The overall plan needs to show the entire ten foot asphalt path along Route 11, the signals planned at the site entrances and the alternative entrance detail (cul-de- sac) for the northern -most entrance if the break is not approved. The ten foot path needs to be shown along the entire frontage and the note that now states it is "proposed by others" needs to be removed, as this path is the responsibility of the overall developer. Response: Complied. We have shown the asphalt train as designed by others for information purposes only. We have also provided a reference to plans for the construction of the northern entrance which contains signage requirements. Finally we have shown the alternate entrance per previous plan. 2 Comment: Limits of Use. There was a limit of use narrative approved by Frederick County and VDOT with the original site plan that needs to be provided on this plan. Response: Complied. Please see sheet 2 for narrative. 3 Comment: SI nq age. The revised site plan now shows a new monument sign at the entrance. We have removed the reference to office in the plan for this building. 6 Comment: Building 4 Parking. The retail portion of this use requires 64 spaces not 52. Response: Complied. See sheet 2 for revised computations. 7 Comment: Dumpster Screening. A detail for the screening to be used around the dumpsters needs to be provided in the plan. Sheet 4 only shows the dumpster pad; the fencing for the Kernstown Commons Phase 2 9 • Page 2 of 2 dumpster needs to be shown. Response: Complied. See sheet 4 for fence detail. 8 Comment: Building 3 Parking. The spaces adjacent to the rear of building 3 must have curb and gutter and landscaped islands. Response: Complied. We have revised the parking and added the required landscaped islands. 9 Comment: Crosswalks and Ramps. Crosswalks and ramps need to be provided as indicated on sheet 2. Response: Complied. We have added the requested ramps and crosswalks; see grading sheets. 10 Comment: Tree Numbers. There are 239 trees required and shown but the plant list only adds up to 209. Response: Complied. We have revised the plant material totals as necessary. 11 Comment: Lighting Notes. A signed site plan application needs to be provided. Response: Complied. The application was signed when these comments were picked up. 2 Comment: Overall Plan. The overall plan needs to show the improvements to Route 11, the ten foot asphalt path along Route 11, the signals planed at the site entrances and the alternative entrance detail (cul-de-sac) for the northern -most entrance if the break is not approved. Response: We have provided references for the improvements located in the VDoT ROW for the trail and ultimate entrance design. Signalization for the entrances will be coordinated with VDOT to determine when the lights will be required. This will coincide with the construction of the northern entrance. 3 Comment: Limits of Use. The limits of use designation text from the original site plan needs to be provided on this plan. Response: Complied. The line was labeled, however, it was difficult to see. We have increased the size and provided leaders to the line. 4 Comment: Site Acreage. The site plan total acreage does not match the site plan application submitted. Response: Complied. We have adjusted the Areas. 5 Comment: General Notes. On sheet 2, provide the following notes: (1) All outdoor lighting must be shielded to prevent glare onto adjoining properties and road right-of-ways, and (2) All utilities must be underground. Response: Complied. See sheet 2 general notes 17 & 18. 6 Comment: Building Uses and Numbers. Show the use on each building as indicated on sheet 3 and provide the size and dimensions for each building as well. For the building on lot 5, the building should be called building 4 instead of another building 1. Response: Complied. We have renumbered the buildings. Kernstown Commons Phase 2 • . Page 2 of 4 Comment: Signage. Show the location of any existing freestanding signage located on the site. Please note that no other freestanding signage will be permitted on the site, only building mounted. On sheet 2, a note needs to be provided that states the above and that all signage must meet § 165-30 of the Frederick County Zoning Ordinance. Response: Complied. We have shown the existing signs located on the project as well as those proposed signs approved on the previous site plan. There are 2 existing signs and we are proposing 1 additional monument sign near lot 5. We are showing a future monument sign to be used for Lot 1. Finally we are showing a "pylon type" sign to be located near Interstate 81. All these signs were previously shown on plans prepared by PHR&A and reviewed by Frederick County. 8 Comment: Parking Numbers. The parking numbers shown on sheets 2 and 3 don't match. The lot 3 and 5 calculations state that there are 846 total spaces being provided, but when the spaces on sheet 3 are counted, there are only 818 total spaces. Response: Complied. We have revised the total number of spaces for the site and verified the numbers. 9 Comment: Lot 5 Parking. All parking spaces need to have landscaped islands at the end of the bays; revise as indicated on sheet 4. Response: Complied. See sheet 4 for the revision. 10 Comment: Lot 5 Dumpster. A concrete dumpster pad needs to be shown for the dumpster area. Response: Complied. See sheet 4 for a typical dumpster pad to be used with these plans. 11 Comment: Lot 5 Entrances. Ensure that the entrances being provided for this site will align with the entrances that will be provided for lot 4. Response: We acknowledge your comment on this, however, we respectfully request the curb islands remain as shown. Since this travel way will act more as a drive isle for parking than an street, we do not feel it is necessary to align the entrances between lots 4 and 5. 12 Comment: Building 2. Curb and gutter (CG-6) needs to be provided along the faces that front the building. Response: Complied. The existing CG-6 will remain and be used for this lot and additional CG-6 will be constructed as necessary. 13 Comment: Building 1 Parking The parking spaces located behind building 1 need to have landscaped islands at the end of all bays and the dumpsters cannot be placed within the parking areas. Response: Complied. We have revised the parking and provided islands at the end of the parking bays. 14 Comment: Building 1 Dumpsters. It appears that the dumpsters for the two end buildings can be placed adjacent to the buildings next to the loading space, as indicated on sheet 5. Response: Complied. We have moved the loading spaces and dumpsters for the ends of building 1 out of the travel way. We have also provided an area for a loading space and dumpster near the middle of the building. Parking has been removed in this area and we feel we have provided sufficient area for vehicles to pass without being impeded by the load space. The spaces adjacent to the rear of building 3 must have curb and gutter and landscaped islands. Response: Complied. See sheet 6. 16 Comment: Building 3 Dumpsters. Dumpsters need to be provided for building 3. Response: Complied. We have added the required dumpster for this building. See sheet 5. 17 Comment: Sidewalks and Crosswalks. Sidewalks need to be provided and extended as indicated on sheet 2, and crosswalks provided. Response: Complied. We have provided the sidewalks as requested with the exception of the walk crossing lot 4 of the site. However, we have provided cross walks at both the east and west sides of lot 4 extending to the north side of the travel way in this area. 18 Comment: Loading Spaces. Loading spaces cannot be provided in the middle of a driving lane; all loading spaces shown within driving lanes need to be relocated. Also, all loading areas need to be striped. Response: Complied. We have moved all loading spaces into dedicated areas that will not impede the travel lanes. We have also indicated these areas to be striped. 19 Comment: Directional Arrows. Directional arrows need to be provided throughout the development. Response: Complied. We have provided directional arrows at key locations to aid in traffic flow through the development. 20 Comment: Dumpster Screening. A detail for the screening to be used around the dumpsters needs to be provided in the plan. Response: Complied. See sheet 4 for typical detail of screen for a dumpster. 21 Comment: Landscaping Plan. Under the site notes, note 1 needs to be revised to show 165. Response: Complied. See sheet 17. 22 Comment: Tree Numbers. The site requires 211 trees, 188 are shown, and the remainder are proposed within the Route 11 landscaping. The location of these 23 trees needs to be shown on the landscaping plan. Also, the total number of trees and shrubs by type needs to be shown on the plan. Response: We have revised the landscaping calculations based on individual lots for each building. The Route 11 plans for the trail and landscaping proposed within the VDoT ROW show 11 trees to be proposed in the area abutting lot 5. We have revised our calculation to provide all but these 11 trees proposed by others. The site plan has been referenced. 23 Comment: Response: Tree Locations. The perimeter trees should not be clumped together along the side property line; the trees need to be distributed more throughout the site. The trees could be provided as indicated on sheet 17. Complied. We have distributed the trees through out the site were practical. To help screen the rear of the buildings from 1-81, the trees along the rear of the site should be six foot evergreens instead of deciduous. Generally, all perimeter trees must be evergreen but due to the location, evergreens along the rear would be more appropriate. Response: Complied. We have provided a mix of canopy and screening trees along the areas facing 1-81. 25 Comment: Easement/Adjustment Sheet. The information on sheet 18 needs to be provided to the Zoning Administrator on a plat and needs to be approved and recorded. Response: A Boundary Line adjustment for lots 3,4 & 5 is being processed at this time. As the review process continues and utilities are finalized based on comments, a subdivision and easement plat will be prepared and submitted for approval and recordation. 26 Comment: Lighting Plan. A lighting plan needs to be included that shows the type of lighting to be used on the site. Details of any wall mounted and pole lights need to be provided in the site plan. Response: We have shown the proposed location for lighting on the landscape plan and provided notes regarding the size and type of lights to be installed. We have also added the lights must be shielded to prevent glare and any building mounted lights shall be reviewed with the building specific architecture. Sincerely, /- (a& David E.
