The site plan is approved for the construction often new office buildings on Airport Road (Route 645). Buildings A-G consists of 3,884 square feet and buildings I-I-J consist of 1,932 square feet. Required site improvements include the following: • Construction of a parking lot with 162 spaces (including 17 handicap accessible), including curb and gutter, landscaping, sidewalks, striping, and handicap access. • Construction of a dumpster pad with a six (6) foot wooden fence for screening. • Zoning district buffers along the north and west property lines that consist of a full screen. I am providing you with five (5) copies of the approved site plan. Please forward these copies to the appropriate representative(s). At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Plant Types. On sheet 6, Vlbul"num Is only allowed as ornamental landscaping, not screening. This plant needs to be changed to a deciduous tree, not a deciduous plant. 2. Plant Numbers. The detail for the parking lot landscaping contains 69 deciduous trees but the plant list only shows 68 parking lot trees; please revise to show the same number. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least Five copies of the final plan for approval. In accordance with the Code of Virginia, Section 15.2-2294, and the Federal Aviation Administration Notice of Proposed Construction, FAA Form 7460-1 is required to be filed with the Federal Aviation Administration with a copy forwarded to this office for record. Upon completion of the aeronautical study by the FAA, a copy must be forwarded to this office for final review comment. Any temporary construction equipment exceeding the overall height will require filing of a separate 7460-1 form with the FAA before construction begins. 2. Since this site lies within the flight pattern of the airport and is in close proximity to the runway approach surfaces we request all outdoor lighting be hooded and amber in color such as the type of light produced by high-pressure sodium light fixtures. This is a safety measure to shield bright lights from approaching and departing aircraft. 3. Due to the proximity of the proposed buildings within the established flight pattern, we are requesting that all outdoor lighting at this site be of a shielded type to minimize possible light pollution on aircraft entering the pattern for Runway 32. 4. Controlled burning should be prohibited due to the close proximity to the runway and since the property is within the flight pattern of the airport. Unsuitable materials should be hauled away from the construction site appropriately. 5. During the construction phase of the buildings, all cranes will be required to have an aviation obstruction flag and/or obstruction light visible during operations and must be lowered at night unless lit. Intended hours and dates of operation need to be coordinated with Airport staff no less than twenty-four hours prior to start. If these conditions are met, the Winchester Regional Airport Authority poses no objections to the proposed site plan for the Airport Office Park. However, if marking and/or lighting are accomplished on a voluntary basis, we recommend it be installed and maintained in accordance with FAA Advisory Circular 70/7460-1 K Change 1. The structure considered under this study lies in proximity to an airport and occupants may be subjected to noise from aircraft operating to and from the airport. This determination expires on 01/26/2007 unless: (a) extended, revised or terminated by the issuing office. (b) the construction is subject to the licensing authority of the Federal Communications Commission (FCC) and an application for a construction permit has been filed , as required by the FCC, within 6 months of the date of this determination. In such case, the determination expires on the date prescribed by the FCC for completion of construction, or the date the FCC denies the application. At this time, administrative approval carviot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Location Map. Increase the scale of the location map on the cover sheet to 1 "=2000'. 2. Adjoiner Information. Provide the adjoiner information across Airport Road. 3. Building Size. Due to the parking numbers required for each office building, the one-story office buildings should be located along the rear property line and the two-story office buildings should be located along the eastern side of the property lines. Three two-story office buildings require a minimum of 46 spaces and only 41 spaces are located in the back parking areas. 4. Zoning Notes. On the cover sheet under zoning notes, provide a note that all utilities will be located underground. 5. Dunipster Location. One dumpster for 32,984sf of office space does not appear to be enough. Another dumpster location should be considered and the enclosures should be sized to fit two dumpsters each. 6. Signage. This office park contains a large number of buildings and could potentially contain numerous businesses. One large monument style sign should be considered along Airport Road to advertise what is contained in the site instead of numerous pylon signs. On sheet 6, provide a statement that all plantings shall conform with § 165-36B of the Frederick County Zoning Ordinance and under note 11 state that any substitutions must be approved in writing by the Frederick County Plaruiing Department. 8. Landscaping Plan. Please increase the scale of the landscaping plan as it is difficult to read. Also, some of the trees should be shifted to provide a single row of deciduous trees along Airport Road. 9. Plant Types and Sizes. On sheet 6, under the parking lot landscaping list, the Juniper needs to be at least 36" in height at time of planting, and under the Zoning District list, the Juniper needs to be increased to four feet in height at time of planting. Also, the Viburnum needs to be changed to a screening tree allowed in the Zoning Ordinance. 10. Zoning District Buffer. Under the zoning district buffer calculations on sheet 6, 1037' full screen (three plants per ten feet=103.7 plants); this needs to be revised to (three plants per ten feet=3I I plants). Also, the buffer requires 1/3 deciduous trees to be included in the buffer and there are currently none located in the plant list or on the plan. This number needs to be revised on the cover sheet as well. 11. Zoning District Buffer Location. The buffer along the western property line should be shifted more towards the property boundary. 12. Plant Numbers. The detail for the parking lot landscaping contains 69 deciduous trees but the plant list only shows 67 parking lot trees; please revise to show the same number. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
