The property delineated on these plans is located along the east bound lane of Cedar Creek Grade (VA Rte 622), just beyond the City of Winchester Corporate Limits in Frederick County, Virginia. The owner of the property has renovated the existing residence on the site for commercial purposes. The Owner has attained approval from the Frederick County Board of Supervisors for Conditional Use Permit #15-01 for the proposed retail use on the RA zoned land. Environmental Features: Wetlands- No wetlands hove been identified on this site. Flood plain- The Flood Insurance Rate Map for Frederick County, Virginia, community -panel number: 510063 0100 B finds the property to be outside the limits of the 100 and 500 year flood) boundary. Sink Holes- No sink holes hove been identified on this site. Steep Slopes- Steep slopes are defined by the Frederick County Code as slopes exceeding 25%. The area of s1bep slopes allowed to be disturbed is 25%. A small area of steep slopes located at the proposed entrance of the access mod will fall within the construction area. The area of steep slopes to be disturbed will not exceed 4,000sf. Woodlands- Woodlands are defined by the Frederick County Code as stands of mature or largely mature trees (greater than 6" caliper, covering an area greater than 1 /4 ocre. An area of approximately 0.45 acres has been identified on the site. 0.17 acres of this area is proposed to be disturbed by constuction. PROJECT DESCRIPTION Preparation for the construction of the proposed project will include the rough grading of approximately 0.33 acres of land. Grading operations will generate fill and cut material which should be utilized on -site. Existing Site Conditions The site is partially covered by woodland vegetation. The site generally drains to the southeast corner of the preperty. Off -site Areas During clearing and grubbing, the site contractor may transport off -site the residue from the wooded area. Duriig eorthwork operations, the contractor may import or export materials as required to achieve final grades and specifications, EROSION AND SEDIMENT CONTROL MEASURES: 3.02 Initially, a 12'w by 70'1 temporary stone construction entrance will be constructed near the entrance from Fedor Creek Grade (Rte 622). The entrance sholl be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto rlodwoys or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto nodwoys will not be permitted under any circumstances. 3.05 Silt fence will be installed in select locations downstream from the construction area as a first measure d c�onstuction. Silt fences sholl be inspected after each rainfall and at least once doily during prolonged periods of rainfall. Any repairs required shall be mode immediately. Damaged, decomposed, or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event and when the deposits reach approximately one-half the height of the barrier. My sediment deposits remaining in pace after the silt fence is no longer needed sholl be dressed to conform to existing and proposed grades and stabilized. 3.30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestoblishe0. Topsoil will be uniformly spread and rolled to a minimum depth of 6" or as coiled for on the plans. Topsoil shall not be placed while in a frozen of wet condition. 3.31 Temporary seeding in accordance with the E & S Std & Spec 131 will be applied oil areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be tempoorily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per ocre of German Mille. All temporary seeding areas will be mulched in accordance with the schedule included herein. 3.32 All disturbed areas shall be stabilized by permanent seeding in accordance with the schedule included heren 3.35 All seeded areas will be mulched in accordance with the schedule included herei n. 3.38 Install silt fencing around trees designated to be preserved. PROJECT DESCRIPTION Preparation for the construction of the proposed project will include the rough groding of approximately 0.33 acres of land. EROSION AND SEDIMENT CONTROL MEASURES: 3.02 Initially, a 12'w by 70'I temporary stone construction entrance will be constructed near the entrance from Cedar Creek Grade (Rte 622). The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights-of-woy. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trop sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, woshed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in select locations downstream from the construction area as a first measure of constuction. Sift fences shall be inspected after each roinfoll and at least once daily during prolonged periods of roinfolL Any repairs required sholl be made immediately. Damaged, decomposed, or otherwise ineffective silt fence sholl be replaced. Sediment deposits should be removed after each storm event and when the deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform to existing and proposed grades and stabilized. 3.30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished.
