EROSION AND SEDIMENT CONTROL NARRATIVE
PROJECT DESCRIPTION
The purpose of this project is for the development of a 7.03 Acre tract of land located on the southwest side of Route 717, in the Fredrick County,
Virginia. The site is mostly undeveloped but has some existing structures and gravel roadways. The majority of the site drains by sheet flow in to
the south. The property is bounded by Route 717 to the north, and large residential parcels to the east, west and south.
EXISTING SITE CONDITIONS
The site consists of I major drainage area, consisting of 3 minor areas, and is presently covered with an adequate stand of native vegetation.
CRITICAL EROSION AREAS
All areas on this site will be considered critical erosion areas and shall be monitored daily. This site will be monitored during construction to ensure
excessive erosion is not taking place. The local governing body E&S Administrator, or their agent, will have the authority to recommend the
placement of additional erosion control measures in this area if it becomes evident during construction that the ones in place are not functioning
sufficiently.
EROSION AND SEDIMENT CONTROL MEASURES
Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to
minimum standards and specifications of the regulations. The minimum standards of the VESCH shall be adhered to unless otherwise waived or
approved by a variance.
STRUCTURAL PRACTICES
Construction Entrance: A construction entrance shall be constructed in the location shown on the plans to assist in the removal of sediment
deposits from construction traffic prior to entering the public right-of-way.
Inlet Protection: Will be constructed as shown on the plans.
Silt Fence: Will be installed as shown on the plans.
Diversion Dikes: Will be constructed as shown on the plans.
Outlet Protection: Will be constructed as shown on the plans to prevent scouring and degradation down slope of pipe outlet.
VEGETATIVE PRACTICES
Top Soiling: Topsoil will' be stripped from the site and stockpiled in an area determined in the field. Upon the completion of the project topsoil will
be placed on all disturbed areas at a minimum depth of 4 inches.
Temporary Seeding: all denuded areas left dormant for more than 30 days shall be seeded with a fast germinating iemporary vegetation. See
Table 3.31-B - Acceptable Temporary Seeding Plant Materials.
MANAGEMENT STRATEGIES
Construction of all offsite controls (piping, ditches &c), sediment traps, sediment basins, sediment barriers, diversions, and sediment entrapments shall
be the first step before any upslope land disturbance can begin, and shall be functioning properly. Earthen structures must be stabilized with seed
and mulch immediately upon completion. Construction will be sequenced so that grading operations will begin and end as soon as possible.
The job superintendent shall be responsible for the installation and maintenance of all erosion and sediment control measures.
After achieving adequate stabilization, in the opinion of the local administrator, the temporary erosion and sediment controls shall be removed and
any areas disturbed during this process shall be stabilized.
PERMANENT STABILIZATION
All areas disturbed by construction shall be stabilized with permanent seeding immediately following finish grading. Seeding shall be done in
accordance with the VESCH 3.32. Any alterations from this document shall be approved by the local erosion control administrator. See Table 3.32 Site Specific Seeding Mixtures for Appalachian/Mountain Area.
STORM WATER MANAGEMENT
Storm water management is being provided on this site as directed in MS-19 and all other applicable local, state an:; federal regulations.
Permanent storm water detention will be provided with this project.
MAINTENANCE
All erosion and sediment control measures will be checked daily and after each significant rainfall. They will be inspected for undermining,
deterioration, erosion and excess deposited material. All deficiencies will be corrected immediately. Excess material will be spread on the site in a
manner where it is not likely to erode in the future.
During construction, the contractor shall be responsible for the maintainance of all appropriate erosion and sediment control measures. All seeded
areas will be reseeded, mulched and fertilized as needed to obtain an adequate stand of grass.
SELECT MINIMUM STANDARDS
Permanent or temporary soil stabilization shall be applied to denuded areas within seven days after
final grade is reached on any portion of the site. Temporary soil stabilization shall be applied within
seven days to denuded areas that may not be at final grade but will remain dormant for longer
than 30 days. Permanent stabilization shall be applied to areas that are to be left dormant for
more that one year.
During construction of the project, soil stockpiles and borrow areas shall be stabilized or protected
with sediment trapping measures. The applicant is responsible for the temporary protection and
permanent stabilization of all soil stockpiles on site as well as borrow areas and soil intentionally
transported from the project site.
Sediment basins and traps, perimeter dikes, sediment barriers and other measures intended to trap
sediment shall be constructed as a first step in any land disturbing activity and shall be made
functional before upslope land disturbance takes place.
Stabilization measures shall be applied to earthen structures such as dams, dikes and diversions
immediately after installation.
Underground utility lines shall be installed in accordance with the following standards in addition to
other applicable criteria:
-No more than 500 linear feet of trench may be opened at one time.
-Excavated material shall be placed on the uphill side of the trench.
-Flow from dewatering operations shall be filtered or passed through an
approved sediment trapping divide or both, and discharged in a manner that
does not adversely affect flowing streams or off -site property.
-Material used for back filling trenches shall be properly compacted in order
to minimize erosion and promote stabilization.
-Restabilization shall be accomplished in accordance with the regulations.
-Applicable safety regulations shall be complied with.
Where construction vehicles access routed intersect paved or public roads, provisions shall be made
to minimize the transport of sediment by vehicular tracking onto the paved surface. Where sediment
is transported onto a paved or public road surface, the road surface shall be cleaned thoroughly at
the end of each day. Sediment shall be removed from the roads by shoveling or sweeping and
transported to a sediment control disposal area. Street washing shall be allowed only after sediment
is removed in this manner. This provision shall apply to individual development lots as well as to
larger land -disturbing activities.
All temporary erosion and sediment control measures shall be removed within 30 days after final site
stabilization or after the temporary measures are no longer needed, unless otherwise authorized by
the local program authority. Trapped sediment and the disturbed soil areas resulting from the
disposition of temporary measures shall be permanently stabilized to prevent further erosion and
sedimentation.
