The site plan is approved for the construction of a new Aldi Store which consists of a 16,854 foot building located off of Valley Pike (Route 11) in the Kernstown Commons Development. Required site improvements include the following: Construction of a parking lot with 88 spaces (including four handicap accessible), including curb and gutter, striping, handicap access and landscaping. One monument sign that shall not exceed 12feet in height and 50sf in size. Sidewalks and landscaping as shown on sheet 4 of the plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Virginia Department of Transportation We have reviewed your comment letter dated March 7, 2008 in regard to the above referenced project. We offer our responses to your comments below in italics: Comment (1) Coversheet: On the covershect the following needs to be provided: the signature block for the Zoning administrator, engineer's seal, magisterial district and a vicinity slap. Response: The signature block for the zoning cidminisircilor, engineer's seal, cind vicinity Map have been included on the plan. The magisterial district has been included within the title block on all plcm sheets. Comment (2) General Notes: On C 1, provide the following notes: (1) All outdoor lighting must be shielded to prevent glare onto adjoining properties and road right-of-ways, and (2) All Utilities must be underground. Response: The requested notes have been added to the plan. Comment (3) Curb and Gutte►•: As stated at the TRC and required by the Zoning Ordinance, curb and gutter (CG-6) needs to be provided around all parking spaces; provide curb and gutter as indicated on sheet C1. Also the typical curb and gutter detail note needs to reference a page in the site plan. Response: CG-6 curb and gutter has been provided around all parking spaces. The curb and glitter detail note on the site plan (sheet Cl) has been revised to re, rernce Detail sheet CS. Comment (4) Light Pole Location: The light poles can't be located within the middle of parking bays. The poles need to be relocated to be within the parking islands or additional islands need to be provided to accommodate the pole locations. Response: The proposed light poles have been relocated to the landscape islands and lawn areas. Comment (5) Required Parking: On the coversheet under required parking, utilize the county's retail calculation for parking spaces (1/200so. Response: The parking note has been revised accordingly. Comment (6) Directional Arrows: Directional Arrows need to be provided throughout the parking area of the development. Response: Directional Arrows have been added throughout the parking area. Comment (7) Legal References: Legal references need to be provided for all existing easements. Response: Legal references have been added for all eaasting easements. Comment (8) Sidewalks: A sidewalk needs to be provided along the fi-ontage of the site as indicated on sheet C 1 with ramps at the intersections. Response: A sidewalk with ramps at intersections has been added along the frontage q the site. • Page 2 Comment (9) Drive Aisle: Sheet C 1 states that the eastern drive aisle will be constructed but there is no such note for aisle on the other side. Indicate who is responsible for the other drive aisle and provide a note that it must be completed with the site improvements for ALDI. Response: A note has been adcled to the Site Plan indicating that the drive aisles are to be constructed by others. Comment (10) Lighting Plan: Details of pole lights need to be provided in the site plan along with the type of fixture being used. Locations and details for any proposed building mounted lighting needs to be provided as well. Response: Cut Sheets oj'pole lights and building mounted lights have been provided as a separate attachment. Comment (11) Pavement Detail: Provide a concrete sidewalk detail in the site plan. Response: A concrete sideialk detail has been provided on Detail Sheet C5.1. Comment (12) Landscaping Notes: On sheet C4, notes need to be provided that state (1) all planting shall conform with § 165-36B of the Frederick County Zoning Ordinance (Plant selection, planting procedure, and maintenance), and (2) any plant substitutions must be approved in writing by the Frederick County Planning Department. Response: The requested notes have been inchncled on sheet C4. Comment (13) Interior Landscaping and Islands: Interior landscaping requires deciduous trees within the parking lot islands. The plan shows shrubs within some of the islands and needs to be revised as indicated on sheet C4. Response: Deciduous trees have been provided in all interior lanulscape islands as requested. Comment (14) Evergreen Shrubs: Evergreen shrubs need to be provided along the parking bays that face other properties and roads. These shrubs need to be provided as indicated on sheet C4 and must be 36" at time of planting. Response: Evergreen shrubs have been provided in the locations requested. All shrubs will be 36" at time ofplanting. Comment (15) Perimeter and Interior Tree Types and Numbers: The perimeter and interior trees must be deciduous trees that are planted at a minimum of 2" caliper; evergreen trees cannot be substituted. This site requires a minimum of 51 deciduous trees. 0 Page 3 t 0 • Response: All proposed perimeter and interior trees are reguu-ed to be a minimum of 2" caliper at time of planting. Evergreen trees have been replaced with deciduous Imes on the landscape plan. A total of 53 deciduous trees are proposed at the site. ALDI is looking to begin construction as soon as possible. Any assistance you can provide in expediting the approval would be greatly appreciated. We anticipate being able to provide you with the approvals from the Frederick County Sanitation Authority and the Frederick County Department of Public Works soon. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Coversheet. On the coversheet the following needs to be provided: the signature block for the zoning administrator, engineer's seal, magisterial district and a vicinity map. 2) General Notes. On C1, provide the following notes: (1) All outdoor lighting must be shielded to prevent glare onto adjoining properties and road right-of-ways, and (2) All utilities must be underground. 3) Curb and Gutter. As stated at the TRC and required by the Zoning Ordinance, curb and gutter (CG-6) needs to be provided around all parking spaces; provide curb and gutter as indicated on sheet C 1. Also the typical curb and gutter detail note needs to reference a page in the site plan. 4) Light Pole Location. The light poles can't be located within the middle of the parking bays. The poles need to be relocated to be within the parking islands or additional islands need to be provided to accommodate the pole locations. 5) Required Parking. On the coversheet under required parking, utilize the county's retail calculation for parking spaces (1/200sf). 6) Directional Arrows.
