The above -referenced site plan was approved on August 5, 2002. The site plan is approved for a 25,920
square foot expansion of the existing electrical substation, owned by Allegheny Power. Approximately
.77 acres of land will be disturbed in association with this development. A landscape screen shall be
provided along the northwestern property line, and the northern corner of the property, to screen the
development from Route 37. The landscape screen shall consist of eighty-eight (88) White Pine trees,
planted in three rows. The plan also delineates the location of the existing access road and parking area;
and provides for a stormwater detention pond.

Please find enclosed for your review one unsigned copy of the revised site plan for
Allegheny Power's Bartonville Substation site expansion project. All changes as requested in
your letter dated July 9, 2002 have been made with one modification to item number 1. The
screen from Route 87 was placed along the northwest property boundary instead of along the
line common to Route 37.
Please see the enclosed pictures for additional information, but the Route 37 highway
right-of-way is in a cut situation near the existing substation and there are existing trees and
scrub brush along the property line. I felt that screening would not be very effective on the
highway right-of-way at this location. However, one can see the substation from Route 37
across the northwest property line. For this reason the screening was placed along this property
boundary. If this is not satisfactory, let me know and I will change the location of the proposed
screen.
If the site plan is ready for approval, I will be in the area and able to drop off signed
copies of the site plan on Wednesday, July 24, 2002.

Dear Mr. Bodenschatz:
I have had the opportunity to review the above -referenced site plan that you recently submitted. Please prepare a
revised site plan which adequately addresses all of the review comments listed below.
Review Comments:
1) Screen From Route 37. Please provide an evergreen screen along the entire property line adjoining Route
37. Section 165-33 of the Frederick County Zoning Ordinance requires that outdoor storage and
processing be screened from all roads. I recommend that you provide a 10-foot wide landscape screen with
at least three trees per 10 linear feet. All evergreen trees should be at least four -feet in height at the time
of planting. If you prefer, I would be willing to accept a single row of evergreen trees planted eight -feet
in height at the time of planting and no more than eight -feet apart as an equally beneficial screen.
2) Site Plan Approval Statement. Please provide a statement in the Zoning Administrator Approval Box
to the effect that the site plan shall be valid for five (5) years from the date of approval.
3) Access Road and Drive Lane. Please show the access road and drive lanes more clearly on the site plan,
and ensure that appropriate access is provided for emergency vehicles.
4) Parking Location. Please show the location where employees and other authorized people will park.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on
the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final
administrative approval. The final site plans will need to be signed. Comment sheets are required from the
following agencies: Frederick County Inspections Department; Frederick County Engineer; Frederick County
Fire Marshal; Frederick County Sanitation Authority (if proposed or disturbed); the Virginia Department of
Transportation; and the Frederick County Airport Authority. Call me if you have any questions.

yard by approx. 71 % Only electrical support structures will be required and the existing building will have no exterior changes.
Location of property: west on Rt 37 a short distance and exit onto Rt. 11 north. Go 1.0 mi. to first left after
crossing railroad tracks (Rt. 652). Just past the General Electric plant turn left onto Rt. 651. Turn right onto a dirt road
immediately after crossing over Rt. 37 bridge. Station is at end of road.

Please issue a check in the amount of $122.90 payable to Allegheny Power. This amount represents
an overpayment of the fee for a non-residential site plan for Allegheny Power Company's Bartonville
Substation. The correct amount for this site plan fee is $1,077.10. The amount that was actually paid
was $1,200.00, which is an overpayment of $122.90.
We have attached a copy of Receipt #2697 written on June 28, 2002. This amount was deposited
with the Treasurer on July 1, 2002 under the Treasurer's Code ZASP and Finance Code GF1303-07.
We have also attached a copy of the Treasurer's Ticket #10160001, dated July 1, 2002.

Comment sheets have been sent out to all specified agencies and are starting to come
back to Allegheny Power. I have attached the two comment forms that have been received to
date. I have also revised the site plan based on your comments to make the new development
standout . The revised drawing now shows the limits of disturbance shaded so that the area
being developed stands out from the already developed area.
Last, due to the unique nature of an electrical substation and to cover the requirement of
showing the heights of all structures, I have attached the plan view electrical layout of the
substation along with all the elevation section views which are labeled on the electrical plan
layout. All of the drawings are to the scale noted on the drawing.
