cover and when possible shall be installed under roadway drainage facilities at conflict points.
V12. Any unusual subsurface conditions (e.g., unsuitable soils, springs, sinkholes, voids, caves, etc.)
encountered during the course of construction shall be immediately brought to the attention of the engineer and
VDOT. Work shall cease in that vicinity until and adequate design can be determined by the engineer and
approved by VDOT.
V13. All fill areas, borrow material and undercut areas shall be inspected and approved by a VDOT
representative prior to placement and fill. Where CBR testing is required, a VDOT representative shall be
present to insure the sample obtained is representative of the location:. When soil samples are submitted to
private laboratories for testing, the samples shall be dearly identified and labeled as belonging to a project to be
accepted by VDOT and that testing shall be performed in accordance with all applicable VDOT standards and
procedures.
V14. All roadway fill, base, subgrade material, and backfrll in utility/storm sewer trenches shall be compacted i
six (6) inch lifts to 95 % of theoretical maximum density as determined by AASHTO T 99 Method A, within plus
or minus 2% of optimum moisture for the full width of any dedicated street right-of-way. At the direction of

VDOT, density tests shall be performed by a qualified independent agency in accordance with VDOT Road and
Bridge Specifications. Certified copies of test reports shall be submitted to VDOT daily, unless specified
otherwise.

specified by VDOT.

V16. The installation of any entrances and mailboxes within any dedicated street right-of-way shall meet VDOT
minimum design standards and is the responsibility of the developer.

V17. Prior to VDOT acceptance of any streets, all required street signage and/or pavement markings shall be
installed by the developer or, at VDOT's discretion, by VDOT on an account receivable basis following the

Manual On Uniform Traffic Control Devices.
V18. The developer shall provide the VDOT Residency Office with a list of all material sources prior to the start
of construction. Copies of all invoices for materials utilized within any dedicated street right-of-way must be
provided to the local VDOT Residency Office prior to acceptance of the work. Unit and total prices may be
obscured.
V19. Aggregate base and subbase materials shall be placed on subgrade by means of a mechanical spreader.
Density will be determined using the density control strip in accordance with Section 304 of the VDOT Road and
Bridge Specifications and VTM-10. A certified compaction technician shall perform these tests. Certified copies

shall be explored below the bottom of the excavation to determine the type and condition of the foundation. The
contractor shall report findings of foundation exploration to the engineer and VDOT for approval prior to placing

pipe. Foundation designs shall comply with VDOT Road and Bridge Standard PB-1. Where soft, yielding, or
otherwise unsuitable foundation is encountered, the foundation design and/or need for foundation stabilization
shall be determined by the engineer and approved by VDOT.
V22. Approval of these plans shall expire three (3) years from the date of the approval letter.
V23. VDOT Standard CG-12 Curb Ramps shall be installed where indicated on these plans and/or as specified
by VDOT.
V24. VDOT Standard Guardrail shall be installed where warranted and/or as proposed on these plans in

accordance with VDOT's installation criteria. Final approval of the guardrail layout to be given by VDOT after
grading is mostly complete.

1. All construction shall conform to the latest details and specifications as set forth by the governing
municipality. If a conflict arises between these plans and the aforementioned details and specifications
the most stringent shall govern.
2. The contractor shall notify MISS UTILITY (1-800-552-7001) seventy-two (72) hours prior to any earth
disturbing activity.
3. The locations of existing utilities shown on the plans are approximate. It is the contractor's responsibility
to verify the location of all existing utilities that may interfere with this construction.
4. Areas not paved or built upon shall be landscaped.
5. Changes or revisions to these plans shall not be made without approval of the Design Engineer and the
appropriate governing agencies.
6. Any inconsistencies, ambiguities, or discrepancies found in these plans shall, in writing, be reported to
the design engineer. Any work done by the contractor after the discovery of any inconsistencies,
ambiguities, or discrepancies without the approval of the design engineer and/or the governing agency
shall be done at the contractor's risk.
7. The contractor shgll be responsible for the removal, replacement and/or repair of existing fences,
driveways, signs, etc. not shown as part of the work and damaged as a result of construction. All
repairs/replacements made by the contractor shall be equal to or better than the pre -construction
condition.
8. All materials used, not utilized as part of the finished work, shall be free of unsatisfactory materials
(wood, roots, boulders, etc.) and non-compactable materials.
9. Subgrade compaction shall be certified by a qualified Professional Engineer or a technician certified by
the appropriate governing agency.
10. Fill areas shall have all extraneous materials (wood, roots, boulders; etc.) removed prior to placement.
11. If bedrock is encountered at the subgrade, an additional 6" below subgrade shall be removed and
backfilied with suitable material.
12. Terra Development Services has NOT performed a geologic/subsun`ace investigation of this site.
Unusual conditions encountered such as unusual soil classifications, water table, sinkholes, buried
rubbage, etc. shall be immediately reported to the design engineer prior to proceeding., with the work.
13. All fill materials, not used under building slabs/foundations, shall be compacted to 95% maximum
density as determined by the standard proctor test.
14. The compaction of fill materials under building slabs/foundations shall be done in accordance to the
recommendation of a qualified soils scientist/engineer.
15. Traffic control within public street shall conform to the Manual Of Uniform Traffic Control Devices and
as directed by the appropriate governing agency.
16. All utilities must be underground, and all outdoor lighting must be shielded to prevent glare onto roads
and adjoining properties.

VDOT General Notes
V1. All work on this project shall conform to the current editions of and latest revisions to the Virginia
Department of Transportation (VDOT) Road and Bridge Specifications and Standards, the Virginia Erosion and
Sediment Control Regulations, and any other applicable state, federal or local regulations. In case of a
discrepancy or conflict between the Standards or Specifications and Regulations, the most stringent shall
govern.
V2. All construction shall comply with the latest U.S. Department of Labor, Occupational Safety and Health
Administration (OSHA), and Virginia Occupational Safety and Health (VOSH) Rules and Regulations.
V3. When working within VDOT right-of-way, all traffic control, whether permanent or temporary, shall be in
accordance with the current edition of VDOT's Work Area Protection Manual. Furthermore, all traffic control
flaggers must be certified in accordance with Section 104.04(c) of the VDOT Road and Bridge Specifications.
V4. The developer shall be responsible for relocating, at his expense, any and all utilities, including traffic
signal poles, junction boxes, controllers, etc., owned by VDOT or private/public utility companies. It is the sole
responsibility of the developer to locate and identify utility facilities or items that may be in conflict with the
' proposed construction activity. VDOT approval of these plans does not indemnify the developer from this
responsibility.

DEVELOPER'S/CONTRACTOR'S RESPONSIBILITY TO HAVE THE METER BOX
ASSEMBLY INSTALLED CORRECTLY. BEFORE A PERMANENT METER IS
INSTALLED:
A) THE METER BOX, WITH ITS FRAME AND COVER, MUST BE PROPER
ALIGNED WITH THE COPPERSETTER.
B) THE FRAME AND COVER SHALL BE SET TO FINAL GRADE.
C) THE DISTANCE BETWEEN THE TOP OF THE COVER AND THE
COPPERSETTER SHALL TO BE BETWEEN 18 AND 21 INCHES.
D) ALL COMPONENTS OF THE METER BOX ASSEMBLY SHALL BE IN PR
WORKING ORDER.
9. FOR WATER AND SEWER SERVICES THAT CONNECT TO EXISTING LINES:
A) THE LOCATION OF THE SERVICE LATERAL IS TO BE COORDINATED
THE AUTHORITY'S ENGINEERING ASSISTANT.
B) AN APPLICATION FOR SERVICE MUST BE MADE AND FEES PAID BE
WORK WiLL BEGIN.
C) THE AUTHORITY SHALL FURNISH AND INSTALL ALL 5/8", 34" AND 1"
WATER SERVICES.
D) FOR ALL 1 %" AND 2" WATER SERVICES, THE AUTHORITY SHALL
THE TAP AND BRING THE PIPING TO THE PROPERTY LINE. THE CONTRA
SHALL FURNISH AND INSTALL THE METER VAULT ASSEMBLY. THE
AUTHORITY WiLL INSTALL THE METER.
E) THE AUTHORITY WILL INSTALL ALL SEWER LATERALS.
10. ANY WATER SERVICE LiNE MUST HAVE A BACKFLOW PREVENTION ASSE
(DOUBLE CHECK VALVE OR RPZ, AS REQUIRED). THE ASSEMBLY MUST ME]
ASSE STANDARD NO. 1015 OR 1013.
11. ALL FIRE LINES SHALL HAVE A FIRE SERVICE METER ASSEMBLY AND A
BACKFLOW PREVENTION ASSEMBLY (DETECTOR DOUBLE CHECK VALVE OF
AS REQUIRED). THE ASSEMBLY SHALL MEET ASSE STANDARD NO. 1048 OR
RADiO READ REMOTES ARE REQUIRED.

V6. Prior to initiation of work, the contractor shall be responsible for acquiring all necessary VDOT land use
permits for any work within VDOT right-of-way.
V7. If required by the local VDOT Residency Office, a pre -construction conference shall be arranged and held
by the engineer and/or developer with the attendance of the contractor, various County agencies, utility
companies and VDOT prior to initiation of work.
V8. The contractor shall notify the local VDOT Residency Office when work is to begin or cease for any
undetermined length of time. VDOT requires and shall receive 48 hours advance notice prior to any required or
requested inspection.
V9. The contractor shall be responsible for maintaining adequate access to the project from the adjacent
public roadway via a construction entrance that is constructed and maintained in accordance with Section 3.02
of the Virginia Erosion and Sediment Control Handbook. Furthermore, access to other properties affected by
this project shall be maintained through construction. The Developer shall have, within the limits of the project,
an employee certified by the Virginia Department of Conservation and Recreation (VDCR) in Erosion and

Sediment Control who shall inspect erosion and siltation control devises and measures on a continuous basis

for proper installation and operation. Deficiencies shall be promptly rectified.

V10. Contractor shall ensure adequate drainage is achieved and maintained on the site during and at the end
of construction.
V11. All water and sewer lines within existing or proposed VDOT right-of-way shall have a minimum thirty-six
(36) inches cover and when possible shall be installed under roadway drainage facilities at conflict points.
V12. Any unusual subsurface conditions (e.g., unsuitable soils, springs, sinkholes, voids, caves, etc.)
encountered during the course of construction shall be immediately brought to the attention of the engineer and
VDOT. Work shall cease in that vicinity until and adequate design can be determined by the engineer and
approved by VDOT.
V13. All fill areas, borrow material and undercut areas shall be inspected and approved by a VDOT
representative prior to placement and fill. Where CBR testing is required, a VDOT representative shall be
present to insure the sample obtained is representative of the location. When soil samples are submitted to
private laboratories for testing, the samples shall be dearly identified and labeled as belonging to a project to be
accepted by VDOT and that testing shall be performed in accordance with all applicable VDOT standards and
procedures.
V14. All roadway fill, base, subgrade material, and backfill in utility/storm sewer trenches shall be compacted i
six (6) inch lifts to 95 % of theoretical maximum density as determined by AASHTO T-99 Method A, within plus
or minus 2 % of optimum moisture for the full width of any dedicated street right-of-way. At the direction of

VDOT, density tests shall be performed by a qualified independent agency in accordance with VDOT Road and
Bridge Specifications. Certified copies of test reports shall be submitted to VDOT daily, unless specified
otherwise.

V15. VDOT Standard CD and UD underdrains shall be installed where indicated on these plans and/or as
specified by VDOT.
V16. The installation of any entrances and mailboxes within any dedicated street right-of-way shall meet VDOT
minimum design standards and is the responsibility of the developer.

V17. Prior to VDOT acceptance of any streets, all required street signage and/or pavement markings shall be
installed by the developer or, at VDO'rs discretion, by VDOT on an account receivable basis following the

Manual On Uniform Traffic Control Devices.
V18. The developer shall provide the VDOT Residency Office with a list of all material sources prior to the start
of construction. Copies of all invoices for materials utilized within any dedicated street right-of-way must be
provided to the local VDOT Residency Office prior to acceptance of the work. Unit and total prices may be
obscured.
V19. Aggregate base and subbase materials shall be placed on subgrade by means of a mechanical spreader.
Density will be determined using the density control strip in accordance with Section 304 of the VDOT Road and
Bridge Specifications and VTM-10. A certified compaction technician shall perform these tests. Certified copies

depths, a VDOT representative shall be notified and given the opportunity to be present during the construction
and testing of the density control strip.

V20. Asphalt concrete pavements shall be placed in accordance with Section 315 of the VDOT Road and
Bridge Specifications. Density shall be determined using the density control strip as specified in Section 315
and VTM-76. A certified compaction technician shall perform these tests. Certified copies of test reports shall
be submitted to VDOT daily, unless specified otherwise. A VDOT representative shall be notified and given the
opportunity to be present during the construction and testing of the control strip.
V21. In accordance with Section 302.03, the foundation of for pipe culverts thirty-six (36) inches and larger
shall be explored below the bottom of the excavation to determine the type and condition of the foundation. The
contractor shall report findings of foundation exploration to the engineer and VDOT for approval prior to placing

pipe. Foundation designs shall comply with VDOT Road and Bridge Standard PB-1. Where soft, yielding, or
otherwise unsuitable foundation is encountered, the foundation design and/or need for foundation stabilization
shall be determined by the engineer and approved by VDOT.

V22. Approval of these plans shall expire three (3) years from the date of the approval letter.
V23. VDOT Standard CG12 Curb Ramps shall be installed where indicated on these plans and/or as sped
by VDOT.
V24. VDOT Standard Guardrail shall be installed where warranted and/or as proposed on these plans in
accordance with VDO'rs installation criteria. Final approval of the guardrail layout to be given by VDOT after
grading is mostly complete.
