application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to

The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on October 1, 2002. This plan is approved for the construction of two building additions to the existing
McElroy Metal building, which is located at the south corner of the McGhee Road and Tyson Drive intersection,
in the Stonewall Industrial Park. As agreed to during the site plan review process, the existing zoning violations
on the property will be removed as part of this development. In particular, the outdoor storage of materials will
be located in the approved storage area and the required screening will be improved as required on the previously
approved site plan. New handicap parking spaces, additional trees, relocation of trees, fire lanes, and the restriping
of parking spaces are some of the other improvements that will accompany this proposed development.
1 am providing you with three copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact

Building additions shall comply with The Virginia Uniform Statewide Building Code and Sections
306, use group F (Factory) of the BOCA National Building Code/1996. Other Code that applies
is CABO Al 17.1-92 Accessible and Usable Buildings and Facilities.
The maximum slope across the HC parking and unloading shall not exceed 2% grade. All required
egress from the buildings shall comply with CABO Al 17.1-92 ( can utilize area of refuge on
landing at rear exists provided stairway is 4' between rails).
Design Professional lic. in VA shall seal the structural plans submitted for permit application and
special inspection requirements of Chapter 17 of BOCA shall apply to this type of structure.
Please note section 1110.2.1 exception #1 of BOCA (ADA 20% rule for additions and
renovations of primary function) and section 110.1.3 of the VUSBC for Asbestos inspection
requirements if building was constructed prior to Jan. 1985.

Please find enclosed one set of the McElroy Metal, Building Addition Plans-
(SP #27-02). The comments you have made regarding the project have been addressed as
follows:
1. A) The loading area adjacent to Tyson Drive will be relocated to the approved
gravel storage area on the opposite site of the building. A statement has been
added to the site plan indicating this.
B) The gravel storage area has been relabeled as requested.
C) The approved evergreen screen from SP #31-98 has been added to the plan
D) A note has been added to the plans for the improvement and restoration of the
required evergreen screen. The owner of the property will provide a written
guarantee to the Planning Department that the work will be complete prior to
receiving any new building permits for this site.
2. A statement has been added to Sheet: '/2 regarding the shielding of outdoor
lighting.
3. The proposed location of the existing dumpster has been indicated on the plans
and details for the fence enclosure and concrete base pad have been added as
well.
4. The proposed trees have been relocated to the end of the parking area.
5. The manhole has been added to the plans.
6. A planting schedule has been added to Sheet: '/2 for the proposed trees. The key
used for the trees has been changed from TC to TL.
7. The speed limits have been added to the plans.

Dear John:
I've reviewed the preliminary site plan for the above -referenced project and there are several concerns which
need to be addressed prior to final site plan approval. Please review the list of review comments shown below,
and then prepare a revised site plan for my review. A red -lined copy of the site plan and pictures are being
provided to you for illustration purposes.
Review Comments
1) Outdoor Storage and Screening. Staff has several concerns regarding outdoor storage and screening.
These concerns are listed below:
(a) The loading area located off of Tyson Drive is not approved for an outdoor storage area. The
numerous crates, inoperable vehicle, lumber, and.other materials must be stored in an area that
is screened from adjoining properties and roads and identified on the site plan (See attached
pictitre A). Please provide a statement on the site plan to the effect that these stored items will
be removed from this area prior to the approval of any new building permits.
(b) Please identify the gravel storage area, in the southern corner of the property, as an outdoor
storage area. Tractor truck trailers are being stored here.
(c) The required evergreen screen around the perimeter of the above -mentioned (comment 1 b)
outdoor storage area is not shown on the site plan. This evergreen screen was approved in the
revision of Site Plan #31-98, which was approved for a building addition and to address
numerous violations on the site. The screen is approved for a double row of evergreen trees,
planted six feet tall at the time of planting and 8' off -center.
(d) The required evergreen screen around the approved outdoor storage area is in need of major
repair (See attached pictures B, C, &D). It appears that the majority of trees have died off or were
never planted. In addition, high grass and weeds exist throughout the entire screen area. Please
provide a statement on the site plan that this evergreen screen shall be improved as required on
the revision of Site Plan 431-98, dated 5/12/99. In addition, a guarantee should be provided to
staff for this work prior to the approval of any new building permit.

2) Lighting. Please provide a statement to the effect that all lighting shall be shielded and/or directed away
from adjoining properties and roads. If any new lighting is proposed with this development, it should
be shown on the site plan.
3) Relocation of Dumpster. Please show where the relocated dumpster will be going. All dumpsters on
the plan should have a concrete pad with an opaque fence and gate. Details of these improvements need
to be shown on the site plan.
4) Location of Two Proposed Trees. Staff suggests that the two proposed trees, located on both sides of
the proposed relocated tree, be planted in a different location. The manhole, topography, and electrical
pole may be obstacles for planting three trees in this location. Perhaps placing these two trees in another
location would give the trees a better chance to survive and improve the appearance of the property.
5) Manhole. Please show the manhole located in front of the proposed fire lane.
6) Labeling of Proposed and Existing Trees. Please label the proposed and existing trees for clarification
purposes. The only reference provided for these trees on the site plan is a feature which is labeled "TC."
According to the site plan's abbreviations legend, this means "top of curb."
7) Speed Limits. Please provide the posted or unposted speed limits on all adjoining roads.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on
the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for
approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation,
the Frederick County Sanitation Authority, the Frederick County Inspections Department, the Frederick County
Engineer, the Frederick County Fire Marshal, and the Frederick County Airport Authority.
