The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

A nonexclusive easement of right of way 24 feet in width, being 12 feet on

(A)-97J), located in Stonewall Magisterial District, Frederick County, Virginia, and
more particularly shown as the dot -shaded area on the plat of survey made by Gary
R. Oates, L.S., dated March 17, 2006, attached hereto and by this reference made a
part hereof. Said easement shall be for the purpose of ingress to and egress over the
shared common boundary line between the aforementioned lots of land.
The parties do hereby covenant and agree that the owner of each of the aforesaid lots, and
their respective successors and assigns, shall share equally the cost of maintaining said easement. that
is, the owner of each lot at the time of any repairs, upkeep and maintenance shall each pay one-half
(''12) of the costs of said repairs, upkeep and maintenance.

We have received your revised site plan for the referenced project. It appears all of our
earlier review comments have been satisfactorily addressed. Please advise the owner of our
approval. Also please provide six (6) sets of approved construction plans with
signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 1129
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

The above -referenced site plan was approved on June 29, 2006. The site plan is approved for the construction of a
new Corrigan Rug cleaning facility on Baker Lane (Route 1200) to be completed in two phases. Phase 1 will
consist of a 3,600sf building for office/storage/cleaning uses and Phase 11 will consist of 2,400sfstorage building.
Required site improvements consist of the following:
Construction of a parking lot with 12 spaces (including two handicap accessible), including curb and
gutter, a sidewalk, landscaped islands, striping, and l]andlcap access.
Construction of a shared dumpster pad with a six (6) foot wooden fence for screening.
A landscape screen and sidewalk along Baker Lane.
I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development

Attached is a revised copy of the site plan originally submitted in March. Upon
finally receiving the last of the agency comments yesterday, I have revised the plans
to reflect everyone's changes.
1. The project information has been revised to correctly reflect the uses.
2. The parking count has been revised on the cover sheet.
3. The shared entrance easement is of record. The instrument number has
been noted on the plan. If you would like, I can provide a copy of the
easement with the agency approval letters when this plan is submitted to
you for final signatures.
4. Note #4 of the Landscaping Notes on the cover sheet has been revised to
state that permission for landscaping changes must be written.
S. Water and sewer lines are now shown for the Phase 2 building.
6. The speed limit has been added to Baker Lane's information on sheet 2.
7. The PIN's for Dominion Knolls has been added.
8. The site plan has been changed to 20' scale in order to see the adjoining
entrances.
9. Sidewalks have been added along the right of way of Baker Lane and the
exit only entrance has been removed due to spacing requirements.
10. Landscaping has been added along Baker Lane to screen Dominion Knolls.

Dear Gary:
Planning Staff has reviewed the above -referenced site plait to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff's comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Project Information. On tine coversheet under project information, the use of the
site is listed as office/storage. This site has two buildings (Phase I, Phase II); the
use for Phase I should be listed as rug cleaning facility (SIC 7217) and Phase II
should be listed as an office building.
2. Parking Calculations. The building being used for rug cleaning is classified as a
service and needs to be parked at 1/200sf. Also, the majority of each site is listed
as storage which seems to be due to the limited amount of parking provided on
the site. It is logical that the majority of the office building (Phase 2) will be used
for office, not storage, and needs to be parked entirely for office. It is also unclear
why an office needs a drive in door. The large loading area needs to be removed
and accommodate a much larger parking area.
3. Shared IJntrance. The shared entrance needs to be recorded. Also, all entrances
on the adjoining property that are sharing this entrance need to be shown.

4. Landscaping Notes. Provide a note that states any plant substitutions must be
approved in writing by the Frederick County Planning Department.
5. Utilities. The site plan doesn't appear to show utilities to the Phase 2 building.
6. Baker Lane. Provide the speed limit for Balser Lane.
7. Adjoining Properties. Provide the PINS and legal references for the properties in
Dominion Knolls.
8. Adjoining Entrances. Please show all entrances within 200'.
9. Sidewalks and Entrance Spacing. Baker Lane is classified as a major collector
road and requires a sidewalk (ramps on entrance also), and 150' entrance spacing
off all adjoining entrances.
10. Landscaping. Additional landscaping needs to be provided along Balser Lane
sufficient to a landscape screen element of a Zoning District Buffer.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick County InsI)ectioms Deparlmenl, the
Frederick Couniy Deparlmenl of Public Works (County Engimeeu), the Frederick County
Fire Marshal, the Frederick County &nitatiom Authority, and the Virginia Deparlmenl of
Transportation.
