APPENDIX B StomiNvater Managenienl S-, Engineering Calculations Brief for Winchcster Marley Davidson (0103-07-0496), Revised May 2008 ' STORMWATER MANAGEMENT AND ENGINEERING CALCULATIONS BRIE' Winchester Harley Davidson Anxilim y Parking Site Plan ' 1.0 INTRODUCTION t Winchester Harley Davidson is proposing to Construct a 73,730 square foot auxiliary parking lot on their 8.286 parcel (Lot# 64-A-159T), located at the corner of US Route 50 — Millwood Pike and Independence Drive, Shawnee Magisterial District, Frederick County, Virginia. The auxiliary ' parking lot will be located within 2 acres that were recently acquired and consolidated into the original 6.286 acre parcel, west of the existing storage building and motorcycle sales building. The site development plans for the existing motorcycle sales building and storage building were designed ' by Green Way Engineering, Inc. ("GREENWAY"), titled "Winchester Harley Davidson", SP 07- 04, and Potesta & Associates, Inc. ("POTESTA"), SP I#78-05, respectively. ' The proposed auxiliary parking Will have an access road connecting to an existing parking lot. It will include curb and gutter access road, a 5 foot wide side walk, and a parking area. The proposed parking area Will allow for 160 parking spaces. Two additional handicap parking spaces will be ' added to the existing parking lot to meet the handicap parking space requirements (refer to drawings for location). Storm water drainage will sheet -flow to two curb -cuts located on the eastern side of the proposed parking lot and will outfall into an existing channel and into a proposed 36 inch RCP ' pipe ullder the proposed parking lot access road. The SOLIt11CI.11 most Of the two curb-CLItS Will flow into this proposed 36 inch RCP pipe, and the northern most curb -cut will flow Into an existing 36 inch RCP (S4), Which will collect all the storm water from onsite and offsite and take it through to ' an existing Stormwater Management Pond, designed by GREENWAY on their site plan. It is POTESTA's Understanding that the GREENWAY design of the stormwater management (SWM) system of the site took into account the future development of the I-Iarlcy Davidson property, as well as the fL1tUrC development of adjacent property within the offsite drainage area to the pond. Also, POTESTA determined during the design of the site development plan for the existing storage building, which is located within the area GREENWAY determined for future development that the increase in storm water flow clue to the addition of the storage building and its associated parking were within this capacity Of the SWM pond. The location ofthe proposed auxiliary parking lot is also within this future development area determined by GREENWAY. Therefore, this calCLIlatloll brief will detail POTESTA's evaluation on whether the GREENWAY SWM design will accept the increase of stormwater runoff created by the proposed auxiliary parking lot, and that further modification of the existing SWM Culverts, drop inlets, and retention pond will not need to be modified. I Stomm,ater Management fi Engineering Calculations Brief for \Vinchcster I Iarley Davidson (0103-07-0496), Revised May 2008 Page I L L u L k h 11 2.0 EVALUATION OF THE IMPACT T14E PROPOSED STORAGE BUILDING WILL HAVE ON THE EXISTING STORMWATER MANAGEMENT GREENWAY used the Modified Rational Method to determine the peak runoff flows for 2, 10, and 100-year design storm for the site to design the SWM pond. They also presented the 10-year design storm data to size the storm inlets and culverts. We evaluated this site using the Rational Method with the 10-year design storm to verify both the culvert and the detention pond affected by the proposed auxiliary parking lot. 2.1 Greenvay Design The location of the existing storage building and the proposed auxiliary parking lot is within the 2.52 acre onsite drainage area and 5.20 acre offsite drainage area designated by GREENWAY (See Figure 1 and 2 in Appendix A.) which drains to the storm inlet of a 3 foot diameter concrete culvert (S4). GREENWAY estimated the "Rill-Off"coefficient coeffcient value (C) to be a conservative C = 0.70 for this area, which is consistent with "light industrial" areas (approximately 65 percent impervious.) The combined post development peak flow from these two drainage area, draining to S4 and then to the pond was estimated by GREENWAY to be 36.21 cfs. (See Figure 3 in Appendix A and following table.) The proposed grading of the parking lot will drain into two different areas, but will be collected at structure S4 designed by GREENWAY to handle the offsite area (5.20 ac) and the onsite future development area (2.52 ac). (See Figure 5 in Appendix A.) To evaluate the impact, the proposed storage building will have on the SWM system, the existing "weighted" runoff coefficient for the onsite and offsite 7.72 acres for the exiting storage building and the proposed auxiliary parking was used instead of the conservative value of the 0.70. Using the runoff coefficients of "InlpefVlollS" (C = 0.90) and "grass" (C=0.30), we estimate the existing condition "weighted" Runoff coefficient value for this area to be approximately, C = 0.53. Results are summarized below. Onsite (grass) Total 4.77 7.72 0.30 0.53 6.8 27.82 As shown in the above tables and text, the 10-year design storm runoff, of 36.21 cfs, used in POTESTA's evaluation of GREENWAY's design of the detention pond is greater than the I0-year design storm runoff estimate, of 27.82 cfs, with the exiting storage building, its associated parking and access, the proposed auxiliary parking lot and its associated access. Therefore, the pond is sufficient to allow for the increase in storm runoff from the existing storage building and proposed auxiliary parking lot. Total 7.72 - ---- - --- 7.72 36.21 -------.....................------ 27.82 --- --- Existing Storage Building Proposed Auxiliary Parking (93,000SF of Impervious) 2.3 Storm Inlet S4 and Storm Sewei• Culvert Evaluation The storm sewer culvert's, from S4 to storm inlet S3, maximum capacity is estimated to be 47.16 cfs as shown by GREENWAY's storm sewer design computations (see Figure 3 in Appendix A) and 47.88 cfs as shown by POTESTA's evaluation using I-Iaestad Methods, Inc. "CulvertMastei-R " (see Figure 4 in Appendix A). These values exceed both the estimated 10-year design storm runoff shown above. 2.4 Parking Lot Drainage and Curb -Cut Sizing; The grading of the proposed auxiliary parking is designed to sheet flow the 10-year design storm across the proposed parking lot to the two proposed Curb Cuts located at the curb and gutter on the eastern perimeter of the parking lot. The drainage through curb -cut 1 and the existing grading (4.07 Stormwater Management & Engineering Calculations Brief for Winchester Harley Davidson (0103-07-0496), Revised May 2008 Page 3 ac) will be collected at the existing drainage swale that leads to the proposed 36 inch I-IDPE pipe crossing beneath the proposed access road that out falls into the existing 36 inch RCP pipe (S4) designed by GREENWAY. The remaining area 111CIlldes the drainage going to Cllrb-CLIt 2 located on the northeast side of the parking area, the existing storage building, and the existing grading (3.65 ac) will drain into the existing 36 inch RCP pipe (S4). All curb -cuts were designed using I-IAESTAD Methods, Inc. (I-IAESTADS) F1owMaster R " 2005, and the culvert under the access road was designed using HAESTAD CulvertMaster R " version 3.0. For all storm computations, see Appendix B. 2.5 Rip -Rap Sizing The slope leading from curb -cut 1 to the existing channel is 33%; therefore, the maxil11L1111 Velocity for the slope leading front curb -cut 1 to existing channel is 5.77 cfs (I0-yearstorm peak runoff). A trapezoidal channel using rip -rap of 6 inches in diameter (cl50=6) yields a velocity of 3.52fps, less than the maximum is allowable velocity of 6.2fps for d50=6 rip -rap stone. See spreadsheet and charts in Appendix B. The slope leading from curb -cut 2 to invert of S4 is approximately 33%, therefore, the maximum velocity for 5.40 (10-year storm peals runoff). Again a trapezoidal channel using rip -rap of 6 inches in diameter (d50=6) yields a velocity of 3.39fps, also under the maximum velocity of 6.2fps. The auxiliary parking lot will be located within 2 acres that were recently acquired and consolidated into the original 6.286 acre parcel, west of the existing Storage bLlildillg and motorcycle sales blinding. The site development plans for the existing motorcycle sales building and storage building were designed by Green Way Engineering, Inc. ("GREENWAY"), titled "Winchester Harley Davidson", SP #07- 04, and Potesta & Associates, Inc. ("POTESTA"), SP #78-05, respectively. The proposed auxiliary parking will have an access road connecting to an existing parking lot. It Will include curb and gutter access road, handicap ramp, and a parking area. The parking area will allow for 156 parking spaces, IIICILIding 4 handicap parking Spaces. Drainage will be collected in tour DI -I drop fillets and two CLlrb-clltS, the storm system will outtall into an existing channel and into a proposed 36" RCP pipe Linder the parking lot access road. The south side curb -cut will flow into the same proposed 36" RCP pipe, and the north CLli-b-CLit Will flow Into an existing 36" RCP (S4), which will collect all the storm hater froth onsite and of('site and take It thl'ollgh to all existing Storniwater Management Pond, designed by GREENWAY on their Site plan. It is POTESTA's Understanding that the GREENWAY design of the storm Water management (SWM) system of the site took into account the future development of the Harley Davidson property, as well as the future development of adjacent property within the offsite drainage area to the pond. Also, POTESTA determined during the design of the site development plan for the existing storage building, which is located within the area GIZEENWAY determined for future development that the increase in storm water flow dLIC to the addition of the Storage blllldlllg and Its associated parking were within this capacity of the SWM pond. The location of the proposed auxiliary parking lot is also within this future development area determined by GREENWAY. Therefore, this calCUlatlon brief will detail POTESTA's evaluation on whether the GIZEENWAY SWM design will accept the increase of stormwater runoff created by the proposed auxiliary parking lot, and that further modification of the existing SWM Culverts, drop inlets, and retention pond will not need to be modified. 2.0 EVALUATION OF THE IMPACT THE PROPOSED STORAGE BUILDING WILL HAVE ON TIIE EXISTING STORMWATER MANAGEMENT Stormwatcr \lanagenrent & Engineering Calculations Brief for 1Vinclies ter I IitHey Davidson (0103-07-0496); February, 2008 Page I GREEN WAY used the Modified Rational Method to determine the peak runoff ]lows for 2, 10, and 100-year design storm for the site to design the SWM pond. They also presented the 10-year design storm data to size the storm inlets and culverts. We evaluated this site using the Rational Method with the 10-year design storm to verify both the culvert and the detention pond affected by the proposed auxiliary parking lot. 2.1 Greenway Design The location of the existing storage building and the proposed auxiliary parking lot is within the 2.52 acre onsite drainage area and 5.20 acre offsite drainage area designated by GRCLNWAY (See Figure 1 and 2 in Appendix A,) which drains to the storm inlet of a 3 foot diameter concrete culvert (S4). GRCCNNVAY estimated the "run-off' coefficient value (C) to be a conservative C = 0.70 for this area, which is consistent with "light industrial" areas (approximately 65%t impervious.) The combined post development peak flow G'om these two drainage area, draining to S4 and then to the pond was estimated by GRCLNWAY to be 36.21cfS. (See Figure 3 in Appendix A and following table.) The proposed grading of the parking lot will drain into two different areas, but will be collected at structure S4 designed by GRCLNWAY to handle the offsite area (5.20 ac) and the 011SItC futurC devClop111CI1t al'ea (2.52 ac). (See Figure 5 in Appendix A.) To evaluate the impact the proposed storage building will have on the SWM system, the existing "weighted" I'llllolf coefficicnt for the onslte and offsite 7.72 acres for the exiting storage bulking and the proposed auxiliary parking was used instead of the conservative value of the 0.70. Using the runoff coefficients of "impervious" (C = 0.90) and "grass" (C=0.30), we estimate the existing condition "weighted" runoff coefficient value for this area to be approximately, C = 0.53. These values exceed both the estimated 10-year design Storm runoff shown above. 2.4 Storm Drain System and Curb -Cut Sizing The grading of the proposed auxiliary parking is designed to collect the 10-year design storm using VDOT Type DI-1 drop inlets, located in the middle of two driving lanes and some Of the flow will go to two curb -cuts. The remaining area includes the drainage going to Curb-CLIt 2 located on the northeast side of the parking area, the existing storage building, and the existing grading (3.65 ac) will drain into structure S4. All inlets and curb -cuts were designed using HAESTAD Methods, Inc.(I-IEASTEDS) FlowMaster 1i " 2005 and the culvert under access road using HAESTAD CulvertMaster(li " version 9.0. All storm sewers were designed using HAESTAD StormCAD v 1.5. For all storm C0111I)LItatlons, see Appendix B. 2.5 Rip -Rap Siring The slope leading fi•om curb -cut I to the existing Channel is 33%; therefore, the maximum velocity for the slope leading from curb -cut I to existing channel is 4.48efs (10 year storm peak runoff). A trapezoidal Channel using rip -rap of 6 inches in diameter (00=6) yields a velocity of 2.63fps, less than the maxinlunl is allowable velocity of 6.2fps for d50=6 rip -rap stone. See spreadsheet and charts in Appendix B. The slope leading fi-0111 curb -cut 2 to invert of S4 is approximately 33%, therefore, the nlaxin11.1111 velocity for 3.66efs (10-year storm peak runoff).
