Department of Planning and Development will review the application to ensure that it is complete. If

Dear Austin:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on August 28, 2002. The site plan meets all requirements for development in the RA
Zoning District. Currently, there are no adverse comments by any of the required review agencies;
however, any future comments by these agencies should be addressed promptly. Below is a list of the
primary improvements of this development:
• Construction of a 12,000 square -foot building for use as a church in phase I of
construction and a 3, 600 square -foot building in Phase II
• Construction of 120 parking spaces, including six handicapped
• Parking spaces are to be delineated with striping and concrete wheel stops
• Planting of six Red Maples and 84 shrubs
At the time of the White Oak Road relocation, please submit to this department a copy of the details for
the future road and access to be constructed. I am providing you with five copies of the approved site plan.
Please forward these to the appropriate representatives. Furthermore, please advise the owner that a copy
should be kept for future reference and an approved copy must be kept on the construction site throughout
the development process. Once site development is complete, the owner should contact this office to
schedule an on -site inspection. This is required prior to the issuance of an occupancy permit by the
Department of Building Inspections.

We have received your revised site plan dated June 18, 2002 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide seven (7) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 756
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty

Dear Austin:
I have received the Macedonia Church site plan revision with changes perthe Planning Department's
comments and have a few items to add. I have enclosed a red -lined copy of the site plan to clarify
these concerns. Please note the comments I have made below.
Please provide a copy of the recorded plat for the recent boundary line adjustment.
2. The "existing parking area to remain" is not clearly shown on the site plan. Please include
dimensions, surface materials, and space demarcation.
3. Please indicate when the use of the temporary access road will discontinue and note this on
the site plan.
4. An addendum providing details should be provided with a VDOT comment before the future
road is constructed.
Please provide the location of Route 522/Front Royal Pike or the distance to the intersection
of Route 522 and Macedonia Church Road.
6. Staff notes that the landscape plan that was included in the first set of plans has been omitted.
Staff would encourage the implementation of landscaped islands at the end of the parking lot
bays and additional parking lot landscaping. Please provide details for the proposed hedges
and cypress screen currently shown on the site plan.
7. Please consider pedestrian access from the parking lot to the buildings. There is a side walk
proposed around the building, but no other means of pedestrian access.
