The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on July 10, 2003. The site plan is approved for the construction of a new office building on the lot
behind Marathon Bank in Kernstown. The proposed office building will consist of 6,000 square feet of office
space and 6,000 square feet of storage. The office building and the existing bank are both shown on the site plan.
Below is a list of the primary improvements required with this site plan:
• Removal of all existing trailers from the site.
a Construction of 92 total parking spaces, including 5 handicap spaces. All parking areas shall be
paved, striped, landscaped, lighted, and provided with sidewalks, curb, and gutter.
• Installation of fire lanes, ballards, signs, hydrants, and other Fire Code improvements.
- Implementation of an erosion control and stormwater management plan.
Construction of a new commercial entrance off of Marathon Drive (Rt. 1091).
I am providing you with four copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact

We have received your revised site plan dated June 17, 2003 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide five (5) sets of approved construction plans with
signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 1091,
Marathon Drive, right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. A
copy of any/all recorded plats of dedication for drainage easements or additional right-of-way
required for implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Thank you for the submission of the above -referenced site plan, received by staff on April 15, 2003. Prior to
approval of the site plan, all of staff s concerns must be adequately addressed. A copy of the site plan is being
returned to you which highlights each of staffs concerns which are listed below:
REVIEW COMMENTS:
1. Perimeter Landscaping. The perimeter of all parking areas includes the proposed parking to the side
of the existing bank (approximately 241 feet), the proposed parking lot in the rear of the site
(approximately 830 feet), and the existing parking spaces in the front of the building (approximately 359
feet). A total of 1,430 feet of parking perimeter exists which is 600 feet more than what is provided.
A total of 36 perimeter parking trees and 10 interior parking trees are required for the entire site. This
is 24 more trees than shown. Please adjust landscaping calculations as necessary. Staff will allow you
10 tree credits for the existing 36", 18", 6", 5", and 4" caliper trees'. Therefore, only 14 additional trees
would be required if these existing trees are preserved.
2. Evergreen Hedges. Please ensure that the four -foot spacing between proposed Holly shrubs is sufficient
to provide a continuous screen. If necessary, reduce the spacing as appropriate to achieve the required
screen. In most cases, three-foot spacing is necessary to achieve the required screening.
3. Scale. Please provide a scale on Page 2 of 5.
4. Maximum Height. Please change the maximum height to 35 feet, as required in the 132 Zoning District,
60 feet, as shown, is not the maximum height.
5. Lot Consolidation. Staff recommends the consolidation of the two parcels used by the bank.

on April 23, 2003.

6. Proposed Use of Storage Space. Please provide a statement on the site plan to the effect that the
proposed 6,000 square feet of storage space will only be used in accessory function to the bank or
proposed office.
Signage. Please show the location of any proposed signs. If no signs are proposed, please add a
statement to the effect that all future signs are required to obtain an approved sign permit from the
Department of Building Inspections prior to installation.
8. Size of Signs. Please explain on the site plan that 150-square-foot signs are only permitted if the
business is a franchise. A 100-square-foot sign is the maximum size sign allowed if the proposed office
building is used by a business that is not a franchise.
9. Magisterial District. The property is located within the Shawnee Magisterial District, not the Back
Creek Magisterial District. Please make all necessary changes on the site plan.
10. Fire Code Site Improvements. Please show all fire code safety improvements that will be provided,
such as fire lanes, hydrants, and bollards.
11. Underground Utilities. Please provide a statement on the site plan to the effect that all new utilities
shall be located underground
12. Removal of Existing Trailers. Please provide a statement on the site plan to the effect that the existing
trailers will be removed from the premisses. These trailers are a zoning violation.
I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: The Frederick County Department of Building
Inspections, The Frederick County Fire Marshal, The Frederick County Sanitation Authority, The Frederick
County Engineer, Airport Authority, and The Virginia Department of Transportation.

We've revised the plans per comments received on 22 April 2003. A set of plans is provided here for
approval.
A summary of changes is as follows:
1. We've updated the landscaping calculations and plan to comply with your email. The plan now
requires and provides 36 trees.
2. A scale is provided on sheet 2.
3. The maximum height has been clarified.
4. The actual breakdown of uses within the new structure is provided. It is also noted that the storage
use is associated with the on site office.
5. Notes addressing the requirement for a sign permit and clarifying the maximum size for a non -
franchise signs are provided. Please note, no new signs are proposed at this time.
6. The magisterial district has been revised.
7. We've noted the fire lane marking requirements as requested by the Fire Marshal.
8. The removal of all existing structures, and trailers have been added. We believe the trailers have
already been removed.
Also, please note:
1. We believe the 4 foot spacing is appropriate. The proposed planting will spread to at least 5 feet in
diameter. This will result in a frill screen, allowing the smaller, leaf bearing branches to develop.
2. We've recommended lot consolidation to the owner.
3. A note specifying utilities to be placed underground is provided. See note #6 on sheet 2.
4. We've added notes required by the Building Inspector.
