The site plan is approved for the consU-uction of a 5,000sfApplebee's restaurant located on Crock Well's Mill Drive in the Round Hill Crossing Development. Some of the required site improvements include the following: Construction of a parking lot xvith a total of 92 spaces (four handicap accessible spaces), including curb and gutter, landscaping, striping, sidewalks, and handicap access. Dempster Pad with a six foot opaque screen. Two commercial entrances onto Crock Well's Mill Drive which require the removal ofexisting entrances and the removal and replacement of sidewalks. Response: In our conversation on this point last Thursday, it was agreed that notations regarding the finishes, colors, and materials would be satisfactory. These have been added to this drawing. 6. Comment: Curb and Gutter. Curb and gutter is required along all parking spaces, even the spaces adjacent to the building. On Sheet C0.2 under general notes, provide statements that all utilities must be underground, and all outdoor lighting must be shielded to prevent glare onto adjoining properties and road right-of-ways. Response: The requested general notes have been added to Sheet C0.2 as notes 17 and 18. 2) Comment: FAR Ratio. The floor to area ratio as shown on the cover sheet appears to be incorrect. The cover sheet shows a FAR of 9.2, the max is 1.0. Response: The FAR has been recalculated, is within maximum limits and is shown on the cover sheet. 3) Comment: Utility Contact Information: The contact information for the Planning Department is incorrect. Lease label this as "Planner II" Response: The Planning Department contact has been revised to "Planner II" 4) Comment: Adjoining Pi-operties. On sheet C 1.1, provide the adjoiner information for the properties across Route 50 and Crock Wells Mill Drive. Response: Adjoiner information for properties across Route 50 and Crock Wells Mill Drive has been added to sheet C 1.1 5) Comment: Si na e. The site plan shows an Applebee's sign behind the 50' buffer area. Please note that as stated in the proffers, building mounted signage is the preferred method. Response: Applebee's strongly prefers signage along the road for visibility and on the building. Details and location of a 35 foot high pole sign are shown on sheet C5.2A. The footing design will appear on the architectural plans. Comment: 50" Buffer Area. Provide the reference for the site plan that the 50' buffer, trail, and landscaping were approved. Response: The reference has been incorporated into the plans. . Landscaping was designed and installed by Wal Mart. This is noted on sheet L1.1 6) Comment: Speed Limit. Provide the speed limit for Crock Well's Mill Drive. Response: A speed limit of 25 MPH has been added to the plans. 7) Comment: Sidewalks. The sidewalks along Crock Well's Mill Drive needs to be shown on the plan, along with ramps along the site entrances. Response: The sidewalks have been shown more clearly and the ramps shown. 8) Comment: Duwnpster Enclosure. On sheet C2.1, note C-7 states that the details for the dumpster enclosure will be on the architectural plans. The detail for the dumpster needs to be included on this plan. Response: Due to space limitations on sheet C2.1, the dumpster details have been shown on sheet 5.2A for reference only. The dumpster is to be constructed using the details on the Architectural drawings. 9) APPLEBEE'S GRILL & BAR ROUTE 50 FREDERICK COUNTY. VIRGINIA POINT -BY -POINT RESPONSE Page 2 10) Comment: Curb and Gutter. Curb and gutter is required along the perimeter of the entire parking lot. Note C-4 under construction notes states that curb and gutter will be provided as indicated on the grading plan and that a detail is show on sheet C5.1. The detail on sheet 5.1 is only for entrances and the grading plan appears to show curb only. Response: Curb and gutter is now shown along the entire perimeter of the site. Curb only is limited to the sidewalk around the building. These details are shown on sheet 5.2A and the note has been revised accordingly. 11) Comment: Landscaping Notes. With the opening of the Applebee's Restaurant, the Round Hill Crossing development will have a Super Wal-Mart, the restaurant, and two banks (Bank of Clarke County and First Bank) constructed and open for business, all within the past 12 months. During this relatively brief 12 month period, the Route 50 corridor has seen the construction of the proffered improvements which has resulted in a road system with the equivalent of four westbound lanes (three westbound lanes plus a continuous right turn lane). Accessing the Round Hill Crossing development occurs at two full entrances; one signalized and one unsignalized. Internal circulation between the Round Hill Crossing and the Winchester Medical Center projects does enable access to a second signalized entrance onto Route 50. The unsignalized entrance has generated a number of safety complaints and raised concerns with the County and the Virginia Department of Transportation (VDOT). Staff and VDOT discussed this situation during a meeting on November 13, 2006; 1 spoke with you shortly thereafter to advise you of these concerns. At issue is the challenge of exiting the Round Hill Crossing development to head eastbound. This maneuver requires the exiting vehicle to cross the four lanes of westbound traffic, pass through the median break, and then finally merge into the eastbound travel lanes. With the opening of Applebee's and the beginning of the holiday season, the County and VDOT will monitor the unsignalized entrance over the next few months to assess if improvements will be warranted.
