This site plan is approved for the construction of a new industrial complex (five phases) located on Tyson Drive in the Stonewall Industrial Park in the Stonewall Magisterial District. Some of the required site improvements include the following: Complex Total • Phased construction of four buildings totaling 60,000 square feet (five phases). • Construction of parking lots with a total of 79 spaces (8 handicap spaces), including curb and gutter, landscaping, striping, and handicap access. • Six loading spaces and screened dumpster locations. • . Sidewalks and landscaping as shown on the site plan. • One freestanding sign as shown on the site plan. Building Phases • Phase 1 — 12,000sf building that consist of a 9,946sf fabrication shop and 4;108sf of office. Phase 1 also consists of a screened outdoor storage area. • Phase 2 — Removal of the phase 1 outdoor storage area and construction of a I0,000sf warehouse addition to the Phase 1 building. • Phase 3 — 9,000sf six unit building (office/warehouse). • Phase 4 - 9,000sf six unit building (office/warehousc). • Phase 5 — 20,000sf building that consists of 14,000sf of warehouse and 6,000sf of office. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with five (5) copies of the approved site plan. Please forward these copies to the appropriate representative(s). At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments Outdoor Storage Screening. Chain link with slats is not permitted for screening. A board on board fence needs to be provided or evergreen trees need to be planted around the entire area. 2. Legal References. Provide legal reference on the coversheet. Loading Areas. It is realized that the use of the proposed buildings is unknown. When reviewing site plans and making suggestions it is not intended to "cost citizens money", simply to ensure that there is adequate loading for each unit. The phase 3 and 4 buildings have a total of 12 units and this plan shows them having to share one loading space that is not even adjacent to their building. Demonstrate that two (2)-year runoff from the site does not overtop banks of natural channels and does not cause erosion. 2. Demonstrate that closed storm sewer systems contain the ten (10)-year storm. Provicie calculations and show ten (10)-year HGL in the storm sewer profiles. 3. Provide responsible party and maintenance plan for the proposed detention facilities. 4. Provide energy dissipaters at the outfall of all detention facilities. 5. Provide calculations clemonstrating that onsite ditches are adequate. 6. Demonstrate that sheet flow leaving the site does not cause erosion on adjoining properties. 7. Signage notes changed on cover and plans as required. 2. I'm sorry for the original parking calculation. I reworked the calculations and have the correct square footage. 3. The use and square footage of each phase is shown. I have added lines to the landscaping plan to indicate the phases better. 4. The fence is to be chain link with slats to shield area. The notes have been changed. Two gates have also been indicated. 5. The note required is already on the cover sheet. 6. At this point it is unknown how these buildings will be used and accessed. The code only requires loading zones of 12'x45' areas. Change your code or stop costing citizens money. 7. 1 added the shield detail to sheet 6. 1 don't see in the code where this is required. Please let me know where it is. 8. There are no legal references for the easements. The requirement is contained in the Stonewall Industrial Park covenants.
