The above -referenced site plan was approved on May 21, 2008. Tile site plan is approved for the
construction of a new 1,200 square foot office building at the existing Shockey Batch Plant Site. This site
is located on the Global Stone-Chemstone Property and is accessed off of Walters Mill Lane in the
Stonewall Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with five (5)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contact me if you have ahy questions.

Dear Scott:
We have prepared this letter to address your concerns, about the above referenced
project that were relayed during our telephone conversation this morning. It is.our
understanding that the pump and haul permit application that we applied for'has been denied
since this is a new facility. During discussions with Todd Shank of Crider & Shockey I was
informed that bathroom facilities are not required for the new Office/Lab Building since'they are
provided within the existing Control/Office Building. It was decided that the bathroom facilities
were to be removed from the new Office/Lab Building, thus eliminating the need to connect to,
the existing pump & haul system.
The only water use. in the new Office/Lab Building will be to fill large sinks where
concrete test cylinders are stored prior to testing. The water.from these sinks are changed
every. couple of months depending upon the quantity of test cylinders placed in the sinks. The'
water from the sinks will be drained into buckets and transported to the Reclaim Waste facility
on site. The.. Reclaim Waste facility is prirriarily.used to wash out the concrete trucks after the
concrete has been delivered. The water -from the Reclaim Waste facility Is -recycled for washing
trucks and other.non-potable used on site. Since the water from the new Office/Lab Building
will be discharged into the Reclaim Waste facility, there will be no offsite discharge from this
proposed building.
The new Office/Lab Building will house two (2) full time lab technicians. The existing .
facilities, house two (2) full time employees on site during working hours and ten (10) drivers,
that spend the majority of their time off site making concrete deliveries. To estimate the
sewage flows generated from this site we will use' 15 gpd/person for the delivery drivers and 35
gpd/person for the full time onsite personnel according to 12VAC 5-610-670.
Existing Daily Flow=.(2*35 gpd).+ (10*15 gpd) = 220 gpd
Proposed Daily Flow = (4*35 gpd) + (10*15 gpd) = 290'gpd
The increase in daily flow from 220 gpd to 290 gpd will result in the pump and haul
facility being drained more frequently, however, the pump and haul system should adequately
handle the increase in sewage flow. .
We hope that this response will adequately address your concerns about the
construction of the new Off ice/Lab 'Building on the existing Shockey's Batch Plant site. Should

Comment 2. Approved Site Plan. The original approved site plan needs to be referenced on
this plan.
Response 2. Agree. Note five under the Zoning Requirements has been added to reference

the new building need to be provided.

granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's continents listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:

SITE PLAN APPLICATION CHECKLIST
The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is ►lot complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies are relevant to their site plan application. A list of potentially relevant
review agencies is shown below:

Enclosed are two copies of the revised site plan sheet for the addition of a new office/lab building to the
previously approved site plan for Shockey's Batch Plant in Clear Brook for the initial review as per Eric
Lawrence Additionally, the new building will connect to the installed pump & haul tank and the domestic water
service for the existing control/office building that were constructed under the approved site plan. A new
sidewalk will connect the new building to the existing parking lot and minor grading will be required to provide
