The crosswalks as we discussed are to remain in front of the stop line with sidewalk installed to connect as required. 2. The easement locations shown on the plan are correct. Lot 3 does not have an easement from the back access. Lot 2 has an easement on Lot 3 at this location to allow tractor/trailer maneuvering. We are beginning the process for the BLA and the easement recording and will have complete prior to final approval. 3. Per our conversation, it is my opinion that the white pine is a good choice in this application and should remain. White pines are only 1/3 of the screening plants used. The erosion and sediment control narrative indicated that this project is located in the Valley Industrial Park located along Ebert Road. Change the narrative to reflect the correct project and location. 2. Verify the capacity of the culvert located downstream of the proposed project to ensure that it is adequate to accommodate the post -developed stormwater flows. 3. You have indicated extending the existing 24 inch CMP culvert located under State Route 277 as well as installation of a drop inlet and a pipe to the east of the structure to accommodate stormwater flows. You have also indicated that Lot D3 will be developed in the near future. Clearly define what improvements will be performed at the time of this development to allow for installation of the storm sewer system. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Sidewalk Location. The sidewalk shown along Route 277 needs to be pushed back closer to the parking lot to ensure that the Route 277 widening plans will necessitate the removal and replacement of the sidewalk; the crosswalks need to be pushed back as well. 2) Interparcel Connection Easements. The entrance onto Route 277 needs to be delineated as an access easement (as indicated on sheet 2) and recorded with the BLA. 3) Plant Types. The zoning district buffer contains a large amount of white pines; the use of white pines is discouraged. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval. Comment sheets are required from the following agencies: the Frederick County Inspections Department, the Frederick County Department of Public Works (County Engineer), the Frederick County Fire Marshal, the Frederick County Sanitation Authority and the Virginia Department of Transportation.
