Dear Kurt:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on June 17, 2005. The site plan is approved for the construction of a new Elementary
School The new elementary school will be located on Charming Drive in the Lynnehaven Development in the
Red Bud Magisterial District. Required site improvements include the following:
• Construction of a parking lot with 190 spaces (including siX handicap accessible), including curb and
gutter, striping, handicap access and landscaping.
• Ten bus parking spaces and a paved fire lane around the school building.
• A soccer field and a play area.
• Removal of all residential driveway curb cuts on Woodrow Road and Lynnehaven Drive and the
replacement of the curb and gutter.
• Sidewalks along Woodrow Road and Lynnehaven Drive.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including
review agency comments fi-om all relevant review agencies. I all, providing you with five (5) copies of the
approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the
owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the
construction site throughout the development process. Once site development is complete, the owners) should
contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions.

Elementary School Building shall comply with The Virginia Uniform Statewide Building Code
and section 305, use group E (Educational), of the International Building Code/2003. Other Code
that applies is IBC/ANSI Al 17.1-03 Accessible and Usable Buildings and Facilities.
Proposed single story 100600 sq ft school shall meet height and area of T503 IBC with
applicable increases for type of construction. Site Plan indicates fully sprinklered building. All
required egress shall comply with ANSI Handicap. Sidewalks, curbramps, and parking appear to
meet accessibility. Accessible route shall maintain max 1:20 slope. Ramps required and shall be
designed and submitted if exceeding 1:20 slope. Thresholds shall not exceed z". Handicap
parking shown, HC Parking Signage per USBC 1106.8. Accessible route from parking to
entrances shall meet ANSI/Al 17.1-03 Section 302 for surface. Question on sidewalk
elevations as indicated on plans, sheet 11 of 17, across sidewalk and doorways/landings.
Building FF elevation indicates 10+' of fill. Engineer design required on
footings/foundation/and compaction of fill.
This type structures shall be subject to special inspections according to chapter 17 of the IBC.,
(soils, concrete, etc.).

This is to acknowledge receipt of your revised plans with latest revisions dated 5/27/08 for the
referenced project. The plans appear satisfactory and are approved. Please advise the developer
accordingly. Please provide 5 sets of approved construction plans with signed seal for VDOT
distribution. Please address the following items on the final plan sets:
1. On sheet 1 in the `Revisions' block, please show the latest revision date of any plan sheet in the
plan set, since this is the only sheet that is stamped with the VDOT approval and it is important
that this sheet indicate the latest revision.
2. Remove all existing guardrail shown on plan sheets 4, 5, 7, 9, 11, 12, and 13, since no guardrail
has been installed along Channing Drive. The only required guardrail is that shown as proposed
on dle plans.
Please provide the separate plan set showing the roadway signs and markings for VDOT review and
approval as soon as possible.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such that
additional measures are warranted, such measures shall be completed to the satisfaction of the
Department prior to inclusion into the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of
time. VDOT will also require 48 hours notice for inspections.
• Land use permits will not likely be required since the affected roadways have not yet been accepted
into the State secondary system. Should that change prior to construction, the appropriate land use
permits shall be obtained before any work is performed on the State's right-of-way. The permit is
issued by this office and will require a minimum processing fee, surety bond coverage, and the
salary & expenses of a State assigned inspector.
• Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This

is the developer's responsibility.
• Any signs to be installed will be in accordance with the Manual on Uniform Traffic Control Devices
(MUTCD), 2003 Edition. The plans for roadway signs and markings need to be submitted for VDOT
review and approval.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled
completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement
settlement.
• A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior to issuance
of any land use permit. Dedication should be made to the Commonwealth of Virginia.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for
drainage easements or additional right-of-way required for implementation of this proposed project
should be provided for VDOT review prior to issuance of any land use permit.

We are in receipt of the comments dated March 6, 2008 and offer the following responses:
Comments from Frederick County Planning
Comment 1: Transportation Narrative. The transportation narrative on the MDP regarding the
barricading of Channing Drive needs to be provided on the site plan.
Response: Transportation narrative has been added to Sheet 2 of the plan set.
Comment 2: Existing Curb Cuts. The narrative on the MDP regarding the elimination of all
existing curb cuts that were provided for driveways needs to be provided on the site plan.
Response: Curb cut and sidewalk narrative has been added to Sheet 2.
Comment 3: Sidewalks. A connection from Lvnnehaven Drive to the school building should be
provided for increased walkability, and while there are topography constraints along Channing
Drive that may make a sidewalk adjacent to the road difficult, a trail or sidewalk that may not be
adjacent to Channing Drive but serves a similar purpose should be provided. Also, all sidewalks
and trails should be shaded for clarification.

Comment 4: Easements. Provide legal references for all existing easements.
Response: Legal references to easements have been added as requested.

Comment 6: Curb and Gutter. Curb and gutter heeds to be provided along the parknig spaces

Parks and Recreation.

Comment 9: Lighting. Provide the location of any feestandnrg or wall pack lighting proposed

approved in wriling by the Frederick County Planning Department.

Comment H: Evergreen Hedges. The evergreen parking lot hedges need to be 36 inches in
height at time of planting and additional hedges need to be provided as indicated on sheet 15.

planting schedule.
Comment 12: Existing Houses. Evergreen trees should be provided arornid the two existing
houses adjacent to the school for screening.

At the March 19, 2008 Plaiming Commission n1ecting, staff will present the site plan for the 12"'
Elementary School to the Planillilg COI111lliSS1011 fOr review. CLIStOmarlly, projects involving public
facilities are brought before the Planning Commission prior to site plan approval. A representative of
the Frederick County Schools and GreCllway CIighicerhig will be present during the Planning
COilmiission meeting. The new elementary school will be located on Challlling Drive within the
Lynnehaven Development in the Red BLId Magisterial District, anti construction of the school itself
is anticipated to begin this spring.
Staff has reviewed the site plan and has identified one main issue with the site which deals with
walkability. While the site does provide a trail from the sidewalk on Woodrow Road to the school
building, there is 110 such C01111CCtion to the sidewalk on Lynnehaven Drive and there are no
sidewalks along Channing Drive. It appears that a trail could be provided from Lynnehaven Drive to
the school building, and while there are topography constraints along Channing Drive that may make
a sidewalk adjacent to the road difficult, a trail or sidewalk that may not be adjacent to Channing
Drive but serves a similar purpose should be looked at by the applicant.

Elementary School Building shall comply with The Virginia Uniform Statewide Building Code
and section 305, use group E (Educational), of the International Building Code/2003. Other Code
that applies is IBC/ANSI Al 17.1-03 Accessible and Usable Buildings and Facilities.
Proposed single story 100600 sq ft school shall meet height and area of T503 IBC with
applicable increases for type of construction. Site Plan indicates fully sprinklered building. All
required egress shall comply with ANSI Handicap. Sidewalks, curbramps, and parking appear to
meet accessibility. Accessible route shall maintain max 1:20 slope. Ramps required and shall be
designed and submitted if exceeding 1:20 slope. Thresholds shall not exceed %2". Handicap
parking shown, HC Parking Signage per USBC 1106.8. Accessible route from parking to
entrances shall meet ANSI/Al 17.1-03 Section 302 for surface. Question on sidewalk
elevations as indicated on plans, sheet 11 of 17, across sidewalk and doorways/landings..
Building FF elevation indicates 10+' of fill. Engineer design required on
footings/foundation/and compaction of fill.
This type structures shall be subject to special inspections according to chapter 17 of the IBC.,
(soils, concrete, etc.).

Dear Mr. McVeigh:
Upon review of the site plan received February 12, 2008, we offer the following
comments:
1. Show ten (10)-year HGL in the storm sewer profiles. Storm run 25-26 does not appear to
have adequate capacity.
2. Indicate the proposed limits of clearing and grading.
3. Provide RLD signature block on the subject set of plans.
4. All silt fence shall be wire reinforced, replace detail on Sheet 6.
5. Drop inlets in areas accessible to the public will require a smaller grate opening; specify
type II grate on plans.
6. Show required baffle in sediment basin.
7. Provide an anti -seep collar design for the sediment basin
8. Provide the dewatering structure details for the proposed sediment basins. The details
shall include elevations, type of structures, pipe sizes, etc.
9. The drainage areas listed in the storm sewer comps and those in the inlet comps do not
match.

Dear Kurt:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. "phis site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staff's comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1. Transportation Narrative. The transportation narrative on the MDP regarding the barricading
of Channing Drive needs to be provided on the site plan.
2. Existing Curb Cuts. The narrative on the MDP regarding the elimination of all existing curb
cuts that were provided for driveways needs to be provided on the site plan.
3. Sidewalks. A connection from Lynnehaven Drive to the school building should be provided for
increased walkability, and while the are topography constraints along Channing Drive that may
make a sidewalk adjacent to the road difficult, a trail or sidewalk that may not be adjacent to
Channing Drive but serves a similar purpose should be provided. Also, all sidewalks and
trails should be shaded for clarification.
4. Easements. Provide legal references for all existing easements.
5. Fencing. Show the location of any fencing being proposed on the site.
6. Curb and Gutter. Curb and gutter needs to be provided along the parking spaces that front the
school building as indicated on sheet 7.
7. Building Use. Indicate on the plan if any area of the new school will be utilized by Parks and
Recreation.
8. Dunipsters. Show the location of any proposed dunlpsters as a detail for the dwnpster screening.
9. Lighting. Provide the location of any freestanding or wall pack lighting proposed and provide a
detail of the lighting in the site plan.
10. Landscaping Notes. On sheet 15, notes need to be provided that state (1) all planting shall
confol'nl with §165-36B of the Frederick County Zoning Ordinance (Plant selection, planting
procedure, and inalntenance), and (2) any plallt Substitutions Must be approved ill writing by the
Frederick County Planning Department.

11. Evergreen Hedges. The evergreen parking lot hedges need to be 36 inches in height at time of
planting and additional hedges need to be provided as indicated on sheet 15.
12, Existing Houses. Evergreen trees should be provided around the two existing houses adjacent to
the school for screening.
13. Tree Locations. The trees should be spread around the entire site, not just consolidated around
the parking lot. Trees should be planted along Lynnehaven Drive and Wood Road to provide a
street tree effect.
After you have revised the site plan, please resubmit two copies so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required From the following agencies: the Virginia
Department of Transportation, the Frederick County Inspeclions Department, the Frederick County
Engineer, the Frederick County Fire Marshal, and the Frederick County Sanitation Authority.
