Based on the tax map I received back in 1998, the airport Tax Map # is Map 64, Parcel 78. The airport also has
purchased land over the years and those parcels have been listed as 79 B. O., 79A B. O. 79B B. O, 79C, 79D,
79E and 79F. I can not determine from what I have here, if the project is on 78 or one of the 79 parcels.

The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on December 3, 2002. Approval is granted for the construction of a new airport hanger
and the expansion of an existing airport hanger at the Winchester Regional Airport, which is located
along Airport Road. All other relevant review agencies and departments have approved this site plan.
I am providing you with three copies of the approved site plan. Please forward these to the appropriate
representative(s). Furthermore. please advise the owner(s) that a copy should be kept for future reference
and an approved copy must be kept on the construction site throughout the development process. Once
site development is complete, the owner(s) should contact this office to schedule an on -site inspection.

Thank you for your review and subsequent comments provided in your August 16, 2002 letter
(copy attached) for the referenced project. We offer the following in response to your comments
(the numbers follow your August 16, 2002 letter). Also enclosed for your review is one revised
set of plans. Once approved, five (5) sets will be forwarded for final approval.
1. We have reviewed the County Real Estate Department Records and changes are reflected
on revised sheet 2.

3. Zoning information has been updated to reflect the latest zoning designations.
4. Set back requirements for RA zoning to a street are 60 feet. The provide setbacks are 108
feet and 121 feet. This information is listed in the Project Information section on the
cover sheet.

10. At the requirement of the Fire Marshall, "NO PARKING, FIRE LANE" signs will be
installed along both sides of the existing entrance road.
11. The floor area ratio has been added under the Project Information section.
12. Since users park their vehicles either in front of each hangar door or in the hangars, no
parking is proposed.

14. The airport has made an effort to remove trees and other potential obstructions around the
airport. Also, trees tend to attract birds which are undesirable around airports.

Dear Mr. Longnaker:
Thank you for your submission of the preliminary site plan for the above -referenced project, which staff
received on August 2, 2002. I have reviewed the plan and offer a few comments, which need to be
addressed prior to final approval. A red -lined copy of the site plan is being provided to you for
illustration purposes. Please review the comments listed below and then prepare a revised site plan for
my re -review. Staff's comments are as follows:
Review Comments
1) Property Identification Number(s). Please verify with the Frederick County Real Estate
Department that the property identification numbers shown above are correct. You informed me
previously that this development was occurring on PIN 64-A-78. I am uncertain of this,
however, because this PIN is not listed in the real estate database to which I have access.
Furthennore, after looking at the County's tax maps, it appears that a property boundary line
crosses through the proposed development. The second PIN appears to be PIN 64-A-40B. Also,
please provide the PIN information on the site plan.
2) First Page Information. Please provide a title over the general information found on the first
page of the site plan. A name such as "Project Information" would be appropriate.
3) Zoning Information. Please provide the zoning information in the "Project Information"
section of the site plan. The zoning maps indicate that PIN 64-A-40B is zoned Ml, and PIN 64-
A-78 is zoned RA. Both lots are components of the AP1 Overlay District.
4) Setbacks. Please provide the required setbacks in the "Project Information" section of the site
plan.

5) Proposed Use. Please provide the existing and proposed use in the "Project Information"
section of the site plan.
6) Acreage. Please provide the acreage information for all lots in the "Project Information" section
of the site plan.
7) Lighting. Please provide a statement on the site plan to the effect that all lighting will be
directed away or shielded from adjoining properties to prevent glare. Furthermore, please show
the location of all proposed lighting. .
8) Outdoor Storage. Please provide the location of all proposed outdoor storage. If no outdoor
storage is proposed, please provide a statement to that effect.
9) Trash Receptacles. Please provide the location of all proposed outdoor trash receptacles. If no
outdoor trash receptacles are proposed, please provide a statement to that effect.
10) Signs. Please provide the location of all proposed signage. If no signs are proposed, please
provide a statement to that effect.
11) FAR. Please provide the Floor Area Ratio (FAR) calculations in the "Project Information"
section of the site plan. Please also provide the gross floor area of the proposed additions and
all other buildings.
12) Parking Calculations & Parking Location. Please provide parking calculations on the site
plan to ensure that appropriate parking is provided. Furthermore, the parking facilities which
will be used in conjunction with the proposed hangers needs to be identified on the site plan. For
your information, warehouse uses require one parking space for every employee and office uses
require one parking space for every 250 square feet of floor area.
13) Landscaping Calculations. Please also provide landscaping calculations for any proposed
parking areas and the total amount of open space (landscaped area).
14) Landscaping. In addition to any required landscaping, staff encourages the use of ornamental
and shade landscaping where appropriate on the site. Small trees along Airport Road would be
an asset.
15) Engineer's Seal. Please ensure that the final site plan copies have a signed and dated engineer's
seal on them.

16) Zoning Administrator's Signature. Please change the word "Zoning Administration" to
"Zoning Administrator" in the two locations on the first page of the site plan.

18) Adjoining Property Owners. Please label the name, use, and zoning of all adjoining properties.
This includes properties located across the roadway.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved agency comment sheets and five copies of the final
