Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Shared Easement. The shared easement needs to be recorded before the site plan
can be approved.
2. Adjoiner Information and Notes. Revise the adjoiner information as indicated on
sheet 2 (Bean or Boyce) and remove the shared parking note.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets
and at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Frederick County Departmenl of Public Works (Count), Engineer)
and the Frederick County Fire jllarshal.

Dear Ms. Perkins:
Per your attached comment letter dated May 29, 2008, we have made the following revisions.
1. The adjacent property owners have not requested or paid for an easement and one shall
not be granted at this time. This requirement should be a part of their site plan and a plat
would then be recorded for an easement. By the time they submit a site plan for an
entrance the new VDOT regulations will be in effect and no entrance on Commonwealth
Ct. would be allowed between Boyce and the intersection. It also makes more sense that
an Interparcel connector should come from MLR 63-A-82.
2. See item1.
3. Sign note added and changed per requirement.
4. Dogwood caliper changed.

3. Signage. Per the new sign ordinance, freestanding signs need to be separated by 100

4. Landscaping Schedule. Revise the Dogwood to two inch caliper.

Dear Mr. Montgomery:
We have completed our revic',v of the subject sito Elan submitted April 30, 2008, and
offer the following comments:
1. Provide sediment trapping facilities as the first phase of land disturbance activity.
Convert the pond to a sediment basin.
2. Cut and fill slopes shall be adequately stabilized. Fill slopes greater than 3:1 will
require a slope stability analysis and maintenance plan.
3. Provide adequate channel protection for open conveyance and receiving channel,
provide adequate outlet protection for pipes and channels.
4. Demonstrate that closed stormsewer systems contain the ten (10)-year storm.
Provide calculations and show ten (10)-year I-IGL in the storm sewer profiles.
5. Provide an analysis of the existing and ultimate characteristics of the watershed.
6. All calculations and assumptions shall pertain to the entire development and its
ultimate build -out.
7. Provide a brief description of the soils on the site giving such information as soil
name, mapping unit, erodibility, permeability, depth, texture and soil structure.
Correct soils information and provide map.

8. Provide a description of areas on the site which have potentially serious erosion
problems.
9. Provide detailed calculations for the design of temporary sediment basins and
permanent stormwater detention basins. Include calculations for pre- and post -
development runoff.
10. Indicate the proposed limits of clearing and grading.
11. Show existing drainage patterns including the acreage of each drainage area.
12. Provide detail drawings for proposed erosion and sediment control measures.
Once these comments have been addressed, please submit one (1) set of the revised site
plan for further review.
