Dear Scott:
The Frederick County Department of Planning and Development administratively approved the above -referenced
plan on May 28, 2002. The site plan is approved for the construction of a 10,000-square-foot retail building
adjacent to the Crossroads Mall on Costello Drive. The primary improvements associated with this development
are listed below:
1. Construction of an 8,000-square-foot retail building (Phase 1).
2. Construction of a 2,000-square-foot retail building addition (Phase 2).
3. Construction of (2) two parking lots with 50 parking spaces, including (2) two handicap spaces (Phase 1).
4. Planting of (5) five European Hornbeam trees, (5) five Redbud trees, (4) four Hawthorn trees, and an
evergreen hedge row, consisting of 17 arborvitae (Phase 1).
5. Construction of an interparcel connector with the Crossroads MalI's parking area (Phase 1).
6. Installation of a Dumpster with a concrete pad and an opaque fence and gate (Phase 1).
7. Construction of a new fire hydrant (Phase 1).
8. Construction of (2) two freestanding light posts and 40OW lights (Phase 1).
I am providing you with (5) five copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection.

Dear Sir/Madam:
After review of the site plan for the above referenced project, the following comments are provided
on behalf of the Winchester Regional Airport Authority:
The proposed site plan does not indicate this building would appear to penetrate the
airport's FAR Part 77 surface based on the information provided therefore airport
operations should not be impacted by this proposal. Due to the proximity of the proposed
buildings within the established flight pattern, we are requesting that any outdoor lighting
at this site be of a shielded type to minimize possible light pollution on aircraft entering the
pattern for Runway 14/32.
2_ Federal regulations require FAA form 7460-1 to be submitted to the FAA for an
aeronautical determination study with a copy of the completed form forwarded to this office
for record. Upon receipt of the FAA's Determination Study, a copy must be sent to this
office for review and record.
3. Controlled burning must be coordinated with Airport staff no less than twenty-four
hours prior to start.
4. During the construction phase, any crane equipment must have an aviation obstruction
flag and/or obstruction light visible during cperabcns and must be lowered at night unless
lit. Intended hours and dates of operation must be coordinated with Airport staff no less
than twenty-four hours prior to start.
If these conditions are met along with any requirements that may be outlined in the FAA Aeronautical
Study, the Winchester Regional Airport Authority poses no objections to the proposed site plan for
the above referenced project. If you have questions regarding these comments, please contact my
office.

National Building Code/1996. Please note the requirements in Table 705.2 of BOCA for the fire
rating of the exterior wall, ( two hour) located 5.50' from the property line.

We have received your site plan dated January, 2002 for the referenced project. Please advise
the owner of our approval. Also please provide seven (7) sets of approved construction
plans with signed seal for VDOT distribution.
Typical section for entrance and the route number for Costello Drive (Route 1367) should be
placed on plans as per our telephone conversation this date.
The appropriate land use permit may now be applied for to cover work within the Route 1367
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Comment 1: Proaerty Identircation Number. Lot 7B is not currently shoxm in the County's real estate
database. Please provide a recorded plat of the subject parcel of land, so staff can verify its existence.
Response: A copy of the recorded plat is included with this letter.
Comment 2: Perimeter I,andscaainje. I have calculated a perimeter parking area of no less than 343 feet.
Please change your calculations to reflect this, and also provide the additional three trees on the landscape
plan. 1 recommend that you locate these trees along the property line adjacent to the Crossroads Mall.
Response: The calculations have been changed and the additional trees provided.

between ALMA G. BIGGS, PATRICIA G. BIGGS and MARGARET JOAN GARBER,
Trustees of the Nora Garber Trust, hereinafter referred to as Grantors, and JEFFREY

Thank you for your recent submission of the above -referenced site plan. I have reviewed the plan and offer
the comments listed below:
Review Comments
1) Property Identification Number. Lot 7S is not currently shown in the County's real estate database.
Please provide a recorded plat of the subject parcel of land, so staff can verify its existence.
2) Perimeter Landscaping. I have calculated a perimeter parking area of no less than 343 feet. Please
change your calculations to reflect this, and also provide the additional three trees on the landscape
plan. I recommend that you locate these trees along the property line adjacent to the Crossroads Mall.
Please prepare a revision of this site plan, which adequately addresses all of the above comments, and submit
one copy for my re -review. I will need all approved review agency comment sheets and at least five copies
of the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department ofYransportation ")07), the Inspections Department, the Frederick County Engineer (Public
Yl,'orks), the Frederick County Fire Marshal, the AirportAuthorily, the Frederick County Health Department,
and the Frederick County Sanitation Authority.
