The above -referenced site plan was approved on August 19, 2008. The site plan is approved
for the construction of a new emergency vet clinic located on Costello Drive in the Shawnee
Magisterial District. Required site improvements include the following:
Construction of a parking lot with 70 spaces (InClUding three handicap accessible),
including curb and gutter, striping, handicap access and landscaping.
One loading space and a screened dumpster at-ca.
Sidewalks and landscaping as indicated on the plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
site plan, including review agency comments from all relevant review agencies. I am
providing you with six (6) copies of the approved site plan. Please forward these copies to
the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be
kept for future reference, and an approved copy must be kept on the Construction site
throughout the development process. Once site development is complete, the owner(s)
should contact this office to schedule an on -site inspection. Do not hesitate to contact me if

We are in receipt of your conullents from August 7,2008 and offer the following responses:
Comments from Frederick County Planning
Comment 1: Sheet 6-Lighting Detail: Show lighting lens detail. Reference to Flat Lens.
Response: Note 5 on sheet 6 has been revised to state the details for the lens and pole are shown
on Sheet 13 of this plan set. Also, the note has been expanded to call out a flat lens. The detail on
sheet 13 has been updated, showing the box for each option marked.
Comment 2: Sheet 14-Bernr/Fence: You need to label whY the berm/lenc•e is not needed.
Response: The existing topographic berm in this location has been labeled as being 8' Ill height.
With this berm being 8' Ill height, there is no need for the fence in this location. To provide for a
better screen of the adjoining property owner, we have planted the landscaping screen along the
top of the berm.

We have received your revised site plan dated April 23, 2008 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval (plans stamped w/ VDOT approval signature dated July 18, 2008) .
The appropriate land use permit may now be applied for to cover work within the Route 522
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Greg, we never did get an email from VDOT saying this plan was approved and now Candice at Frederick County
is requesting a copy of the approval email. Would it be a problem to generate that email for the files? We have
already have a copy of the stamped approved plans and I copied the stamp but that apparently wasn't enough.

Dear Randy:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
1. BRL's. The site plan references 15 foot side and rear setbacks. The setbacks in
the B2 for the side and rear are 0, not 15 feet.
2. Phases. As indicated on the coversheet, the development should be broken up
into phases.
3. Crosswalk. Provide a crosswalk at the site entrance.
4. Outdoor Lighting. A detail of any pole or wall pack lighting needs to be
provided on the plan. The height of the light poles needs to be shown as well.
5. Outdoor Dog Yard. On the coversheet, provide a note that states that outdoor
dog yards are not permitted and that all animals will be kept within the fully
enclosed primary structure.
6. Dumpster Screening. On sheet 13, revise the dumpster screening as indicated.
7. Chain Link Fence Detail. It appears that the chain link fence detail on sheet 13
needs to be removed.
8. Deciduous Trees. On the landscaping plan, 23 deciduous trees are required, but
the plan and the schedule only account for 22.
9. Evergreen Shrubs. The evergreen shrubs need to be 36 feet at time of planting.
10. Rear Berm. Ensure that the berm labeled as screening the rear parking spaces
screens the entire area as indicated on sheet 14.

1. Vicinity Map -The provided vicinity map is unclear and does not display the
property's boundaries effectively. Provide a map that outlines the parcel and the
adjoining parcels.
2. Boundary Survey -Provide the date that the boundary survey was performed.
3. Signs -Provide dimensions of any proposed signs for this property.
4. Future Building -The corner of the future building appears to be infringing upon
the 15' BRL. Adjust the building so that it does not extend into this setback.
5. Dog Yard -Outdoor dog yards are not allowed in the B-2 Zoning District. § 165-
82(1) of the Frederick County Zoning Ordinance states that veterinary offices
must keep all activities and animals within the fully enclosed primary structure.
6. Area -Provide the area of the porte-cochere and the area of the overhang.
7. Curb and Gutter -Access to the main entrance from the porte-cochere should
also be handicap accessible. Provide the curb and gutter necessary to
acconunodate these needs.
S. Curb and Gutter -Provide a profile of the CG-I I entrance.
9. Stop Sign -Provide a stop sign for exiting the property.
10. Lighting -Proposed lighting location should be provided. Also, provide a profile
of proposed fixtures.
11. Landscaping -Tagus grandifola and Ilex glabara are not acceptable plants
according to § 165-36 B of the Frederick County Zoning Ordinance.

We are in receipt of your comments dated July 24, 2008 and offer the following responses:
Comments from Frederick County Department of Planning and Development
Comment 1: BRL's. The site plan re'rences 15foot Side and rear setbacks. The setbacks in the
B2 for the side and rear are 0, not 15 feet.
Response: The notes on the covcrsheet have been changed and line -work In the plan set has been
removed to correctly show that there is no BRL.
Continent 2: Phases. As indicated on the covcrsheet, the development should be broken up into
phases.
Response: A Project Phasing section under Project Information on the covcrsheet has been added
to show the phases.
Comment 3: Crosswalk. Provide a crosswalk at the site entrance.
Response: Striping for the crosswalk has been added to the plans, sec sheet 5.
Comment 4: Outdoor Lighting. A detail of cmy pole or hall pack lighting needs to be provided
on the plan. Die height of the light poles needs to be shown as well.
Response: Lighting specifications and pole height information is shown on sheet 6 of the plans.
The detail for the pole has been added to sheet 13 of this plan set. At the current time, there are
no wall pack lights for this project.
Continent 5: Outdoor Dog Yard. On the coversheet, provide a note that states that outdoor dog
Yards are not permitted and that all animals will be kept within the fully enclosed primary
structure.
Response: A note has been added to the Project Information area of the covcrsheet.

Response: The dumpster detail has been revised.
Comment T Chain Link Fence Detail. It appears that the chase link fence (letall on sheet 13
needs to be removed.
Response: The chain link fence detail has been removed from the plans.
Comment S: Deciduous Trees. On the lan(l.s•caping plan, 23 deciduous trees are required, but
the plan and the schedule only account for 22.
Response: The calculations are correct and an additional tree was added to the plan.
Comment 9: Evergreen Shrubs. The evergreen shrubs need to be 36feel al time of'planting.
Response: The sire column on the planting schedule, found on Sheet 14, has been revised to
show the nllilllllll►11 of 36-Inch height at tinle of planting.
Comment 10: Rear Berm. Ensure that the berm labeled as screening the real" parking spaces
screens the entire area as indicated on sheet 14.
Response: The berm along the parking is approximately 3.5' in height, thus this is adequate for
the screening to protect the adjoining property owner.
Comment ]I: Zoning District Buffer. 77ie zoning dlsYl"lc.t banner at the rear of'the properly is
labeled, but there are no buffer elements provided.
Response: A landscaping screen is now shown along this property line. The plantings are to be
installed at the top of the slope, along the property line. By doing this, the 8' height of the
existing topographic berm will alleviate the need for a fence.

Animal Hospital and Clinic shall comply with The Virginia Uniform Statewide Building Code
and section 304, use group B (Business), of the International Building Code/2003. Other Code
that applies is IBC/ANSI Al17.1-03 Accessible and Usable Buildings and 1 acilities.
Proposed 12640 sq ft building (additional 4000 sq ft future addition) shall meet height and area
of T503 IBC with applicable increases. Site plan does not indicate incoming sprinkler system.
Ventalation per International Mechanical Code. Building is required to be equipped with an
accessible route from parking area to main entrance. All required egress shall comply with ANSI
Handicap. Question on unloading area and sidewalk. Please indicate elevation points.
